The National Assembly delegate emphasized that once the Gia Nghia - Chon Thanh expressway project is invested in and put into operation, this route will not only have socio-economic development significance but also ensure national defense and security.

Discussing in groups on the afternoon of May 25, the 7th Session of the 15th National Assembly on the investment policy of the North-South Expressway Construction Project in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc), many National Assembly delegates said that the implementation of this route is very necessary, because when put into operation, it will open a "new chapter" for the Central Highlands region and neighboring areas.
Opening a “new chapter” for the Central Highlands
Expressing his opinion, Delegate Ngo Thanh Danh (Head of the National Assembly Delegation of Dak Nong Province) said that the Gia Nghia - Chon Thanh expressway project is invested and put into operation, this route will not only have socio-economic development significance but also ensure national defense and security.
Not only that, according to delegate Ngo Thanh Danh, the above project is also a way to "repay gratitude," because according to him, through the wars against France and the US and the border war, the people of the Central Highlands and the Southeast have made great contributions and sacrifices.
“People dream of having a road to connect the Southeast and the Central Highlands, first of all connecting Dak Nong and Binh Phuoc,” said delegate Ngo Thanh Danh, expressing his hope that the project will soon be implemented to help with trade and transport of goods, thereby contributing to socio-economic development and strengthening national defense and security.
Delegate Ngo Thanh Danh also shared that since the 14th National Assembly, when meeting with voters, voters and people have expressed many opinions on the necessity of building a highway connecting Dak Nong with the Southeast. Now the people's dream has gradually become a reality.
The Head of the National Assembly Delegation of Dak Nong Province also noted that this locality has a smaller area than the other four provinces in the Central Highlands, but there is no shortage of scenic spots. Therefore, the delegate believes that when this expressway comes into operation, it will open up more space for development.
Agreeing with the investment in the Gia Nghia - Chon Thanh expressway project, delegate Nguyen Manh Hung (National Assembly Delegation of Can Tho City) said that it is necessary to implement the project soon to develop the Central Highlands, especially Dak Nong because this is a locality located in a rather hidden location, with a poor economy despite its good economic potential.
Delegate Nguyen Manh Hung also expressed his joy that this expressway project will be invested in the form of PPP (public-private partnership), in which the State capital participates 50% and the investor's capital 50%.
In addition, with the project enjoying special mechanisms as proposed by the Government, delegate Nguyen Manh Hung said that this is a great support to speed up the project's progress. However, he also noted that the construction of rest stops should be carried out simultaneously with the highway and the arrangement of electric charging stations to meet development needs.
Delegate Pham Nam Tien (Dak Nong delegation) also requested that competent authorities carefully study and propose optimal design options to ensure that the Gia Nghia - Chon Thanh expressway fully meets national technical standards for expressways.

In addition, the delegate of Dak Nong delegation also said that the project needs to ensure the standard of 4 lanes, have a median strip and auxiliary works (rest stops), and have a plan to ensure road safety corridors.
This is a beautiful route and definitely effective.
Sharing at the group discussion, Minister of Transport Nguyen Van Thang (National Assembly Delegate of Dien Bien province) expressed his joy when the Ministry received attention from the National Assembly and the Government to allocate 50% of the funding to implement the investment project to build the North-South Expressway in the West, Gia Nghia - Chon Thanh section.
“If the project becomes a reality, this will be a beautiful route, certainly very effective in connecting the Central Highlands, the Southeast and Ho Chi Minh City,” said Minister Nguyen Van Thang.
The Minister of Transport also affirmed that he is not worried about attracting investors to this project, because this is a project with a toll collection period not too long, within 18 years, ensuring both bank interest rates and investment rates. This period is relatively similar to the 3 North-South expressway projects in the East that have been completed and are about to collect tolls.
In addition, the project's application of a revenue sharing mechanism is also a more favorable condition to attract investors to participate.
“Previously, when there was no State capital involved, the toll collection period of BOT traffic projects was very long, from 20 to 30 years. Meanwhile, the Gia Nghia - Chon Thanh expressway project has a toll collection period of 18 years. This is a period that investors really like, especially BOT investors. This project has attracted businesses’ interest,” Minister Nguyen Van Thang shared.
The head of the Ministry of Transport also noted that National Assembly delegates can rest assured about the issue of rest stops on this highway, because this agency has experience, the legal framework is complete, and investors are very interested in rest stops.
The Gia Nghia - Chon Thanh Expressway project is 128.8km long; of which the section passing through Dak Nong province is 27.8km long, and the section passing through Binh Phuoc is 101km long (including 2km connecting to Ho Chi Minh road, Chon Thanh - Duc Hoa section).
The total preliminary investment for the Gia Nghia - Chon Thanh expressway is VND25,540 billion; of which the State capital participation is VND12,770 billion (the central budget is over VND10,500 billion, the local budget is over VND2,200 billion) and the investor capital is VND12,770 billion./.
