On behalf of the National Assembly Delegation Unit 6, National Assembly Delegate Le Minh Tri acknowledged and highly appreciated the enthusiastic and responsible opinions of voters from District 8 and District 11, as well as their concern for current issues of the country, related to existing problems in local management and administration.
Discussing voters’ opinions regarding the problem of panhandling and begging, Mr. Le Minh Tri said that the authorities have seen and acted on it but not thoroughly. According to Mr. Tri, now when you see children being held and begged on the street, you feel sorry for them, but the children are just tools and means, while behind them is a group of people who make a living from this profession.
According to Mr. Le Minh Tri, in the immediate future, in large cities such as Ho Chi Minh City and Hanoi, it is necessary to request the Ministry of Public Security to direct, especially local authorities to coordinate with organizations to expose and thoroughly handle this group of people behind.
“Children, children do not know anything. Because they are taken advantage of to go out on the street to beg for money. This is the cruel behavior of the group behind. Therefore, giving them money will help, not giving them money will make them feel sorry,” Mr. Tri expressed and said that he will propose to implement social security in Ho Chi Minh City, Hanoi and also suggest to other localities with similar cases.

The Department of Labor, Invalids and Social Affairs of Ho Chi Minh City said that recently, Ho Chi Minh City has seen children and homeless people begging frequently at intersections, entertainment areas, and shopping centers. The city has seen children, the elderly, and the disabled being led to beg in various forms and in a perfunctory manner.
Faced with this situation, in the coming time, the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City will continue to issue documents and develop plans to coordinate with wards, communes and towns to monitor and inspect the work of concentrating and handling the situation of children and homeless beggars, handling and preparing records to send them to the Social Support Center.
