Conference overview.

On the afternoon of May 20, the Provincial People's Committee held a conference to announce the Provincial Department, Branch and District People's Committee Competitiveness Index (DDCI) of Thanh Hoa province in 2023.

On the side of the Vietnam Federation of Commerce and Industry (VCCI), there were Mr. Dau Anh Tuan, Standing Committee Member, Deputy General Secretary of the Vietnam Federation of Commerce and Industry, Director of the PCI project; leaders and staff of VCCI Thanh Hoa - Ninh Binh; leaders of departments, branches, sectors, localities; industry business associations and a large number of enterprises in the province.

Construction efforts

Speaking at the announcement ceremony, Mr. Do Dinh Hieu, Director of VCCI Thanh Hoa - Ninh Binh, said: 2023 is the third year that Thanh Hoa province has implemented the Thanh Hoa DDCI Project with greater expectations. With that mindset, the Thanh Hoa DDCI survey process was carried out more carefully by the project's implementing unit, with the main method being field trips, direct contact with businesses, and propaganda about the province's efforts to improve the business investment environment, about PCI, DDCI and the responsibilities and rights of businesses.

Verification and cross-checking of survey respondents' information was also carried out at a larger rate than in 2022. The Thanh Hoa DDCI 2023 results report was carried out in accordance with regulations, ensuring objectivity and independence under the close supervision of the DDCI Working Group and without any impact on the published results.

Director of VCCI Thanh Hoa - Ninh Binh Do Dinh Hieu delivered the opening speech at the conference.

“With the joint efforts of the Provincial Business Association, the Young Entrepreneurs Association, the Women Entrepreneurs Association and other associations, professional associations, and business clubs, information from the Thanh Hoa DDCI Survey 2023 will continue to convey the voices and aspirations of the Thanh Hoa business community to authorities at all levels. In 2023, the survey also attracted more participation from businesses and recorded positive changes. Many units maintained good rankings; some units at the bottom have made efforts to rise thanks to their reform efforts,” emphasized Do Dinh Hieu, Director of VCCI Thanh Hoa - Ninh Binh.

The Thanh Hoa DDCI index in 2023 retains 8 components: Transparency and access to information; Dynamism and role of the leader; Time costs; Informal costs; Fair competition; Business support; Legal institutions; Land access.

In which, the indexes from 1 to 7 are used to score and rank the group of 25 provincial departments, branches and sectors; the indexes from 1 to 8 are used to score and rank the group of 27 People's Committees at district, town and city levels.

In addition, DDCI Thanh Hoa in 2023 also surveyed some contents that are not used to calculate scores and rank between units in the same group, but have a great impact on the production and business activities of enterprises, clarifying the business environment of the province, providing input information to determine solutions to improve the competitiveness of the evaluated units, contributing to improving the competitiveness of the province in the coming years, such as: Market entry; labor training; effectiveness of the judicial system; support needs of enterprises...

To increase the rate of enterprises participating in the survey, VCCI Thanh Hoa - Ninh Binh and the survey team have applied many forms to approach and mobilize enterprises to participate in the survey with an objective and responsible spirit; strengthen coordination with provincial business associations, district business associations; promote communication and introduce the survey through social networks and media.

It is estimated that nearly 8,000 enterprises have accessed the questionnaire and were invited to participate in the survey in various forms, accounting for about 30% of the number of enterprises operating in the province.

After receiving the survey forms, VCCI Thanh Hoa - Ninh Binh verified the information of enterprises and respondents. As a result, after screening and verifying the information, there were 2,751 valid survey forms for data processing and calculation; including 1,348 survey forms evaluating departments, branches and sectors and 1,403 survey forms evaluating district-level People's Committees.

At the conference, Mr. Nguyen Hoai Nam, Deputy Director of VCCI Thanh Hoa - Ninh Binh reported on the implementation process of the DDCI Index survey in 2023.

According to the results of the announcement of the Thanh Hoa DDCI Index in 2023, in the block of People's Committees of districts, towns and cities, there are 6 units ranked in the good group including: Hoang Hoa, Sam Son City, Nong Cong, Tho Xuan, Dong Son, Thanh Hoa City. Hoang Hoa District holds the "champion" position of Thanh Hoa DDCI in 2023 with a score of 90.83. Following that is the People's Committee of Sam Son City with 89.94 points; the People's Committee of Nong Cong District with 85.01 points. There are 9 localities ranked in the good group; 12 localities ranked in the average group.

The median score of Thanh Hoa DDCI in 2023 is 60.99 points, 6.2 points lower than the median score in 2022. This shows that although the scores of units in the province this year are not as different as in 2022, the general management quality of units according to the assessment of the provincial business community has not improved compared to last year.

There were 10/27 units with improved scores, of which 3 units with the most impressive improvement were Nong Cong district, Hoang Hoa district and Sam Son city, each unit had a score increase of over 12 points compared to the previous year. Yen Dinh district also recorded a strong increase in scores (+9.64 points).

On the contrary, 17/27 units had their scores reduced compared to last year, the most notable of which were Nhu Thanh district (down 28.27 points), Quan Son district (-16.28 points), Tho Xuan district (-13.89 points), Quan Hoa district (-12.64 points) and Nga Son district (-10.78 points).

The change in the scores of localities leads to significant fluctuations in the rankings of units in the district-level People's Committee block on the DDCI 2023 ranking compared to 2022. Specifically, out of 27 units, no unit maintains the same ranking as the previous year; 14 units increased in rank and 13 others decreased in rank.

Among the units that were promoted, Yen Dinh district made the strongest impression, rising 16 places, from 26th place in the 2022 rankings to 10th place in the 2023 rankings. Next is Bim Son town, rising 12 places, from 20th place in 2022 to 8th place in 2023.

In the block of departments and branches, the DDCI 2023 survey results recorded the Department of Industry and Trade as the leading unit, with 88.01 points, replacing the position of the Customs Department in 2022. The following positions belong to the Provincial People's Committee Office (86.31 points), the Customs Department (85.51 points), the Department of Agriculture and Rural Development (85.04 points), the Provincial Inspectorate (81.61 points) and the Department of Planning and Investment (80.10 points). These are also 6 units classified in the "good" group, with significantly higher scores than the remaining units. In addition, there are 8 units in the good group and 10 units in the average group.

The median score of the DDCI of the department, agency, and sector in 2023 is 60.76 points, lower than the median score in 2022 (66.80 points). Thus, while the scores between units tend to be more balanced and this year no unit is ranked in the "not good" group, the median score of the entire block has decreased, showing that the scores of units in the upper half of the ranking tend to decrease compared to last year...

On behalf of the business community, Chairman of the Provincial Business Association Cao Tien Doan affirmed: “From the perspective and voice of the business community, the results of the DDCI announcement today are a testament to the one-year journey of socio-economic management of the provincial authorities at all levels. This is an important basis for departments, branches and localities in the province to review their management methods, from which to have strong solutions to improve in the coming time, especially decisions that directly impact the production and business activities of enterprises”.

Speaking at the conference, Mr. Dau Anh Tuan, Standing Committee Member, Deputy General Secretary of the Vietnam Federation of Commerce and Industry, Director of the PCI Project, commented: “Participating in consulting on the implementation of Thanh Hoa DDCI for 3 consecutive years, we clearly feel and highly appreciate the efforts of the Thanh Hoa provincial authorities at all levels in their determination to change the way of operating and managing the economy, improving the investment and business environment. The implementation of the DDCI assessment of Thanh Hoa province has initially achieved results, with Thanh Hoa's PCI index in 2023 reaching a new level of ranking, jumping 17 places to enter the top 30 provinces and cities with high rankings in the country".

Director of the Department of Agriculture and Rural Development Cao Van Cuong represented the units assessed in the Thanh Hoa DDCI Index speaking at the conference. In 2023, the DDCI of the Department of Agriculture and Rural Development increased by 12 places, from 16th place in 2022 to 4th place.

Speaking at the conference to announce DDCI in 2023, Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi warmly congratulated the departments, branches, sectors, and district-level People's Committees for achieving high results from the recognition and evaluation of the business community; at the same time, highly appreciated the efforts and attempts of VCCI Thanh Hoa - Ninh Binh; the close coordination of departments, branches, sectors, Party committees, and authorities of districts, towns, and cities; the response and active participation in the survey of the business community; and the strong propaganda of news agencies and press during the implementation of the project.

However, he also pointed out that we need to frankly acknowledge that the journey to conquer the goal of bringing Thanh Hoa province's PCI index up to the top 10 localities in the country by 2025 is a huge challenge, with many obstacles and a lot of work to do. This puts us with increasingly higher requirements and demands, a stronger determination, and a more comprehensive, clearer, and more drastic change in the direction, management, and organization of task implementation, especially change from the grassroots level.

He pointed out a number of tasks that the Party Committee and the government of Thanh Hoa province need to continue to carry out, in order to continue to improve the competitiveness index of their units, thereby contributing more positively to the investment and business environment of the province. Accordingly, units need to continue to promote propaganda, dissemination, and raise awareness of all levels, sectors, units, localities, the business community and people about the meaning, role and importance of the DDCI index; especially leaders need to be straightforward, open-minded, not to emphasize rankings, but to focus on reviewing and overcoming internal barriers, bottlenecks, and knots, and better perform assigned functions and tasks; increase support and create maximum favorable conditions for enterprises when investing, producing and doing business in the province.

He also suggested that, immediately after today's ceremony, departments, branches, units and localities need to urgently review and carefully study the results of the DDCI Index in 2023 and the recommendations of VCCI Thanh Hoa - Ninh Binh; focus on analyzing and evaluating to promote good results, develop specific plans and measures to overcome shortcomings and limitations to improve the scores and rankings of the competitiveness index of their units and localities in the coming time. Along with that, continue to promote the emulation movement of administrative reform, improve the investment and business environment, enhance competitiveness in departments, branches, units and localities with specific actions and deeds; create a spread in each cadre, civil servant and employee, promote the spirit of initiative, creativity and responsibility to build a constructive, honest, professional, modern, effective and efficient administration and governance to serve the people, businesses and society.

He also requested that all levels, sectors in the province and the business community continue to support VCCI Thanh Hoa - Ninh Binh in perfecting the methods, processes and contents of DDCI Index assessment; continue to pay attention, coordinate and support the unit to implement the project to achieve the best results.
