Comprehensive economic development
During the 2015-2020 term, the Party Committee, government and people of Vinh Bao district achieved outstanding results, successfully exceeding 11/17 targets set by the 25th District Party Congress.
In which, the district's economy developed comprehensively, with a high growth rate, the economic structure shifted rapidly towards increasing the proportion of industry and services; total state budget revenue increased by an average of 13.5%, of which regular revenue in the area increased by 20.88%.
Average income in 2020 is estimated at 52.6 million VND/person/year, an increase of 1.72 times compared to 2015, exceeding the congress resolution target by 5.2%. Infrastructure has received investment attention from the Central Government and the city, with breakthrough developments, especially in transport infrastructure and new rural infrastructure, which has fundamentally changed the socio-economic infrastructure of the district, creating favorable conditions for socio-economic development and attracting investment in the next period.
In addition, during this period, national security and defense were ensured, political security and social order and safety were maintained in the area, no hot spots occurred, contributing positively to the socio-economic development of the district. The quality of education and training, the construction of national standard schools had positive changes. Social security policies, material and spiritual life of the people were improved.
The development of culture, education and social security has also seen many progressive changes. The material and spiritual life of the people has been improved. The task of strengthening national defense and security, building a solid defense zone has been focused on; political security and social order and safety in the area have been maintained, creating a stable, safe and favorable environment for socio-economic development...
In particular, during the last term, the Standing Committee of the District Party Committee has innovated its leadership, direction and management methods drastically; promptly developed action programs and plans to implement the Party's resolutions, directives, conclusions and regulations closely following the content, ensuring that they are consistent with the practical situation of the district in order to strengthen democracy, gather the strength of great solidarity of the entire people to participate in building the Party and the government to be increasingly strong, operating effectively and efficiently.
Promoting the achieved results, in the 2020-2025 term, Vinh Bao district determined to focus on comprehensively and synchronously promoting the district's potentials and advantages, mobilizing investment resources; developing industry, building urban areas and synchronous and modern transport infrastructure as a breakthrough.
At the same time, promote restructuring of the agricultural sector towards concentrated commodity production, high-tech agriculture, safety, and high economic value; improve people's material and spiritual life; ensure social order and safety, maintain national defense and security; build and rectify the Party and political system to be clean, strong, streamlined, and operate effectively and efficiently; strengthen national solidarity; create a solid foundation to strive to achieve the standards of a model new rural district by 2025.
Some key targets for the 2020-2025 term include: average growth in production value for 5 years (2020-2025) reaching 19.5% - 20.5%/year; economic structure by 2025 (calculated by production value): agriculture - fishery 10-12%, industry - construction 60-62%, trade - services 28-30%; state budget revenue in the area in 2025 reaching 620 billion VND, an average increase of 20.3%/year; average income per capita of the whole district in 2025 reaching 170-180 million VND/person/year); annually, 20% of expenditures and grassroots party committees will excellently complete their tasks, no grassroots party organization will fail to complete its tasks; In the 2020-2025 period, 800-1,000 party members will be admitted, 15-20 party organizations will be established in non-state enterprises, cooperatives and non-public service units...

Focus on attracting investment
In the coming time, Vinh Bao district has focused on attracting businesses to invest, with priority given to infrastructure, production and business in industrial parks and clusters. Currently, there are many industrial parks and clusters in operation in the district and many are being implemented such as: Giang Bien Industrial Cluster, Giang Bien II Industrial Park, Tran Duong-Hoa Binh Industrial Park, etc.
With clear orientation from the locality and the foundation from the synchronously planned infrastructure system, from now until 2025, the district is determined to promote economic restructuring for synchronous development: industrial-commercial, service-agricultural restructuring: focusing on developing high-tech agriculture...
Currently, Vinh Bao has attracted investment to develop production in industrial zones, clusters and points such as: Giang Bien industrial cluster with a scale of 50 hectares, Giang Bien 2 industrial park with a scale of 350 hectares; Vinh Quang industrial, urban and service park; An Hoa industrial park with a scale of 200 hectares; Dung Tien - Giang Bien industrial cluster with a scale of 50 hectares...
Increasing investment attraction in 2 agricultural zones applying high technology to produce vegetables with an area of about 500 - 600 hectares (in 6 communes: Dong Minh, Vinh Quang, Hung Nhan, Thanh Luong, Tran Duong, Vinh Tien), 2 zones producing flowers and ornamental plants applying high technology of 120 hectares (in 3 communes: Hung Tien, Vinh Long and Hiep Hoa)...
The socio-economic face of Vinh Bao can be clearly seen changing day by day thanks to clear decisions, directions and policies from the local government. Correct and appropriate policies will create a boost to help Vinh Bao's economy develop strongly in the coming time and help the district "reach the finish line" of the goals set out in the Resolution of the 26th District Party Congress.
On April 18, 2023, Deputy Prime Minister Tran Luu Quang signed Decision 402/QD-TTg recognizing Vinh Bao district as meeting new rural standards (NTM) in 2022. According to the Decision, the People's Committee of Hai Phong city is responsible for announcing and rewarding according to regulations; directing the People's Committee of Vinh Bao district to continue to maintain and improve the quality of criteria, focusing on production and environmental criteria to ensure sustainability in building new rural areas. After "reaching the finish line" of the new rural district according to the 2021-2025 criteria, Vinh Bao district focuses on building a model new rural commune. In particular, the district focuses resources on accelerating site clearance, urging construction units to ensure progress and quality of works belonging to the model new rural construction projects in the 2022-2023 period for 7 communes: Nhan Hoa, Tan Hung, Hiep Hoa, Vinh Long, Lien Am, Ly Hoc and Vinh Phong. At the same time, the district reviewed the model new rural criteria of the remaining communes, proposed a specific roadmap, and proposed to the city that by the end of 2025, all 29/29 communes in the area would "reach the finish line" of model new rural areas. |
