National Assembly Chairman gives latest information on salary reform preparation

On the morning of April 1, speaking at the opening session of the National Assembly Standing Committee's special session on law-making, National Assembly Chairman Vuong Dinh Hue said that within 2 days, the National Assembly Standing Committee is expected to give opinions on 2 groups of issues.

First review of the People's Air Defense Law

The first group of issues is to give opinions on draft laws that will be submitted for first consideration at the upcoming 7th session. According to Mr. Hue, it is expected that the 7th session will have 10 draft laws submitted to the National Assembly for first consideration. Up to now, based on the results and progress of preparation, the National Assembly Standing Committee has only had enough documents to consider 5 draft laws in this specialized legal session. Specifically, the amended and supplemented laws include the Law on Notarization, the Law on Trade Unions, the Law on Prevention and Combat of Human Trafficking, and the Law on Management and Use of Weapons, Explosives and Support Tools. Also according to Mr. Hue, for the first time, the National Assembly Standing Committee will review and give opinions on the draft Law on People's Air Defense. This is a completely new draft law to institutionalize the Party's viewpoints and policies on the strategy of protecting the Fatherland in the new situation, which was passed by Resolution 44/2023 of the 8th Central Conference of the 13th tenure. Of these 5 draft laws, there are 2 draft laws related to the armed forces including the Law on People's Air Defense and the Law on Management and Use of Weapons, Explosives and Support Tools.
"These draft laws generally have to go through the process of review, comment, and approval at two sessions. For the draft Law on Management and Use of Weapons, Explosives, and Support Tools, according to the resolution of the National Assembly Standing Committee, if the draft law is well prepared and has high consensus after discussion, the National Assembly Standing Committee will coordinate with the Government to submit it for approval at the 7th session according to the 1-session process. Therefore, it is proposed that if this draft law is well prepared and has high consensus, it can be approved at the 7th session," Mr. Hue stated.

The most basic work of wage reform

Regarding the second group of issues, Mr. Hue said that the National Assembly Standing Committee will give opinions on the draft resolution of the National Assembly Standing Committee on job positions for National Assembly deputies working full-time at the central level, officials and civil servants under the management authority of the National Assembly Standing Committee. According to Mr. Hue, from July 1, salary policy reform will be implemented and the most basic content of this reform is to pay salaries according to job positions, positions and titles of leaders. In order to build a salary scale and table system, Mr. Hue clearly stated that the first thing to do is to build job positions. At the same time, in the assignment of the Steering Committee for salary reform, the National Assembly Party Delegation and the National Assembly Standing Committee must consider issuing this resolution as a basis for building salary scales and tables. The scope of the resolution for cadres, civil servants and public employees of the National Assembly bloc includes full-time National Assembly deputies working at the central level, cadres under the management authority of the National Assembly Standing Committee and the National Assembly Office, the Institute for Legislative Studies and the Supreme People's Court, the Supreme People's Procuracy, and the State Audit. "The scope of the resolution is quite broad. The process of building job positions has been going on for quite a long time and since 2021, the agencies have basically completed and met the conditions to submit to the National Assembly Standing Committee for consideration. From now until the time of salary policy reform (July 1) is not long, only about 3 months left, so we must complete this extremely important work," Mr. Hue added.
