Many people support the auction of motorbike license plates because it will bring benefits like the auction of car license plates.

On the social network Facebook, it is not difficult to find groups that exchange and buy and sell cars with nice license plates, including cars and motorbikes. A typical example is the "Cars with Nice License Plates Association", with more than 33,000 members. In this group, information about buying and selling cars with nice license plates often appears at prices 2-3 times, even 5-7 times the original value of the car.

The above examples show that the demand for owning beautiful license plates in general, and beautiful motorbike license plates in particular, is very high. If the auction of motorbike license plates is implemented, this regulation will satisfy the wishes of a large number of people.

Ha Tu (27 years old, living in Ho Chi Minh City) bought a Honda Air Blade motorbike 3 months ago. Tu said that this was the first motorbike he bought after a long time of working and saving, so he really wanted to own a license plate with his year of birth to attach to the motorbike, to keep as a souvenir. However, because motorbike license plates are randomly issued, this wish cannot be fulfilled. This young man believes that if the motorbike license plate is auctioned with a starting price of only 5 million VND, there will be many people like him participating in the auction. Moreover, currently the license plate is managed by identification code, only need to bid once and it will forever belong to the auction winner, even if the motorbike is "upgraded" later.

Sharing the same opinion, the owner of a motorbike shop selling beautiful license plates in Hanoi said that the auction of motorbike license plates will be welcomed by many people. Currently, with the regulation on identification license plates, the buying and selling of motorbikes with beautiful license plates is mainly in the form of authorization contracts. If the owner's name is transferred, the buyer will lose that license plate (the license plate is kept by the old owner). Therefore, the license plate put up for auction is much more beneficial, those in need have a public and transparent "playground", can be the owner of the motorbike with the license plate they like, and spend money to buy it.

Two big benefits

Sharing with Thanh Nien , National Assembly delegate Pham Van Hoa (Dong Thap delegation) said that right from the time the National Assembly discussed Resolution 73/2022 on pilot auction of automobile license plates, he proposed auctioning of motorbike license plates as well. Therefore, this time there is "no reason" he does not support expanding the scope of vehicle license plate auctions. According to the delegate's explanation, the auction of automobile license plates brings two huge benefits.

In fact, the demand for buying and selling motorbikes with beautiful license plates exists and is very large.

The first is the economic benefit. The budget will collect a large amount of money from the auction of "nice license plates". The proof is that after half a year of piloting the auction of car license plates, the auction participants have fulfilled their financial obligations of up to thousands of billions of VND. This amount of money can be used for social security purposes, or invested in ensuring traffic order and safety. "If there is no auction, those license plates will still be issued, but the budget will not collect any money," said Mr. Hoa.

Second is social benefit. Auctioning license plates in general, and motorbike license plates in particular, not only meets the wishes of those who want to own license plates according to their personal preferences, but also contributes to improving transparency in the management and issuance of license plates.

Mr. Hoa cited a number of negative incidents in the issuance of license plates in recent times, typically the case of the former Head of the Traffic Police Department of An Giang Province Police and his subordinates abusing their positions and interfering with the software to illegally issue more than 5,000 license plates.

"Somewhere, there are still people who have to pay a large sum of money to get their favorite license plate, but this money does not go into the budget but into the pockets of a few individuals," said delegate Hoa, affirming that putting the license plates up for public auction will eliminate similar negative seeds.

Sharing the same view, Mr. Nguyen Van Thanh, former Chairman of the Vietnam Automobile Transport Association, said that anything that benefits the state, society, and people should be done. He supports the auction of motorbike license plates because it not only brings revenue to the budget but also prevents the story of "going at night".

However, Mr. Thanh commented that the authorities should summarize and evaluate the results of the implementation of Resolution 73/2022, in order to analyze what has been done, what still exists (data transmission lines, auction regulations, information security, implementation process, etc.) to draw experience as well as find solutions. According to him, if the pilot auction of car license plates is summarized systematically, it will be the basis for applying and smoothly operating the auction of motorbike license plates.

Regarding this issue, delegate Pham Van Hoa said that Resolution 73/2022 stipulates that the pilot auction of car license plates will take place within 3 years. However, if the implementation process is effective and the Government has proposals, the National Assembly can consider supplementing the resolution to suit the reality, without necessarily waiting for the full 3 years.

Should there be a change to the car license plate?

According to Mr. Nguyen Van Thanh, because the number of motorbikes is much larger than that of cars, which means the number of license plates that need to be issued is also larger, the auction of motorbike license plates should have a few changes compared to the auction of car license plates.

"In the short term, we can pilot it on a small scale, and after evaluating its feasibility, we will expand it nationwide. A cautious pilot will help with better management and timely handling of any problems that may arise," he said.

Recalling the technical problem that caused the car license plate auction in August 2023 to be postponed, some opinions in the beautiful license plate collector community said that the management agency needs to carefully select the auction organizer and one of the prerequisites is to ensure technical infrastructure capacity.

The management agency should also classify and only include in the auction list license plates that many people are interested in (four of a kind, five of a kind, dragon sequence, etc.); auctioning a moderate number of license plates each day, instead of auctioning all license plates, will lead to overload. In addition, after spending a large amount of money to own a license plate through auction, the auction winner should be given more rights (to buy and sell, to give away, etc.), instead of only being allowed to buy and sell once as currently prescribed for car license plate auctions.

Meanwhile, lawyer Ha Cong Tam, Onekey & Partners Law Firm, Hanoi Bar Association, said that it would be difficult to come up with a concept of beautiful license plates or classify which license plates should be auctioned and which should not. The reason, whether beautiful or ugly, more or less beautiful, depends on each person's point of view; the same license plate may be considered beautiful by one person but not by another.

Therefore, in the case of implementing a license plate auction, the lawyer recommends putting all license plates on the auction floor, while ensuring good technical infrastructure conditions, avoiding overloading, affecting the auction process. Similar to the current car license plate auction, the high or low price of a motorbike license plate will be decided by the auctioneer. License plates that are not successfully auctioned or that no one bids will be returned to the license plate warehouse for random issuance.

According to the lawyer, because the auction takes place online, in addition to the quality of the transmission line, the security and safety of information also play a very important role. The management agency needs to closely monitor and control each auction, similar to the auctions of car license plates that have taken place.

The Ministry of Public Security said that during the pilot auction of car license plates from September 15, 2023 to the end of February 2024, 15,185 car license plates were successfully auctioned, of which 14,062 license plates were paid by customers, totaling nearly 1,400 billion VND.

According to the assessment of the Ministry of Public Security, the auction of car license plates meets the needs of the people, creates fairness among interested parties, and at the same time effectively exploits public assets, increasing revenue for the state budget.
