Finalize the process of reviewing and approving draft laws and resolutions at a session

One of the notable contents of the Law on Promulgation of Legal Documents (amended) is the provision that the National Assembly considers and approves draft laws and resolutions at a session.

On the morning of February 19, at the 9th Extraordinary Session, the National Assembly voted to pass the Law on Promulgation of Legal Documents (amended), with the majority of delegates in favor.

Effective from April 1, the Law consists of nine chapters and 72 articles, 101 articles less than the current law.

One of the notable contents of the law is the provision that the National Assembly considers and approves draft laws and resolutions at a session.

In case the draft law or resolution has not been passed, the National Assembly shall consider and decide to postpone the time of passing to continue perfecting it, submit it to the National Assembly for approval at the next session or re-submit it.

No later than 15 days before the opening date of the session, the draft law, resolution and examination report must be sent to the National Assembly deputies.

According to current law, the National Assembly considers and approves draft laws and draft resolutions at one or two sessions of the National Assembly; in the case of large draft laws with many complicated articles and clauses, the National Assembly may consider and approve them at three sessions.

In addition, the Law stipulates that the agency proposing the policy is responsible for organizing a consultation conference with the Standing Committee of the Nationalities Council, the Standing Committee of the National Assembly, Ministries, and ministerial-level agencies on directly related policies within the scope and field of responsibility during the policy making process.

Policy consultation is a new regulation added to the process of building laws, ordinances, and resolutions to ensure that project policies are built with quality and effectively solve practical problems.
