Quang Nam Tax Department strengthens tax debt collection

However, the Tax Department said that the ratio of tax debt to total budget revenue is still quite high, accounting for 12.4% (total budget revenue by October 31, 2024, including the remaining tax extension payable, is VND 17,799 billion). To overcome the high tax debt situation, the Quang Nam Provincial Tax Department has implemented many drastic measures to increase tax debt collection.

Recently, the Tax Department has issued Official Letter No. 8347 assigning tasks and assigning responsibilities for tax debt collection and handling of tax arrears to each level of leadership, management officials and related departments. At the same time, it has organized close monitoring, supervision and inspection of the progress of implementing urging and enforcement measures to ensure effective debt collection and limit new debts.

Previously, the General Department of Taxation also issued Official Dispatch No. 4216 requesting Tax Departments to focus on enforcement measures and temporary suspension of exit, specifically:

For taxpayers with tax debts over 90 days or tax debts subject to enforcement: immediately apply enforcement measures and disclose information as prescribed.

For tax payments extended according to Government decrees and resolutions: implement urging and apply coercive measures immediately after the extension period expires and the taxpayer fails to pay to the State budget.

In case the enforcement decision expires but the taxpayer has not paid or has not paid the full amount of tax debt subject to enforcement to the State budget, appropriate enforcement measures in accordance with regulations shall continue to be applied.

Implement the issuance of tax debt enforcement decisions on the centralized tax management application (TMS) to move towards automating tax debt enforcement work in the area.

Apply temporary suspension of exit according to regulations for taxpayers with overdue tax debts who are subject to enforcement of administrative decisions on tax management, especially those who are no longer operating at the registered address.

Regularly review and monitor to promptly extend temporary exit suspension or cancel temporary exit suspension according to regulations.

Issue a Notice of temporary exit suspension on the TMS application to ensure that temporary exit suspension data can be looked up on the Tax industry website, on etax and etaxmobile applications.

In the last months of 2024, the Tax Department's Debt Management and Enforcement Department said it will continue to implement tax debt enforcement measures and publicize information in accordance with the law.

Regarding the coordination of tax debt collection, the Tax Department will also continue to compile a list of enterprises with large and long-term tax debts, and recommend that the Steering Committee against revenue loss organize direct work with these enterprises to promote debt collection. At the same time, coordinate with relevant departments and branches to propose the recovery of leased land and mines granted to taxpayers whose business registration certificates have been revoked, debts awaiting adjustment due to errors, and pending revenue and expenditure recording.

Another important solution is to invite taxpayers with large debts who are still facing difficulties to work directly with the leaders of the Tax Department to resolve and urge them to fulfill their tax obligations fully and on time.

In addition, the Tax Department recommends and encourages individual taxpayers and business households to install the eTaxMobile application to monitor tax debt status and receive notifications from tax authorities (tax debt notifications, temporary exit suspension notifications, etc.) to promptly fulfill tax payment obligations.

With these drastic solutions, Quang Nam Tax Department hopes to achieve the goal of reducing the tax debt ratio to below 5% in the last months of 2024, contributing positively to tax management and ensuring budget revenue for the province.
