Breakthrough solutions needed so metro projects no longer "remain on paper"

On the afternoon of February 14, continuing the program of the 9th Extraordinary Session, the National Assembly discussed in groups the draft Resolution of the National Assembly to pilot a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.

Speaking at the Ho Chi Minh City delegation, delegate Nguyen Thi Le - Chairwoman of the Ho Chi Minh City People's Council shared that Ho Chi Minh City is a special urban area, the largest economic center in the country, with a population of more than 10 million people and a rapid urbanization rate.

Reality shows that without a modern, high-capacity public transport system, especially urban railways, the city will find it difficult to completely solve traffic congestion, environmental pollution and infrastructure overload.

According to Ms. Le, after a long wait, metro line No. 1 (Ben Thanh - Suoi Tien) was officially put into operation on December 22, 2024 and quickly became effective, was very positively received, and contributed to significantly reducing traffic pressure in the eastern part of the city.

"This shows that people are willing to switch to using public transport if the metro system is invested in a systematic, convenient, synchronous and on-schedule manner," said Ms. Le.

However, Ms. Le also said that people's expectations have not stopped at metro line 1. Metro line 2 (Ben Thanh - Tham Luong) has completed site clearance, but there is still no strong enough mechanism to quickly implement investment and construction.

This is a metro line that passes through many high-density residential areas, and is the "backbone" line that helps reduce traffic pressure in the North - West of Ho Chi Minh City. Therefore, the early commencement of construction of this metro line is an urgent requirement and a great desire of the people of the city and neighboring areas.

Besides, the delegates also pointed out that the remaining metro lines are still only at the planning level and cannot be implemented due to lack of resources and implementation mechanisms.

Without breakthrough solutions, the metro system will continue to be a paper project, unable to be invested in soon to play a real role in modernizing the urban transport system of Ho Chi Minh City.

Therefore, after the Politburo issued Conclusion No. 49 in February 2023, Ho Chi Minh City and Hanoi agreed to develop a specific and special mechanism and submit it to the Ministry of Transport to preside over, synthesize and submit it to the Government and the National Assembly.

The content of these mechanisms is a strong breakthrough, ensuring speeding up progress and exploiting land funds along the route.

Therefore, delegates agreed on the contents of the Pilot Project on a number of specific and special policy mechanisms to develop the urban railway network system in Hanoi and Ho Chi Minh City.

At the same time, delegates proposed that the National Assembly consider and approve these special, specific mechanisms to speed up the construction progress of the metro, especially metro line 2 and subsequent lines.

Delegate Nguyen Phi Thuong (Hanoi) agreed with the need to urgently issue a Resolution of the National Assembly to promptly resolve institutional difficulties and problems that have been identified in practice in Hanoi and Ho Chi Minh City when developing the urban railway network.

According to the planning orientation, Hanoi has 14 routes corresponding to 619.1km, Ho Chi Minh City has 10 routes corresponding to 510km, a very large amount of work to be implemented in the coming time, requiring huge resources.

"If we continue to follow the old policies and mechanisms that have been implemented in this field, we will not be able to achieve the planning goals," said Mr. Thuong.

Delegates highly appreciated the content of the Government's submission and basically agreed with the 6 specific and special policy groups proposed in the draft Resolution.

Contributing more opinions, Mr. Thuong suggested considering updating and supplementing policies to encourage and protect cadres who dare to think and dare to do, promoting initiative, creativity and flexibility in organization and implementation.

This policy is similar to the policy proposed in the implementation of the Lao Cai - Hanoi - Hai Phong railway project and this issue has also been proposed by the Hanoi People's Committee to be updated and supplemented during the process of finalizing and receiving comments.
