At the discussion of the draft Law on Civil Defense held on the afternoon of May 24 within the framework of the 5th session of the 15th National Assembly, most delegates agreed with the plan to establish a Civil Defense Fund to respond to disasters and incidents.
The draft Law on Civil Defense began to be researched and developed in 2020, and is expected to be submitted to the National Assembly for approval at the 5th session. The draft proposes two options for establishing a Civil Defense Fund.
Option 1: Establish a Civil Defense Fund in advance, always ready to respond to incidents and disasters, contributing to limiting the impact of incidents and disasters.
Option 2: When a disaster occurs, the Prime Minister will decide to establish a Civil Defense Fund, calling for funding for activities to prevent and overcome the consequences of incidents and disasters.

National Assembly Delegate Ha Tho Binh (Ha Tinh Delegation) agreed with the plan to establish a Civil Defense Fund in advance, ready to respond to disasters and incidents.
According to the delegate, civil defense activities have a wide scope, involving many areas of social life, handling important national issues, overcoming the consequences of war, preventing, combating, overcoming the consequences of incidents, disasters, natural disasters, epidemics... The fund is implemented on a voluntary, non-compulsory basis, and is used in conditions where the State budget cannot meet the demand in a timely manner.
"Currently, there are many types of incidents and disasters that do not have funds to use when they occur. Therefore, when an incident occurs, we will immediately have a Defense Fund to carry out emergency relief activities to minimize damage caused by incidents and disasters," said Mr. Binh.
Delegate Chau Chac (An Giang delegation) said that the establishment of the Civil Defense Fund is necessary and appropriate. Civil defense activities take place in a large space, take place quickly, have different and complex natures, levels, and levels, and are related to the lives and properties of people, organizations, and the State.
Delegates gave examples of overcoming the consequences of war, clearing bombs and mines, handling toxic chemicals, overcoming the consequences of natural disasters and epidemics such as in preventing and fighting storms and floods, preventing and fighting the COVID-19 epidemic in the recent past...
In addition, in practice in wars of national liberation, wars to protect the Fatherland, in the prevention and control of natural disasters and epidemics, good preparation of reserve forces, good rear work, always being proactive in all situations, not being passive and surprised will lead to high victory and vice versa. Therefore, Mr. Chau Chac believes that establishing the Civil Defense Fund will create a large resource, contributing to helping the State budget when it is lacking or not timely.

Agreeing with the proposal to establish a Civil Defense Fund, delegate Duong Khac Mai (Dak Nong delegation) said that the principle of civil defense activities stipulates that civil defense must be prepared early and from afar, which shows the need to prepare resources in advance. In particular, financial resources are very important to respond promptly to disasters and incidents that occur.
Delegates of Dak Nong province paid special attention to the management of the Fund to ensure efficiency and avoid loss.
Delegate Tran Van Tien (Vinh Phuc delegation) stated that the Fund mobilization in the Law is the legal basis for mobilizing, managing, and promptly using funding sources to immediately overcome disasters and incidents, avoiding the situation of having to wait for the Prime Minister to decide to establish the Fund in urgent cases.
