On November 12, continuing the 8th Session Program, the National Assembly continued the question and answer session of National Assembly deputies on the third group of issues in the field of information and communication.

The Ministry of Information and Communications is developing a shared digital platform to transform digital journalism.
Participating in the questioning session, National Assembly delegate Pham Nam Tien (National Assembly delegation of Dak Nong province) said that currently, press agencies are facing many difficulties in both financial and human resources, especially the brain drain that is happening in many press agencies. Many good reporters, editors, translators, and technicians are tending to move to other fields.
Faced with this situation, delegate Pham Nam Tien asked the Minister of Information and Communications to clarify how the Ministry plans to use financial and human resources to successfully carry out the digital transformation of journalism.
Responding to the question of delegate Pham Nam Tien about resources for digital transformation of the press (finance, human resources), Minister of Information and Communications Nguyen Manh Hung said that if there are not enough human resources to serve digital transformation, they can hire outside units, especially for small press agencies. Large press agencies with resources can do it themselves, but basically press agencies should hire, because the cost is smaller and there is no need for people to operate the systems.

“The Ministry of Information and Communications is developing a shared digital platform to digitally transform small press agencies, especially magazines, to provide free support to press agencies,” said Minister Nguyen Manh Hung.
Regarding financial issues, Minister of Information and Communications Nguyen Manh Hung affirmed that currently, the State's resources will be focused on 6 key press agencies. For other press agencies, the governing agencies must be responsible for investing resources to ensure that their press agencies have sufficient competitiveness.
According to Minister of Information and Communications Nguyen Manh Hung, the Prime Minister has issued a strategy for digital transformation of the press, considering this space as the main front of the press. Many press agencies have made efforts to research and develop digital transformation projects with the goal of building press agencies in a professional, humane and modern direction, reaching a wide audience.

In particular, the Vietnamese revolutionary press has made progress in content, meeting the public's information needs. Information and propaganda have played a leading role in guiding public opinion, creating social consensus and trust, arousing Vietnamese aspirations and turning them into great spiritual strength, making an important contribution to promoting the country's socio-economic development.
“To transform digitally, we must master technology”
Answering the question of National Assembly delegate Nguyen Quang Huan (National Assembly delegation of Binh Duong province), should digital economy and digital technology be included as subjects and included in the general education program? Minister of Information and Communications Nguyen Manh Hung said that many researchers believe that "the greatest movement in human history is the movement from the real world to the digital world". The question is whether digital skills, knowledge of digital economy and digital society should be taught in the general education program or not? Digital technology is the next development of information technology and is revolutionary, creating a revolution in digital transformation.
“Therefore, under the direction of the Prime Minister, the Ministry will upgrade the teaching of information technology and introduce digital skills, possibly increasing the duration of this subject” – Minister of Information and Communications Nguyen Manh Hung informed.

Answering the question of National Assembly delegate Nguyen Minh Tam (National Assembly delegation of Quang Binh province) when will the digital ecosystem strategy and Vietnam's social networks be implemented? Minister of Information and Communications Nguyen Manh Hung said that Vietnam has currently licensed nearly 1,000 social networks, including about 20 large networks with the number of users equivalent to or higher than large platforms such as Facebook and TikTok. In addition, Vietnam is also developing 38 other national digital platforms, in order to be proactive in the digital transformation process and have better negotiating power with foreign social networks.
“To be sustainable, to transform digitally, we must master technology, we must master platforms, there is no other way and Vietnamese people can completely master applications and master applications themselves to switch to mastering technology” – Minister of Information and Communications Nguyen Manh Hung emphasized.
