For example, in Buon Ho town (Dak Lak), there are 8 communes and wards, with 44 ethnic minority villages and hamlets. Of which, there are 28 ethnic minority hamlets in place. The whole town has 25 ethnic groups living together, including 31,459 ethnic minorities, accounting for 31.04% of the population. The total number of poor households in the town by the end of 2023 is about 662 households, accounting for 2.49% of the total number of households, of which poor ethnic minority households are 362 households, 54.7% of the total number of poor households.

From 2002 to 2020, Buon Ho town has implemented a policy of supporting residential land and production land according to the Government's policy in Decision No. 134/2004/QD-TTg on a number of policies to support production land, residential land, housing and domestic water for poor ethnic minority households with difficult lives; Decision No. 755/QD-TTg on policies to support residential land, production land and domestic water for poor ethnic minority households and poor households in especially difficult communes, villages and hamlets; Decision No. 2085/QD-TTg on specific policies to support socio-economic development in ethnic minority and mountainous areas in the period of 2017 - 2020. Specifically, the town has supported residential land for 61 households, with an area of nearly 1.8 hectares; production land for 164 households, with an area of nearly 48.5 hectares.
Regarding the implementation of support for residential land, housing, and production land for ethnic minority households and poor households under Decision No. 1719/QD-TTg of the Prime Minister on the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period (Phase I: from 2021 to 2025), 28 households have registered for housing and land support, and more than 1.2 billion VND has been disbursed (equal to 42% of the plan).
However, according to the People's Committee of Buon Ho town, in the process of implementing policies to support residential land and production land, there are still many difficulties and problems such as lack of land fund to support households, some households when receiving land use for the wrong purpose...
To monitor the implementation of policies to support residential land and production land for ethnic minority households, on October 17, 2024, the Ethnic Committee of the Dak Lak Provincial People's Council conducted a monitoring at the Department of Natural Resources and Environment on "The situation of management and use of residential land and production land allocated by the State to ethnic minority households; implementing planning to support residential land, housing, production land for ethnic minority households, poor households and implementing compensation, support and resettlement policies when the State reclaims land to implement projects for the land area allocated by the State to ethnic minority households", from 2002 to June 2024.
According to the Department of Natural Resources and Environment of Dak Lak province, the unit has closely coordinated with sectors and localities in reviewing and prioritizing land allocation for ethnic minority households, landless people, and people lacking land in the locality according to the Government's policies and programs to synthesize and determine in the land use planning, annual land use plan at the district level, submit to the Dak Lak Provincial People's Committee for approval, as a basis for implementation.
Up to now, the Dak Lak Provincial People's Committee has approved the Land Use Planning for the period 2021 - 2030 of 15/15 district-level administrative units. In the process of appraising the land use planning to 2030 at the district level, the Appraisal Council of Dak Lak province has requested the People's Committees of districts, towns and cities to review and allocate sufficient land funds to implement projects to arrange and stabilize spontaneous migrants.

The authorities have developed a master plan for the area, with an area of 264,063 hectares of land recovered from forestry farms, forestry companies, forest management boards, conservation areas, and national parks assigned to local management in the area.
In the detailed plan, the districts review and propose 6,548.8 hectares for consideration and land allocation to resolve residential and production land issues for ethnic minorities according to regulations. Currently, the district People's Committee is reviewing and developing a detailed land use plan to submit for appraisal and approval according to regulations.
However, the work of land allocation to implement land policies for ethnic minorities in the area still has some difficulties. For example: through review, most of the land area currently managed by the locality has actually been used by people for many years. Therefore, if this land fund is allocated to ethnic minority households, it will take a lot of time and there must be funds to implement compensation and support for assets and architectural objects.
The remaining land fund is mainly poor, rocky forest land, and if granted to people, the farming efficiency is not high and procedures for changing forest use purposes must be carried out.
According to the assessment of the monitoring delegation, the land policy demonstrates the deep concern of the Party and State for ethnic minorities. However, the implementation process has encountered many difficulties due to many related regulations, as well as the actual land situation of Dak Lak province. Therefore, the Department of Natural Resources and Environment needs to work with localities to grasp, remove and resolve difficulties and shortcomings in this field.
