Among the more than 5,000 students present at the consultation session at the Central University of Construction (Tuy Hoa City, Phu Yen) this morning, February 22, the majority expressed impatience because the Ministry of Education and Training has yet to announce the university admission regulations for 2025.
Many new points in university admission regulations 2025
Sharing at the consultation session, Dr. Nguyen Manh Hung - Senior Specialist of the Department of Higher Education, Ministry of Education and Training - said that after a period of receiving comments according to the process of drafting legal documents, the admission regulations are continuing to complete the documents to submit to the leaders of the Ministry of Education and Training for signing and promulgation. It is expected that the Ministry of Education and Training will issue the official regulations by the end of February and early March 2025.
Regarding the new points of the admission regulations, he informed that training institutions are required to stipulate rules for converting points equivalent to admission scores and the entrance threshold for admission consideration.
Previously, to enroll in a major, there were many different admission methods and combinations. At that time, schools divided the quota for each method, then considered from top to bottom. Admission was based on the divided quota until enough quota was available to determine the admission score.

"The draft regulation states that common subjects between admission groups account for at least 50% of the admission score. However, according to public opinion, this draft regulation will be applied from 2026," Mr. Hung shared.
Another provision in the draft regulations stipulates that the priority bonus points for admission for candidates who do not use the right to direct admission are only allowed to be added up to 10% of the total admission score. For example, with 3 subjects with 30 points, the maximum bonus points are 3 points.
Due to the change in the curriculum, the Ministry of Education and Training requires training institutions that organize their own exams (competency assessment, thinking assessment, etc.) to closely follow the 2018 general education program.

Why stop early admission, when will registration start?
Regarding early admission, Dr. Nguyen Manh Hung said that after consulting with society, many candidates, training institutions, and the Department of Education and Training proposed to abolish early admission because this wastes social resources for this admission method and is ineffective.
For high school transcript admission, in previous years schools could consider admission for 5 semesters, but according to new regulations, schools considering high school transcript admission must use the academic results of the entire 12th grade year.
Previously, candidates who passed the direct admission exam could enroll in advance or not confirm their admission so that they could continue to register for admission and return to confirm their admission when they were not accepted. However, this created a false impression for training institutions, so the draft regulation for these candidates requires that after they receive information about their admission, they follow the regulations in a general phase.

The regulations also stipulate that universities and colleges that organize their own exams must upload candidates' exam scores to the system, to avoid candidates having to go to these schools to request confirmation of their exam scores.
When candidates register for admission by any method, schools can access the system to download data for admission consideration. This also helps candidates avoid having to confirm the results during the registration process.
Answering the question of when candidates will start registering for admission, MSc. Le Van Hien - in charge of the training department of Ho Chi Minh City University of Law - said: "Currently, the Ministry of Education and Training has not yet announced the university admission regulations, but according to the plan, candidates must register for all admission methods (except direct admission) according to the general plan of the Ministry, after receiving the results of the high school graduation exam".

Is the Ho Chi Minh City National University's aptitude test more difficult?
At the consultation session, many candidates wondered how the Ho Chi Minh City National University's aptitude test would change, whether the test would be more difficult, and how to register for admission.
According to MSc. Phung Quan - admissions consultant of the University of Natural Sciences (Ho Chi Minh City National University) - in 2025, Ho Chi Minh City National University will continue to organize the V-ACT, with two scheduled exams on March 30 and June 1 in 25 provinces/cities.
"The registration period for the V-ACT exam ended on February 20. Candidates can complete payment procedures until February 23, 2025. In case of incorrect information or payment but not yet confirmed, candidates can contact email [email protected] or the exam hotline for support. The exam results will be announced on April 16. The admission process is currently following the Ministry's plan," Mr. Quan noted.

MSc. Cu Xuan Tien - Head of Admissions and Student Affairs Department of the University of Economics and Law (Ho Chi Minh City National University) - added that in the context of applying the 2018 general education program, the exam structure and competency assessment test of this university from 2025 need to be adjusted accordingly.
From 2025, the V-ACT test will be adjusted to be more SAT-like, assessing the most basic abilities, especially the scientific thinking ability necessary for all candidates.
The test retains the structure of the verbal and mathematical sections, while increasing the number of questions in these two sections to increase reliability and discrimination.
The logic - data analysis and problem solving section is restructured into a scientific thinking section, aiming to assess candidates' ability in logic and scientific reasoning when solving real-life situations in the fields of science, technology, economics and society.
The questions in the scientific thinking group are the difference. This part includes scientific, social, technological, and life issues, not specific knowledge of physics, chemistry, biology, history, geography, economic education, and law.
"The questions in the exam all provide complete information in the form of figures, facts, formulas, definitions, processes and experimental results. Candidates rely on logical thinking and scientific reasoning to find rules and solutions. This does not require candidates to study subjects in depth but must rely on reading comprehension and reasoning skills," Mr. Tien emphasized.
