Vice Chairman of the Provincial People's Committee Tran Bao Ha emphasized that the locality will soon complete the proposal for the urban development project of Ky Anh town to ensure compliance with regulations; promote the effectiveness of environmental protection, respond to climate change associated with socio-economic development, and sustainable urban development.
On the afternoon of November 2, Vice Chairman of the Provincial People's Committee Tran Bao Ha chaired a working session with the French Development Agency (AFD) on the project on sustainable development of coastal urban areas in the Central region towards green growth and climate change response in Ky Anh town (AFD loan). The Ky Anh urban development project aims to build the locality into a green urban area, adapting to climate change. The project is expected to include 2 components, of which component 1 is to build infrastructure to adapt to climate change and green growth.
It is expected that in component 1, the Ky Ninh coastal protection embankment will be built, about 5.8 km long; a rescue road combined with the central corridor axis for green urban development in the Ky Ninh area, about 5.1 km long; a regulating lake combined with an operation management road, flood diversion in the central urban area, about 27.5 ha in area; the main drainage route from west to east across National Highway 1 to prevent flooding in the core urban area, about 2.5 km long; and the Hoang Dinh dike route will be upgraded (section from K3+900 to K5+900).
Component 2 is technical support, capacity building for sustainable urban adaptation and management; capacity building and pilot development of models for sustainable urban development and climate change adaptation...
The project has a total estimated investment of about 57.29 million Euros, of which AFD loan is 39.51 million Euros; non-refundable ODA aid is 2.42 million Euros, the rest is counterpart capital.
According to the preliminary impact assessment, the project implementation will facilitate traffic and freight transport for people, thereby reducing direct transportation costs, increasing the value of commercial and service production, improving the material and spiritual life of people benefiting from the project; stabilizing marine and urban economic activities, making important contributions, creating momentum for local socio-economic development. Proactively and effectively adapting, reducing the level of loss and damage caused by climate change, protecting the environment and moving towards green growth.

At the meeting, Mr. Hervé Conan - Director of AFD Vietnam discussed some more important contents related to the project. He emphasized that the project is currently entering a very important stage of content development. Therefore, it is necessary to choose the most optimal solutions to implement the project, avoiding having to adjust the project during implementation.
Mr. Hervé Conan affirmed that AFD understands that this is an important project for Ha Tinh province. Therefore, AFD will cooperate to provide the most optimal recommendations for the project's climate change response goals. In the coming time, AFD will soon have a document on recommendations for the locality after the working trip and meeting with the leaders of Ha Tinh province.
At the same time, Mr. Hervé Conan also shared some contents related to AFD loan projects in Thach Ha and Huong Khe districts.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Tran Bao Ha informed that recently, Ha Tinh has received investment support from AFD in a number of important projects. Up to now, the projects have been and are being implemented with guaranteed progress and quality.
In the coming time, the province is continuing to attract capital to invest in building infrastructure for Ky Anh town, one of the three dynamic urban areas of Ha Tinh province. However, this is a coastal locality, heavily affected by climate change. Therefore, capital from AFD to invest in building infrastructure and responding to climate change in Ky Anh is very necessary. This is a project that is consistent with the province's development orientation and the ability to balance local budget counterpart funds. Regarding the project content, the province has assigned departments and branches to coordinate with the People's Committee of Ky Anh town to survey, research and propose in accordance with reality and requirements.
Vice Chairman of the Provincial People's Committee Tran Bao Ha emphasized that after the meeting, the province will direct relevant departments, branches and localities to continue reviewing, researching, completing and supplementing project proposals to ensure compliance with planning, plans and development orientations; ensuring compliance with the regulations of the Vietnamese State and the requirements of donors. At the same time, promoting the effectiveness of environmental protection, responding to climate change associated with socio-economic development and sustainable urban development.
The Vice Chairman of the Provincial People's Committee also hopes that AFD will continue to pay attention and support the province in completing the appropriate project proposal and soon implementing the next steps.
