Training and promoting the role of ethnic minority cadres in Binh Thuan

Building a contingent of cadres in general and a contingent of ethnic minority cadres in particular to meet the requirements of socio-economic development is one of the tasks that our Party and State pay special attention to, and is an important factor in the process of sustainable economic, social and political development in ethnic minority areas.

The cadres who are ethnic minorities have an important mission as the component that creates the great solidarity bloc in the area. They are the ones who serve the nation, guide and lead the nation in the right direction, following the Party.

In recent times, Binh Thuan province has concretized the Party and State's policies and guidelines on building and developing ethnic minority cadres and initially achieved important results, contributing to improving the effectiveness of state management, building a strong political system, developing the socio-economy, and strengthening the great solidarity of ethnic groups. The implementation of priority policies in training and fostering ethnic minority cadres has been increasingly improved and scientific, associated with implementation solutions and resources to ensure the feasibility of the policy.

The province has paid attention to investing in upgrading and expanding ethnic boarding schools at district and provincial levels, meeting the needs of ethnic students to study at the school. After graduation, some students are admitted to preparatory schools and some colleges and universities. They become a very good source of cadres serving the work in the ethnic minority areas of the province.

The training and fostering of ethnic minority cadres in the province has received specific attention with innovations in training and fostering content. Ethnic minority cadres are sent for intermediate and advanced political theory training; participate in specialist, senior specialist and senior specialist programs; supplement and update knowledge and skills in information technology, foreign languages, etc. Many young and female ethnic minority cadres are sent to study professional and vocational subjects at colleges, universities, postgraduate and specialized schools to return to serve their homeland.

Not only fostering cultural knowledge, political theory, and expertise, many policies on vocational education related to ethnic minority youth are being implemented in localities and Binh Thuan College, thereby contributing to improving the capacity and access to livelihood development opportunities for ethnic minority youth. In addition, many localities focus on creating conditions for ethnic minority women to participate more and more in government and mass organizations; promoting their talents and strengths in appropriate fields.

Along with that, regularly organize training on knowledge and skills in mass mobilization work; provide information on the Party and State's guidelines and policies, the situation and tasks of socio-economic development and ensuring national defense and security of the province and district. Create favorable conditions for ethnic minority cadres and prestigious people to participate in contributing ideas to build socio-economic development programs and plans, promote their roles in all areas of social life, maintain political stability and social order and safety in the area.

However, in practice, in some localities, it has not been demonstrated or has not been fully demonstrated; many areas are stipulated in legal documents but have not been specified; they are still general, lacking system, synchronization and feasibility, and have not ensured specificity associated with local development requirements; in some places, the number of ethnic minority cadres accounts for a low proportion compared to the total number of cadres; in some places, there is not a proactive and active training of ethnic minority cadres. The training and fostering of ethnic minority cadres is generally still limited in terms of scale and training structure. The number of ethnic minority cadres, civil servants and public employees trained in expertise, political theory and state management has not reached the desired rate...

Training, fostering and promoting the role of ethnic minority cadres is a regular, continuous and long-term process. To ensure rapid development of ethnic minority areas, in the immediate future, it is necessary to build a cadre of ethnic minority cadres and have policies for typical ethnic minority people. It is necessary to have a training and fostering program that ensures specificity but is not separate from general training and fostering; organize training and fostering of ethnic minority cadres, civil servants and public employees according to a roadmap, ensuring continuity and inheritance of generations of cadres in the political system at all levels; enhance the training and fostering capacity of boarding schools, vocational schools, colleges and universities associated with local characteristics; improve facilities for teaching and learning as well as physical and intellectual training of ethnic minorities. Continuing to pay attention to and effectively implement policies to build and develop the ethnic minority intellectual team will contribute to the socio-economic development of Binh Thuan province, effectively promote hunger eradication and poverty reduction, improve people's knowledge, and promote human resources; so that socio-economic development goals achieve results commensurate with the potential and important position of the locality.

Faced with the new requirements of the development of the country and the province, the policy of training and fostering ethnic minority cadres needs to have appropriate changes and adjustments, especially the need to create an environment and opportunities for them to rise up. One of the important factors is that Party committees and authorities at all levels must pay more attention to the training, fostering and policies for ethnic minority cadres. Strengthen the planning of young ethnic minority cadres, and at the same time have a plan to send them for training and fostering to improve their knowledge, update information, supplement and perfect their leadership and management skills, and professional capacity to improve the work efficiency of ethnic minority cadres in the whole province.

The understanding and responsibility of the ethnic minority cadres are necessary factors to promote the process of building endogenous capacity in ethnic minority areas, as well as effectively concretizing policies and guidelines. In the coming time, it is necessary to continue to do well the planning, training, fostering, and using ethnic minority cadres for each locality, and further concretize cadre policies for some ethnic groups. Build this team to increase participation in the state apparatus in the province and local authorities at all levels. Focus on doing well the planning and forecasting of ethnic minority cadres to have appropriate training, fostering and using policies, training content linked to reality and requirements for socio-economic development in ethnic minority areas of Binh Thuan province.
