Going around industrial parks in Ho Chi Minh City such as Vinh Loc, Tan Binh, Tan Tao, a series of companies simultaneously put up recruitment signs. Some places need a few dozen to a few hundred workers, some places need up to several thousand workers.
But contrary to the bustling recruitment information, the number of people who actually need and are looking for jobs is quite small, even scattered.
Mass recruitment
Walking around the streets of Tan Tao Industrial Park (Binh Tan District) in mid-February, you will see many companies of all industries hanging up signs recruiting workers.
Right in front of the gate of Trung Son Food Joint Stock Company, there is a large sign recruiting unskilled workers.
Nearby, Nguyen Phat Industrial and Commercial Production Joint Stock Company is also urgently recruiting five sales staff and four mechanical maintenance staff with intermediate or higher qualifications. Along with that, it also needs 10 weavers, 20 thread mechanics, five mechanics, 10 warehouse assistants - vehicle assistants and 50 general workers. General workers have a salary of 7-10 million VND/month, other positions have negotiable salaries.
The situation is similar with a series of companies in Vinh Loc Industrial Park (Binh Tan District and Binh Chanh District). In particular, Monova Food Ingredients Joint Stock Company is recruiting production workers, preferably men, with requirements of 40 years old or younger, working in shifts, negotiable salary, bonuses on April 30, October 20, September 2, New Year's Day and Lunar New Year.
Thai Tuan Group Joint Stock Company is in need of 100 sewing workers, 10 line inspectors, 10 ironers, two sewing machine maintenance workers, and two sewing line technicians. Visingpack Packaging Industry Company Limited, not far away, is also in need of 50 unskilled workers with the information "start working immediately after interview, high salary".
Many companies in Tan Binh Industrial Park also need more workers. Nam Thien Company Limited announced to recruit garment workers with income of 10-15 million VND/month, while NOCH Asia Company Limited wants to urgently recruit 50 unskilled workers...

Good benefits, stable salary for workers, but...
A recruiter at Vina Foods Kyoei Co., Ltd. (Vinh Loc Industrial Park) said that after Tet, the company needs about 30 unskilled workers. The requirements are not too high, just need to be 18 years old, graduated from junior high school or higher, agile, and diligent. Along with that is a welfare regime including lunch, overtime meals, travel allowance, diligence, housing, child care and full insurance regime (social insurance, health insurance, unemployment insurance).
The company promised to increase salaries annually (income 9-11 million VND/month) and give year-end bonuses. But after half a month, only a few workers applied, less than 35% of the target. The company even encouraged workers to join Vina Foods Kyoei with a bonus of 500,000 VND/person, prioritizing the first 15 people and applying until March, paying bonuses after a month of probation, but it was still ineffective.
Mr. Lam Gia An - Recruitment Department of Trung Son Food Joint Stock Company (Tan Tao Industrial Park) - said that in an effort to quickly recruit enough 200 new workers, the company offers many very good benefits. Specifically, support for accommodation, lunch, overtime meals, and full insurance.
Along with that is the commitment to enjoy full benefits protection policies, support for employees from the union, gifts on holidays, Tet, birthdays, weddings, 13th month salary and travel. The income level announced by the company ranges from 7-15 million VND/month including basic salary, product salary, allowances and bonuses (diligence, productivity, quality, seniority...).
Despite his efforts to attract people with such policies and bonuses, Mr. An said that he had only recruited less than 100 people (less than 50% of the target). And the new people were all introduced by employees currently working at the company. "This time it is harder to recruit than in previous years, almost no people come to apply on their own. It is also possible that many people find a way to work abroad, others stay in their hometowns to be close to their families or start their own businesses outside," Mr. An explained. Pou Yuen recruits 3,650 workers at the same time
A representative of Pou Yuen Vietnam Co., Ltd. (Tan Tao Industrial Park) said they are recruiting up to 3,650 positions. Most of them need unskilled workers for different zones and stages.
Area A (sewing, forming, silkscreen printing, printing) needs the most with 1,400 new workers, area B (cutting, sewing), area D (pressing machine operation, spray painting) and area K (sole processing, forming, printing) are in need of 450 - 750 workers. The mold workshop is the place that recruits the least with 50 people.
The company representative said recruitment is still ongoing. The recruitment target from the beginning of this year has been difficult, so it has not been able to meet the recruitment target while "every month there are workers quitting their jobs."
The business environment has not changed positively.
The socio-economic report for January 2025 from the Department of Planning and Investment of Ho Chi Minh City shows that the business environment in Ho Chi Minh City has not changed positively. The number of enterprises participating in the market decreased by 7.5%, while the number of enterprises withdrawing from the market increased by 14.6% compared to the same period last year.
Similarly, in the first half of January, the city licensed 1,802 enterprises with a total registered capital of VND10,393 billion (a decrease of 45.4% in the number of licenses and a decrease of 73.4% in capital compared to the same period). This month, Ho Chi Minh City created jobs for 27,352 people (9.2% of the yearly plan), added 12,751 new jobs (9.1% of the yearly plan), and sent 666 workers to work abroad, mainly in the Japanese and Taiwanese markets, focusing on the food processing, packaging, and nursing industries.
In another development, in December 2024, the city received 8,034 applications for unemployment benefits and issued decisions to grant unemployment benefits to 7,496 people.
