The Chairman of the Provincial People's Committee requested agencies, units, localities and enterprises in the province to implement solutions to improve service quality, carry out the work of welcoming and serving people and tourists to visit and travel safely and effectively, leaving a good impression on the image of Quang Ninh tourism.
In particular, assigning tasks to departments, branches, People's Committees of localities, agencies and units to thoroughly grasp and fully and strictly implement the directions of the Provincial People's Committee in Plan No. 19/KH-UBND dated January 20, 2025 "on tourism development in Quang Ninh province in 2025", Plan No. 69/KH-UBND dated March 5, 2025 "on implementing the target of economic growth rate GRDP in 2025 in Quang Ninh province" and related contents on implementing tourism activities. In particular, paying special attention to properly implementing regulations, creating favorable conditions for immigration and exit activities, health care, ensuring tourism environment, communication work, and attracting tourists.
In addition, strengthen inspection and ensure safety in tourism activities; monitor and strictly handle violations by organizations and individuals in complying with the law on tourism business; especially ensure absolute safety for people and tourists, good service quality; require service establishments to strictly implement price announcement and sell at the correct listed price, correct quality of products and services according to regulations, strictly prohibit acts of solicitation, price increase, price pressure affecting the image of Quang Ninh tourism.
Enterprises, individual establishments, tourism business organizations, and service organizations must regularly register, inspect, and periodically maintain the entire system of facilities, vehicles, equipment, and amenities serving guests to ensure safe, quality, hygienic, and aesthetically pleasing operations. Strengthen the work of ensuring safety, security, order, fire prevention, and prevention of explosions, arranging warnings, instructions, rescue, and epidemic prevention according to regulations. Arrange enough human resources during peak times to ensure the best quality of service for tourists. Strengthen the work of ensuring food safety and hygiene, preventing food poisoning, and preventing the production, trading, and use of food of unknown origin, poor quality, and the use of potentially toxic additives at establishments serving food. Strictly implement price posting and selling according to listed prices according to regulations. Do not and do not allow solicitation, unusual price increases, price pressure, etc. to affect the quality, satisfaction of tourists and the image of Quang Ninh tourism.
The People's Committees of localities effectively carry out state management work in the area, at the same time, well organize activities and events in the area to create more attractive products and activities to attract tourists. Urban beautification, lighting, sanitation, and festive decoration ensure spaciousness and cleanliness; renovate to ensure good operation of public toilets; strengthen inspection forces, thoroughly handle the phenomenon of begging, street vendors, disguised gambling, etc. at tourist areas, spots, restaurants, eateries, etc. (if any). Regularly check the work of ensuring beach safety, only allow operations if qualified; have control measures to prevent tourists and people from going to spontaneous, unsafe beaches. Coordinate with the Provincial Police and the Department of Construction to have plans to ensure traffic safety and relieve local congestion in the area.
The Department of Culture, Sports and Tourism shall preside over and coordinate with the Provincial Tourism Association, the Provincial Media Center, the People's Committees of localities, press agencies and related units to promote and advertise tourism products to attract tourists to Quang Ninh. Direct travel agencies, service providers and tourism establishments to have attractive price policies so that people and tourists can choose mid-week days (avoiding local overload) and prolonging the length of stay of tourists. Inspect, monitor, promptly detect and strictly handle violations of the law in the tourism sector; especially illegal tourism and travel businesses, fraud, profiteering, soliciting and pressuring tourists, fake and fraudulent activities on social networks that affect the tourism image of the province.
In addition, promote civilized tourism behavior throughout the province; strengthen the human resources and technical skills of the tourist support center. Continuously and effectively operate the hotline, promptly provide information and resolve complaints from tourists in the area. Be responsible for receiving and coordinating with relevant localities and units to thoroughly handle tourists' feedback and complaints related to tourism, and publicly announce the results for the people and tourists to know.
The Department of Health shall coordinate with the Department of Agriculture and Environment, the Department of Industry and Trade and relevant agencies and units based on their functions and tasks to effectively carry out propaganda work, ensure food hygiene and safety, manage the quality and origin of goods and services; inspect and strictly handle violations (if any); publicize individuals, units and establishments that violate the law so that people and tourists know and do not use the services.
The Department of Construction and the Provincial Police coordinate with localities to review and install additional signs, traffic diversion and take measures to ensure safety, prevent congestion, and facilitate tourists' access to tourist areas and spots; avoid overloading at tourist centers, beaches, bus stations, wharves, and inland waterways. Improve the quality of transportation services, ensure safety for tourists when participating in traffic, especially at high-risk areas for traffic congestion and accidents. Regularly inspect and strictly handle violations at wharves, bus stations, airports, and inland waterways; inspect traffic safety in tourist transportation. Strengthen management of residence and accommodation at hotels, motels, and rental apartments to ensure security and order, and prevent loss of state budget revenue.
Ha Long Bay Management Board ensures environmental sanitation in Ha Long Bay regularly and continuously. Supplementing means of sightseeing in Ha Long Bay for individual visitors at fixed times of the day, especially on weekends and peak days, so that visitors to Ha Long Bay do not have to wait.
Quang Ninh Electricity Company directs the plan to renovate, upgrade, and maintain the power system to ensure power supply for tourism activities, especially during peak hot periods. The Department of Agriculture and Environment, Quang Ninh Clean Water Joint Stock Company, and local People's Committees have solutions to ensure clean water supply with priority for tourism, especially in island areas.
The Department of Finance and tax authorities strengthen state management of prices, especially prices of goods and services at business establishments, online businesses and business households to ensure fair competition, correct and sufficient collection, and avoid loss of state budget.
