On the morning of January 13, in Hanoi, the Politburo and the Central Party Secretariat held a national conference on breakthroughs in science, technology, innovation and national digital transformation.
At the Conference, Mr. Hoang Dang Quang, member of the Party Central Committee, Deputy Head of the Central Organizing Committee, announced the decision to establish and stipulate the functions, tasks and powers of the Central Steering Committee on science and technology development, innovation and digital transformation.
Accordingly, based on Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, the Politburo issued Decision No. 229 dated January 10, 2025 to establish the Central Steering Committee on science, technology, innovation and digital transformation development; regulations, functions, tasks and powers of the Steering Committee.
The Steering Committee under the Politburo consists of 19 members, with General Secretary To Lam as Head of the Steering Committee; Politburo member, Prime Minister Pham Minh Chinh as Deputy Head of the Steering Committee; Politburo member, Standing member of the Secretariat, Chairman of the Central Inspection Commission Tran Cam Tu as Deputy Head of the Steering Committee; Party Central Committee Secretary, Head of the Party Central Office Nguyen Duy Ngoc as Permanent Deputy Head of the Steering Committee. The Deputy Heads of the Steering Committee also include Party Central Committee member, Head of the Central Economic Commission Tran Luu Quang; Party Central Committee member, Vice Chairman of the National Assembly Nguyen Duc Hai; and Head of the Central Inspection Commission.
Politburo members: Party Central Committee Secretary, Head of the Central Organization Commission Le Minh Hung; Party Central Committee Secretary, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Party Central Committee Secretary, Head of the Central Propaganda Department Nguyen Trong Nghia; Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang; General Phan Van Giang, Minister of National Defense; General Luong Tam Quang, Minister of Public Security; Party Central Committee members: Minister of Planning and Investment Nguyen Chi Dung, Minister of Finance Nguyen Van Thang, Minister of Education and Training Nguyen Kim Son, Minister of Information and Communications Nguyen Manh Hung, Minister of Science and Technology Huynh Thanh Dat as members of the Steering Committee; Party Central Committee member, Deputy Chief of the Party Central Committee Office Pham Gia Tuc as standing member of the Steering Committee.
The Central Steering Committee is responsible to the Politburo and the Secretariat for leading, directing, and organizing the implementation of breakthrough solutions, developing innovative science and technology, and national digital transformation.
Regarding the tasks, the Steering Committee studies and proposes to the Politburo and the Secretariat to consider and decide on policies and orientations on mechanisms, legal policies, breakthrough solutions, science and technology development, innovation and national digital transformation; directs, urges, and coordinates with Party committees and organizations at all levels to guide, inspect, and supervise the implementation of Party resolutions and regulations and State laws on science and technology development, innovation and national digital transformation, review mechanisms, legal policies, and administrative procedures related to science, technology, innovation and national digital transformation, to make recommendations and request competent authorities to consider implementation.

The Steering Committee directs Party committees and Party organizations under the Central Committee to inspect and strictly handle Party organizations and Party members who delay, obstruct or fail to carry out tasks and solutions for science and technology development, innovation and national digital transformation when assigned by competent authorities or violate the implementation; directs information orientation and propaganda on policies, orientations, breakthrough solutions, development of science and technology, innovation and national digital transformation; directs and strictly handles acts of taking advantage of propaganda on science and technology development, innovation and national digital transformation to harm national interests; organizes preliminary and final reviews and periodically or suddenly reports to the Politburo and the Secretariat on the situation and results of science and technology innovation and national digital transformation work and the implementation of the functions, tasks and powers of the Steering Committee.
Regarding authority, the Steering Committee requests the Party organizations of the provincial Party Committee, the City Party Committee, the Party Committees directly under the Central Committee, agencies, organizations, units, and competent persons to report on the leadership, direction, and results of the implementation of policies and orientations for breakthrough solutions in science and technology, innovation, and national digital transformation; the implementation of solutions for developing science and technology, innovation, and national digital transformation; requests the Party organizations of the provincial Party Committee, the City Party Committee, the Party Committees directly under the Central Committee, to lead and direct agencies, organizations, and competent persons to inspect and examine the implementation of policies and orientations for breakthrough solutions, developing science and technology, innovation, and digital transformation; recommends the Politburo and the Secretariat to consider, decide, or request competent agencies to handle cadres and Party members who obstruct, cause difficulties, or fail to implement policies and orientations for breakthrough solutions for developing science and technology, innovation, and national digital transformation.
The Steering Committee has established a working group to assist the Steering Committee and the National Advisory Council; members of the working group of the Steering Committee and the National Advisory Council work part-time, and working conditions are guaranteed by the standing body of the Steering Committee. This Decision takes effect from the date of signing.
