Regarding the fact that the business model of short-term accommodation rental services through platforms such as Airbnb is posing many challenges for apartment management in Vietnam, especially in big cities like Ho Chi Minh City, experts have proposed management models for this service.
Specific regulations for Airbnb to operate with business registration
Mr. Le Hoang Chau - Chairman of the Ho Chi Minh City Real Estate Association - proposed that there should be a revolution in the mindset of "if you don't like it, ban it", instead the State needs to have regulations and effective management mechanisms for apartment rental activities using the Airbnb application, which is popular worldwide.
According to Mr. Chau, this not only contributes to promoting tourism development into a spearhead economic sector, but also creates conditions for apartment owners to have more income sources, and for tourists to have more options for "affordable" rental accommodation and homestay experiences (in cases where the owner reserves a few rooms in the apartment for rent).
Mr. Chau said that when a suitable, effective and efficient mechanism is built to manage short-term apartment rentals by the hour, by the day, by the week using the Airbnb application, it will also ensure the legitimate rights and interests of people living in apartment buildings.
“It is necessary to regulate that people who rent apartments through the Airbnb application must register their business, pay taxes, require tenants to comply with the apartment building's regulations, cooperate and follow the instructions of the management and operation unit and the apartment building's management board…”, Mr. Chau said.

An investor of apartment projects in Ho Chi Minh City said that in the projects, there are a large number of people who buy and invest in apartments for the purpose of renting them out, including renting them out under the Airbnb model.
According to this person, when some apartment buildings want to ban or limit Airbnb services, even the investors will have to face the backlash when apartment buyers have difficulty renting out their apartments. Therefore, this person believes that the authorities, especially the main builders, need to get involved to determine the legality of the Airbnb model. If it is allowed, it is necessary to pilot it, build mechanisms and policies to synchronize management.
A representative of an apartment building operator said that if the State allows operations or has pilot policies, the building operator and manager will comply and this will be the basis for discussion with the management board and residents regarding the Airbnb issue.
Dr. Huynh Phuoc Nghia - Director of the Center for Economics, Law and Management (CTELG) - said that if there is a pilot mechanism to allow suitable apartments to operate some services and exploit short-term accommodation services, this will be an opportunity for services like Airbnb to operate under management. According to Mr. Nghia, there should be specific regulations so that these activities can both bring positive effects to economic development and ensure security, safety and harmony with the lives of people in apartment buildings.
Need to regulate the number of tenants and shared facilities
A real estate expert also said that there needs to be a suitable management mechanism to ensure a balance of interests between apartment owners, tenants and apartment residents. There needs to be clear regulations on Airbnb activities in apartment buildings such as specific regulations on the number of tenants, rental period, use of common facilities... to ensure order and security.
At the same time, this person believes that it is necessary to strengthen security control, require apartment owners to register tenant information with the apartment management board, install surveillance cameras, and increase security. In addition, this person believes that it is necessary to collect a separate management fee for Airbnb activities from apartment owners to offset the costs incurred by Airbnb activities.
