Phu Tho province has many ethnic minorities living together, accounting for over 17% of the province's population. In the period of 2021-2025, Phu Tho province has 58 communes in mountainous areas I, II, III and 70 extremely disadvantaged villages, concentrated in Thanh Son, Yen Lap, Tan Son, Doan Hung and Thanh Thuy districts. In recent times, the province has made efforts to implement projects of the National Target Program 1719, focusing on supporting residential land and production land, creating conditions for people to stabilize their lives and escape poverty.

Implementing Project 1 of the National Target Program 1719 on supporting residential land and production land aims to solve the shortage of residential land and production land for poor ethnic minority households, poor households living in ethnic minority and mountainous areas, ensuring compliance with the actual situation in each locality, creating motivation to help people escape poverty. Accordingly, Phu Tho province also directs to prioritize support for poor households and ethnic minority groups in difficult circumstances; focusing on communes, villages and hamlets with special difficulties; implementing the review and statistics of the demand for residential land and production land of ethnic minority and mountainous areas to ensure the right subjects and regulations.

In order to implement the project's contents, many localities in the area that are beneficiaries have actively implemented it. A typical example is Tan Son district. Currently, the whole district has 83% of ethnic minorities living in 17 communes, mainly Muong, Dao, Mong. Ms. Nguyen Thi Hong Hue, Head of the district's Ethnic Minorities Department, said that based on the regulations, plans, and instructions of the Central and the province, Tan Son district has issued a document directing the Department of Natural Resources and Environment and the Department of Ethnic Minorities to coordinate in reviewing and determining the average level of residential land and production land in ethnic minority and mountainous areas for each type of production land according to regulations. To implement the above content, the People's Committees of communes will review, count, and synthesize preliminary reports on households lacking residential land and production land to implement Project 1 of the Program. At the same time, the district will promote information and propaganda work so that people can grasp the policies, beneficiaries, and support levels according to regulations".

Similarly, in the mountainous district of Thanh Son, where many ethnic minorities live, of which ethnic minorities account for more than 61%, mainly Muong and Dao ethnic groups. Ms. Do Thi Phuong Hoa, Head of the district's Ethnic Affairs Department, said: In the period of 2022 - 2023, Thanh Son was allocated 219 billion VND to implement the National Target Program 1719. From the above funding source, combined with funding from other National Target Programs, the district has invested in the construction of over 159 essential infrastructure works. Of which, over 12km of rural roads have been renovated, over 159km of roads have been upgraded, and 75% of rural roads have been hardened in the entire district; 46 new bridges have been built, seven new spillways have been built, and 241 key irrigation works have been built... Thanks to that, the material and spiritual life of the people has been constantly improved.

To effectively implement the National Target Program 1719, in 2024, Phu Tho strives for 100% of households to use the national grid and other suitable power sources; over 96% of people to use hygienic water; 74.9% of villages and hamlets have community houses; 38.2% of villages and hamlets have traditional cultural and artistic teams that operate regularly and with quality...

Sharing this issue, Mr. Cam Ha Chung, Head of the Ethnic Minorities Committee of Phu Tho province, said that in order to achieve the above goal, in the coming time, the unit will closely coordinate with local authorities at all levels to review beneficiaries of the project and sub-projects; determine funding, propose plans, and at the same time advise the Provincial People's Council to decide on project adjustments if there is an increase or decrease to ensure that the projects are invested effectively. The unit proposed to submit to the Government to allow Phu Tho province to adjust the target of reducing the poverty rate of ethnic minority households from 2% to 1.2% to suit local realities when applying the multidimensional poverty standard for the period 2022 - 2025 and other policies related to supporting residential land and production land for ethnic minorities and mountainous areas.
