Recently, the Ministry of National Defense received a petition from voters in Nghe An province regarding the delay in issuing health insurance cards to relatives of active military personnel.
After 3 to 4 months, relatives of soldiers will have health insurance cards.
Specifically, voters reported that families with children in the military are slow to receive health insurance cards from the Ministry of National Defense, usually taking about 3 to 4 months to get the card, and in some cases where information is incorrect, it takes another 2 to 3 months to get the health insurance card, affecting health check-ups.
Voters recommend that the Ministry of National Defense hand over the issuance of health insurance cards for relatives of families with children in the military to the Ministry of Labor, War Invalids and Social Affairs, and assign the responsibility to the district-level Department of Labor, War Invalids and Social Affairs to implement.
The Ministry of National Defense has responded to this issue. Specifically, the process and procedures for health insurance card issuance for relatives of officers, professional soldiers, non-commissioned officers, and soldiers on active duty are stipulated in Circular No. 143/2020/TT-BQP of the Minister of National Defense guiding the implementation of a number of articles of Decree No. 146/2018/ND-CP dated December 17, 2018 of the Government detailing and guiding measures to implement a number of articles of the Law on Health Insurance for subjects under the management of the Ministry of National Defense.
Accordingly, the management unit is responsible for making a list of relatives eligible to participate in health insurance and requesting the Ministry of National Defense Social Insurance agency to issue health insurance cards to relatives of military personnel.
Within 10 working days from the date of receiving complete documents, the Ministry of National Defense's social insurance will print and transfer health insurance cards to the unit, so that the unit can transfer them to the soldier and their relatives; the process and procedures for issuing cards have been instructed to the regimental level unit, creating favorable conditions for the soldier's relatives to receive health insurance cards in a timely manner; at the same time, strictly manage the subjects granted health insurance cards managed by the Ministry of National Defense.
At Point d, Clause 4, Article 6 of Circular No. 148/2018/TT-BQP of the Minister of National Defense regulating the selection and calling of citizens for military service, clearly stipulates the responsibilities of the People's Committee at the commune level, directing the Commune Military Command to coordinate with relevant departments and branches to guide citizens who are issued with military service orders to make a health insurance participation declaration, with confirmation from the Commune People's Committee to hand over to the District Military Command along with the military service records.
The Ministry of Defense will direct the inspection.
However, during the implementation process, there are still delays in issuing health insurance cards to relatives of active military personnel.
The reason given by the Ministry of National Defense is that some relatives of newly enlisted soldiers were previously granted health insurance cards locally under the category of households or households working in agriculture, forestry and salt production with an average standard of living according to the law or veterans.
Therefore, new soldiers do not know how to continue declaring and requesting to be issued according to the subject of military relatives, so the health insurance card issuance data is duplicated. After checking and verifying the correct information, the health insurance card will be issued according to regulations.
The Ministry of National Defense will assign competent authorities to direct and guide localities sending troops and units receiving troops to inspect, review and remedy the above situation as soon as possible.
At the same time, continue to research and innovate processes and procedures to make the issuance of health insurance cards for relatives of soldiers performing military service most convenient, ensuring timely health insurance benefits for the subjects.
