Dak Nong prioritizes poverty reduction for ethnic minorities

To complete the goals of sustainable poverty reduction, the Steering Committee for the National Target of Sustainable Poverty Reduction of Dak Nong province has been promptly directing and removing difficulties and obstacles in the implementation process; coordinating between departments, branches and sectors with socio-political organizations to complete the task of sustainable poverty reduction, especially prioritizing poverty reduction for ethnic minorities (period 2021 - 2025) striving to complete the poverty reduction plan in 2023.

Determined to implement poverty reduction according to plan

The Provincial Party Committee, Provincial People's Committee, and all levels and sectors have a clearer understanding of the purpose and significance of sustainable poverty reduction in the Socio-Economic Development Strategy for the 2021-2025 period. Policies to support poor and near-poor households in developing production and accessing social services such as: Loans from the Bank for Social Policies, vocational training and agricultural extension policies, support for healthcare, education, electricity bills, etc. contribute to job creation, poverty reduction, and gradually improve the quality of life of poor and near-poor households. The work of reviewing poor and near-poor households has been uniformly directed from the provincial to district and commune levels.

Localities have basically followed the review process as prescribed in Decision No. 24/2021/QD-TTg dated July 16, 2021 of the Prime Minister, Circular No. 07/2021/TT-BLDTBXH dated July 18, 2021 of the Ministry of Labor, Invalids and Social Affairs. Implement poverty reduction work; assign agencies, units, and individuals to establish partnerships and assist localities in helping poor households escape poverty. Focus on policies to support employment, production development, and livelihood diversification to help poor households increase their income and stabilize their lives. This is an important factor for sustainable poverty reduction. In addition, policies are also focused on supporting the level of lack of access to basic social services (health, education, housing, clean water and sanitation, access to information, etc.).

The results of the program's implementation affirm the superiority of the province's social security policy, contributing to maintaining political security, social order and safety, and stability for socio-economic development. Up to now, Dak Nong province has 13,342 poor households, accounting for 7.97% of the total number of households in the province. Poor ethnic minority households are 9,589 households, accounting for 20.11%; poor ethnic minority households in the locality are 3,982 households, accounting for 24.56%. By the end of 2023, the poverty rate in the whole province is expected to be reduced by 3% or more; the poverty rate among ethnic minorities in the locality is expected to be reduced by 5% or more. The general objective is: Implement sustainable multidimensional poverty reduction, limit re-poverty and poverty generation; support the poor and poor households to overcome the minimum living standard, access basic social services according to the national multidimensional poverty standard, improve the quality of life; Focus resources to support poor districts to escape poverty; strive to complete poverty reduction goals in the 2022 - 2025 period.

To do that, the province focuses on effectively implementing projects and sub-projects under the National Target Program on Sustainable Poverty Reduction in 2023 in the locality; strengthening the leadership and direction of Party committees and authorities on sustainable poverty reduction. The province has stepped up propaganda to raise awareness among Party committees, authorities, cadres, party members and people about the National Target Program on Sustainable Poverty Reduction, considering multidimensional poverty reduction as an important, regular and long-term political task of the political and social system, thereby creating consensus in implementing poverty reduction goals.

Currently, poor areas and ethnic minority areas in the area are still the most difficult and the most slowly developing areas in terms of socio-economic development. In particular, although economic infrastructure has received investment attention, it is still limited compared to the needs of socio-economic development and serving the lives of ethnic minorities in the area; the quality of education, health care, culture, and access to basic social services is not high; human resources and average income per capita in extremely difficult areas and ethnic minority areas compared to the general level of the province are still low; the rate of poor and near-poor households is still high, and the quality of poverty reduction is not really sustainable. In addition, the poor mainly do simple labor in agricultural production, are directly affected by climate change and increasingly complicated epidemics.

Therefore, the implementation of the province's poverty reduction policy faces many difficulties and challenges. The province focuses on sustainable multidimensional poverty reduction, limiting poverty relapse and poverty generation; supporting the poor and poor households to overcome the minimum living standard, access basic social services according to the national multidimensional poverty standards, improve the quality of life; focus resources on supporting poor districts to escape poverty; strive to complete poverty reduction targets in the 2022 - 2025 period, contributing to achieving the goals of the Resolution of the 12th Provincial Party Congress, making Dak Nong "become a fairly average province by 2025 and a fairly developed province by 2030 in the Central Highlands region". The state budget plays a leading role, creates motivation, and at the same time mobilizes maximum social resources to implement the goal of sustainable poverty reduction; arranges counterpart capital from local budgets reasonably, in accordance with the actual situation and increases mobilization sources, legal contributions of enterprises, funding sources of organizations and individuals at home and abroad; counterpart capital, participation, contributions of people, beneficiaries. Integrate resources to implement national target programs, poverty reduction policies in general with projects and contents of the program in the province; prioritize in poor districts. Unified application of mechanisms and processes in implementing projects and sub-projects of the program; prioritizes the selection of support contents with higher rates; ensures the principle of non-overlap between activities and investment support contents of projects and sub-projects of the program in the same locality, with the same beneficiaries.

Promoting solidarity to reduce poverty

Dak Nong focuses on promoting propaganda, education, raising awareness and responsibility of all levels, sectors and the whole society, especially the people, to create a strong change in awareness and action in sustainable poverty reduction; strongly promoting the tradition of solidarity and the spirit of "mutual love and affection" of our nation towards the poor. Arousing the will of self-reliance of the poor, proactively striving to escape poverty.

To achieve the goal of turning Dak Nong into a "fairly developed province by 2025 and a fairly developed province by 2030 in the Central Highlands region", the Provincial People's Committee issued Plan No. 219/KH-UBND, dated April 11, 2023 on the implementation of the National Target Program on Sustainable Poverty Reduction in 2023. The province is determined to effectively implement sub-projects on poverty reduction, notably: Sub-project 1 on "Supporting investment in developing socio-economic infrastructure in poor districts"; Project "Diversifying livelihoods to replicate poverty reduction models"; Project "Supporting agricultural production, improving nutrition"; Project "Developing vocational education and sustainable employment"... The province strengthens the direction of supervision, allocating capital resources with focus, key points and sustainability; focusing on prioritizing support for poor ethnic minority households, poor households with members of the revolution; children, women in poor households...
