On the afternoon of May 24, President Vo Van Thuong received the Ambassadors of Qatar, Brazil, Slovenia, Portugal, Estonia and Guinea presenting their credentials to assume their duties in Vietnam.

Receiving Qatari Ambassador Khalid Ali Abdullah Abel, the President expressed his delight at the positive development of the friendship and cooperation between the two countries, with regular exchanges of delegations at all levels, most recently the official visit to Qatar by Vice President Vo Thi Anh Xuan (May 2023).

The President asked the Ambassador to promote bilateral relations in all aspects during his term and expressed his wish to soon welcome the Emir of Qatar Sheikh Tamim bin Hamad Al-Thani to visit Vietnam in 2023, thereby creating a breakthrough for the friendship and cooperation between the two countries.

The President also hoped that the two sides would continue to coordinate and support each other at multilateral forums and international organizations; actively implement economic, trade and investment commitments, and in the immediate future, implement the commitments reached during Vice President Vo Thi Anh Xuan's visit to Qatar.

The two sides also need to promote cooperation in areas where Qatar has strengths and Vietnam has demand, such as oil and gas, renewable energy, electric cars, and agricultural production. Vietnam encourages and will create favorable conditions for Qatari businesses and investment funds to invest in Vietnam.

Along with the two governments soon organizing the 3rd Meeting of the Vietnam-Qatar Joint Committee to review and agree on measures to enhance cooperation, the President suggested that the two sides promote negotiations and sign cooperation agreements in many fields, including customs, justice, culture, tourism, etc.

The Ambassador of Qatar respectfully thanked President Vo Van Thuong for taking the time to receive him; respectfully sent the King of Qatar's congratulations to the President and expressed his hope that the King will arrange time to visit Vietnam in 2023, the year the two countries celebrate 30 years of establishing diplomatic relations.

The Ambassador expressed his approval to the President on the effective implementation of the agreements reached during Vice President Vo Thi Anh Xuan's visit to Qatar and said that the Ambassador himself would strive to promote the implementation of these agreements. The Ambassador also wished to bring agricultural products and labor from Vietnam to the Qatari market.

Receiving Brazilian Ambassador Marco Farani, President Vo Van Thuong affirmed that Vietnam always attaches importance to and wishes to further strengthen the friendship and comprehensive partnership with Brazil, one of Vietnam's leading important partners in the Latin American region.

Pleased to see the good development of bilateral relations in recent times, the President said that there is still a lot of room for cooperation, therefore, the two countries need to increase the exchange of delegations at all levels, promote cultural, sports and people-to-people exchanges; and suggested that the two governments soon organize the 3rd Meeting of the Vietnam - Brazil Joint Commission, thereby promoting trade and investment cooperation.

Currently, bilateral trade turnover is nearly 7 billion USD and is quite balanced. Vietnam is ready to cooperate with Brazil to discuss opening the agricultural market of both sides.

The President thanked Brazil for supporting Vietnam's candidacy for the Human Rights Council for the 2023-2025 term and the UNESCO Executive Board for the 2021-2025 term; hoped that the two sides would continue to support each other at international organizations and forums; and suggested that Brazil, in its capacity as rotating chair of the Southern Common Market (MERCOSUR), continue to push the bloc to soon start negotiations for the Vietnam-MERCOSUR FTA. Vietnam is ready to act as a bridge to strengthen relations between ASEAN and Brazil, and between ASEAN and MERCOSUR.

On this occasion, the President expressed his wish to welcome President Luiz Inacio Lula da Silva to visit Vietnam, contributing to promoting bilateral cooperation.

With sincere thanks to President Vo Van Thuong for taking the time to meet him, the Brazilian Ambassador highly appreciated Vietnam's position and voice in the international arena. Although the two countries are geographically far apart, Vietnamese people love Brazilian music and football, so the Ambassador hopes to soon bring the Brazilian football team to Vietnam for a friendly match and this will be a bridge in the exchange of people between the two countries.

The Ambassador hopes that the two sides will promote cooperation in agriculture, a field in which Brazil has many advantages, especially in food safety and food security.

Receiving Slovenian Ambassador Alenka Suhadolnik, President Vo Van Thuong affirmed that Vietnam always attaches importance to developing friendly relations and good multifaceted cooperation with Slovenia.

Expressing his delight at the positive development of bilateral relations in recent times, most recently the successful visit to Vietnam by Slovenian Deputy Prime Minister and Minister of Foreign Affairs and European Affairs Tanja Fajon, the President suggested that the two sides continue to increase delegation exchanges and high-level contacts, especially in 2024 when the two countries celebrate the 30th anniversary of establishing diplomatic relations, opening up new directions for cooperation in the next 30 years.

Although economic and trade cooperation between Vietnam and Slovenia has seen positive developments, with two-way trade turnover last year reaching 572 million USD, according to the President, this result is not commensurate with the potential.

The President suggested that the two countries actively coordinate and prepare for the upcoming 3rd Session of the Intergovernmental Committee on Economic Cooperation to discuss potential cooperation directions such as mechanics, automation, logistics, food processing, etc. The two sides need to promote the organization of cultural and artistic exchange activities and people-to-people exchanges on the occasion of the 30th anniversary of the establishment of diplomatic relations between the two countries.

The President also suggested that the two countries strengthen cooperation at international forums and organizations, and share views on regional and international issues. The President thanked Slovenia for its active support and assistance to Vietnam in the process of negotiating and signing the Vietnam-EU Free Trade Agreement (EVFTA), and asked Slovenia to speed up the completion of the ratification procedures for the Vietnam-EU Investment Protection Agreement (EVIPA).

Expressing her honor to receive the assignment of Slovenian Ambassador to Vietnam, Ms. Alenka Suhadolnik said she will strive to contribute to strengthening bilateral cooperation and organizing many activities to celebrate the 30th anniversary of establishing diplomatic relations between the two countries.

The Ambassador emphasized that the visit to Vietnam by the Deputy Prime Minister and Minister of Foreign Affairs and European Affairs has opened a new chapter of cooperation between the two countries and wished to strengthen close cooperation in areas where both countries have many similarities such as green economy, digital transformation, maritime and promoting people-to-people exchange.

Receiving Portuguese Ambassador João Weinstein, President Vo Van Thuong highly appreciated the good development of friendship and cooperation between Vietnam and Portugal.

Believing that there is still a lot of room for cooperation between the two countries in all fields, the President suggested that in the coming time, both sides should promote the exchange of high-level delegations and all levels; wished to soon welcome high-ranking leaders of Portugal to visit Vietnam this year, opening a new stage of development in the bilateral relationship; and asked the Ambassador to promote the establishment of cooperative relations and twinning between localities of the two countries, including Ho Chi Minh City and Porto City.

President Vo Van Thuong highly appreciated the friendship and cooperation between Vietnam and Portugal.

The President appreciated Portugal's ratification of the Vietnam-EU Investment Protection Agreement (EVIPA) last April, contributing to promoting trade and investment cooperation between the two countries. With bilateral trade turnover in the first quarter of 2023 reaching about 140 million USD, the President said that it is not commensurate with the potential of the two countries. Therefore, the two sides need to promote cooperation in areas of strength.

The President suggested that Portugal continue to urge EU countries to soon ratify the Vietnam-EU Investment Protection Agreement; urge the EC to soon remove the IUU yellow card for Vietnamese seafood products, creating favorable conditions for seafood products of both sides to access each other's markets.

The President also suggested that the two countries promote tourism cooperation, cultural exchange, people-to-people exchange, and sports exchange to contribute to enhancing understanding between the people of the two countries.

Thanking President Vo Van Thuong for taking the time to meet him, the Portuguese Ambassador expressed his wish for a successful term in Vietnam; and wished to promote bilateral cooperation in education, new energy and many other areas in which each country has strengths. The Ambassador said he will do his best to contribute to promoting the relationship between the two countries to new heights.

Receiving Estonian Ambassador Hannes Hanso, President Vo Van Thuong expressed his delight at the important achievements Estonia has made in the country's integration and development. Estonia is considered a successful example of digital transformation and e-government, with valuable experience for other countries to learn from.

Affirming that Vietnam always attaches importance to the traditional friendship and cooperation with the Baltic countries, the President suggested that the two countries promote cooperation in many fields. Accordingly, the two sides need to increase exchanges of delegations at all levels, especially high-level ones; and continue to support each other at international organizations and forums.

Considering that bilateral economic and trade relations remain modest, the President suggested that the two countries further promote investment and trade cooperation.

Wishing the two countries to further strengthen cooperation in the field of education, the President asked Estonia to support Vietnam in training in fields in which Estonia has strengths such as information technology, digital transformation, cyber security, etc. and Vietnam is also ready to receive Estonian students to study.

Emphasizing that seafood is an important export industry of Vietnam, associated with the employment of hundreds of thousands of workers, and that in recent years, Vietnam has seriously implemented and fully implemented the EC's recommendations on sustainable fisheries development, the President suggested that Estonia lobby the EC to soon remove the IUU yellow card for Vietnamese seafood.

Sharing with the President his impressions of his first visit to Vietnam in 1995 and the honor of receiving the Ambassadorship, Mr. Hannes Hanso highly appreciated Vietnam's strong development in many fields.

Estonia has a lot of experience in digitalization and building e-government with about 3,600 online services, people can easily connect with the government through the e-government system. Therefore, the Ambassador hopes that the two countries will focus on promoting cooperation in this field, and at the same time, hope to cooperate more closely in the fields of education, medicine, and information technology.

Receiving Guinean Ambassador Aminata Koita, the President affirmed that Vietnam attaches importance to cooperative relations with friendly African countries, including Guinea, the first African country to establish diplomatic relations with Vietnam. Guinea actively supported Vietnam in the past struggle for national liberation and in the country's current national construction.

However, the President said that the cooperation between the two countries has not yet reached its potential, therefore, the role of the Ambassador is very important in promoting cooperation commensurate with the length of the relationship between the two countries. Accordingly, the two sides need to promote the exchange of delegations at high and all levels; welcome and suggest that the two sides continue to cooperate closely and actively support each other at international organizations and forums, especially at the United Nations.

The President received the Ambassador of Guinea, Ms. Aminata Koita.

With its strengths in the agricultural sector, the President said that with the active support of the two countries' governments, cooperation in this field will develop strongly in the coming time. Vietnam has experience in successfully implementing agricultural cooperation projects with African countries and is ready to continue cooperating with Guinea to increase the value of agricultural production and processing.

Sincerely thanking President Vo Van Thuong for taking the time to meet him, the Guinean Ambassador shared the good news that Vietnamese people living in this country are doing very effective agricultural production, including rice cultivation. This is something that Guinean people are looking forward to because the demand for rice products is increasing.

The Ambassador hopes that during this term he will make efforts to promote cooperation between the two countries in the field of agriculture, and hopes that Vietnam will share with Guinea in this field.

At the meetings, President Vo Van Thuong thanked and appreciated the countries for supporting the stance of ASEAN and Vietnam on the East Sea issue, resolving disputes by peaceful means on the basis of respect for the law, especially the 1982 UNCLOS, ensuring security, safety, freedom of navigation and aviation; maintaining peace, stability and development in the region.
