Develop a detailed project to not organize at the district level, arrange and reorganize grassroots administrative units (communes, wards) in Dak Nong province, no later than April 10, 2025.
Organize to collect opinions from agencies, units and people in the area, no later than April 12-13, 2025. Commune-level People's Councils consider and vote on the policy of arranging grassroots administrative units (communes, wards), no later than April 14, 2025. District-level People's Councils consider and vote on the policy of arranging grassroots administrative units (communes, wards), no later than April 15, 2025. Complete the Project and submit it to the Provincial People's Committee, the Provincial People's Committee Party Committee, the Provincial Party Standing Committee and the Provincial Party Standing Committee, no later than April 17, 2025.

Submit to the Provincial People's Council for consideration and vote on the policy of arranging administrative units, expected on April 25, 2025 (after receiving opinions from the Provincial Party Standing Committee). Complete the dossier and Project to submit to the Government, expected on April 29, 2025 (after the Provincial People's Council considers and votes on the Project).
The plan assigns tasks to each relevant agency and unit. In particular, the Department of Home Affairs is the standing agency advising the Provincial People's Committee on implementing the plan, receiving, synthesizing, and handling issues related to the development of the Project. The Department of Home Affairs presides over and coordinates with relevant departments, branches, and sectors to promptly guide, answer, and remove obstacles and difficulties of localities during the implementation process; at the same time, proactively seek opinions from the Ministry of Home Affairs on issues arising during the implementation of tasks.
The Department of Home Affairs monitors, urges, and guides agencies, units, and localities in implementing assigned tasks to ensure the set time and progress; proactively researches and advises on the development of functions, tasks, powers, organizational structure, and staffing of local authorities at the commune level; and regulates the working relationship between provincial and commune authorities according to the directive documents of the Central Government and the province.
The District People's Committee shall preside over and coordinate with Party agencies, the Fatherland Front and mass organizations in the area to urgently review and compile statistics on the situation of cadres, civil servants, public employees, workers, and material facilities and public assets of district and commune-level agencies and units.
Localities promptly propose plans for the arrangement and assignment of cadres, civil servants, public employees, workers and management of public assets (district and commune levels) when implementing the disorganization of the district level, the arrangement and reorganization of administrative units at the commune level; guide the People's Committees at the commune level to organize the collection of people's opinions on the project; synthesize people's opinions in the area and send them to the Department of Home Affairs on schedule as prescribed...
