The important highlight in the past 5 years is the solidarity, consensus and good response to patriotic emulation movements, absolute trust in the Party's guidelines and policies, the State's laws... of ethnic minorities in Quy Hop district.
The implementation of ethnic and mountainous programs and policies in the area is timely and on schedule, meeting the requirements and aspirations of ethnic minorities. The economy of ethnic minority areas continues to grow well. The average economic growth rate in the period reached 6.17%; the average added value per capita in 2023 reached 49.19 million VND/year; the economic structure has a positive shift towards gradually increasing the value of service and trade production. The poverty rate has decreased by an average of 1.5 - 2.1% per year and is currently 11.68%.
The One Commune One Product (OCOP) program has been directed and developed relatively strongly in recent times. Up to now, the whole district has had 23 products meeting the 3-star OCOP standard. The New Rural Development Program is increasingly going into depth. Currently, the district has 6 communes meeting the new rural standards; of which 1 commune has met the advanced standards.
The application of science and technology in production fields and production methods is increasingly advanced and modern. The infrastructure system continues to be strengthened, especially inter-commune and inter-district roads, and the rural landscape has many innovations. From the resources of the National Target Program 1719, the district has started 63 new projects in the fields of transportation, culture, health, education, irrigation, etc. with a total capital of 79.225 billion VND; maintained and repaired 12 traffic, cultural and educational projects with a total investment of 2.127 billion VND.
In supporting production development and livelihood diversification in 13 communes in Region III and 7 communes in Region II, the District People's Committee has implemented a support program to provide 464 local heifers and Sind crossbred heifers, organized training on livestock raising techniques for more than 500 households; replicated the poverty reduction model of breeding calves in Chau Dinh and Van Loi communes; replicated the poverty reduction model of goat raising in Chau Ly commune.
Commercial services in remote areas continue to develop. The cultural identity of ethnic groups continues to be preserved and promoted, social security is well taken care of, the material and spiritual life and awareness of the people are increasingly improved. National defense and security are ensured and maintained. The work of building the Party, Government, Front and mass organizations in ethnic minority areas has achieved many important results.
By 2024, the whole district will have 1,040 Prestigious People recognized. Activities of visiting, giving gifts, training... for Prestigious People are fully and effectively implemented according to the annual plan. Policies for students in ethnic minority areas, remote areas, and areas with especially difficult socio-economic conditions are a great source of encouragement, creating favorable conditions for them to be excited to go to school and study with peace of mind.
Also thanks to the leverage from comprehensive education quality, the proportion of ethnic minorities as cadres in agencies and organizations is increasing. In communes with a large ethnic minority population, the number of cadres who are ethnic minorities accounts for 70%; ethnic minority cadres planned for leadership and management positions as Party committees in communes for the 2020-2025 term reached 75%, and for the 2025-2030 term reached 82%.
The Congress discussed, exchanged, and clarified the remaining shortcomings and limitations; at the same time, expressed determination to successfully achieve many socio-economic targets in the coming term. Based on the Resolution Letter to continue strengthening the Great National Unity, unifying the will and action to promote the strength of the ethnic community, the Congress agreed to set many targets to strive for.
The target by 2029 is to have a total production value growth rate of 8.73 % , average income per capita of 50 million VND/year ; strive to build 2 more communes meeting new rural standards ; the rate of culturally-standardized families is 82% ; the rate of villages, hamlets, and blocks recognized as culturally-qualified is 90.6% ; trained workers are 65%; the poverty rate is reduced by 1.5 - 2% each year; the rate of rural households using clean water is 100% ...
The Congress consulted and elected 28 delegates to attend the 4th Congress of Ethnic Minorities of Nghe An province in 2024 and passed the Congress Resolution for the period 2024 - 2029.
On this occasion, the Provincial People's Committee also awarded Certificates of Merit to 1 collective and 2 individuals, the Ethnic Minorities Committee of Nghe An province awarded 12 individuals; the People's Committee of Quy Hop district awarded Certificates of Merit to 3 collectives and 15 individuals for their outstanding achievements in the past term./.
