The Government proposed the organizational structure of the Government for the 15th National Assembly term, including 14 ministries and 3 ministerial-level agencies; including 6 new ministries and maintaining 8 ministries.
On the morning of February 5, at the 42nd session, the National Assembly Standing Committee gave opinions on the draft Resolution of the National Assembly on the organizational structure of the Government for the 15th National Assembly term.
Presenting the Government's report, Minister of Home Affairs Pham Thi Thanh Tra said that on July 23, 2021, the National Assembly passed Resolution No. 08/2021 on the organizational structure of the Government for the 15th National Assembly term, maintaining 22 stable agencies as in the 14th term, including: 18 ministries and 4 ministerial-level agencies.
"In the coming period, to bring the country into the era of national growth, new, higher and more complex requirements will be set for State management work.
Therefore, the innovation of the Government's organizational structure in conjunction with restructuring and improving the quality of the staff, civil servants and public employees is an important task that needs to be continued to be researched and implemented effectively and reasonably," said Ms. Pham Thi Thanh Tra.
Regarding the organizational structure plan of the 15th Government, the Minister of Home Affairs said that the Government proposed that the National Assembly consider deciding on the organizational structure of the 15th Government, including 14 ministries and 3 ministerial-level agencies.
Specifically, the Ministry of Finance will be established on the basis of merging the Ministry of Planning and Investment and the Ministry of Finance, basically inheriting the functions and tasks currently assigned to the Ministry of Planning and Investment and the Ministry of Finance and taking over the functions, tasks, organizational structure of the Vietnam Social Security, the rights, obligations and responsibilities of the owner's representative for 18 State-owned corporations and groups currently assigned to the State Capital Management Committee at Enterprises.
Establish the Ministry of Construction on the basis of merging the Ministry of Construction and the Ministry of Transport, basically inheriting the functions and tasks currently assigned to the Ministry of Construction and the Ministry of Transport; transferring the functions and tasks of State management of testing and granting of road motor vehicle driving licenses from the Ministry of Transport to the Ministry of Public Security.
Establish the Ministry of Agriculture and Environment on the basis of merging the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment, basically inheriting the functions and tasks currently assigned to the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment and taking over the task of State management on poverty reduction from the Ministry of Labor, War Invalids and Social Affairs.
Establish the Ministry of Science and Technology on the basis of merging the Ministry of Science and Technology and the Ministry of Information and Communications, basically inheriting the functions and tasks currently assigned to the Ministry of Science and Technology and the Ministry of Information and Communications; transferring the functions, tasks, and organization of the press and publishing management apparatus from the Ministry of Information and Communications to the Ministry of Culture, Sports and Tourism.
Establish the Ministry of Home Affairs on the basis of merging the Ministry of Home Affairs and the Ministry of Labor, War Invalids and Social Affairs, performing the functions and tasks of the current Ministry of Home Affairs and the state management functions of labor, wages, employment, meritorious people, occupational safety and hygiene, social insurance, and gender equality from the Ministry of Labor, War Invalids and Social Affairs.
Transfer the State management function of vocational education from the Ministry of Labor, War Invalids and Social Affairs to the Ministry of Education and Training.
Transfer the State management function on social protection, children, and prevention and control of social evils (except for the State management task on drug addiction treatment and post-drug addiction treatment management to the Ministry of Public Security) from the Ministry of Labor, War Invalids and Social Affairs to the Ministry of Health; transfer the State management task on poverty reduction from the Ministry of Labor, War Invalids and Social Affairs to the Ministry of Agriculture and Environment.
Establish the Ministry of Ethnic Minorities and Religions on the basis of the current Ethnic Minorities Committee and receive the functions, tasks, and organization of the state management apparatus on religion from the Ministry of Home Affairs and supplement and perfect the functions and tasks of state management on ethnic minorities.
Maintain the following ministries and ministerial-level agencies: Ministry of National Defense; Ministry of Public Security; Ministry of Justice; Ministry of Industry and Trade; Ministry of Culture, Sports and Tourism; Ministry of Foreign Affairs; Ministry of Education and Training; Ministry of Health; Government Office; Government Inspectorate; State Bank of Vietnam.
Thus, according to the Government's plan, 6 new ministries will be established and 8 ministries and ministerial-level agencies will be maintained.
The Minister of Home Affairs informed that after the National Assembly reviewed and passed a Resolution on the organizational structure of the Government for the 15th National Assembly term, the Government will direct the organization to amend and supplement the Government's Working Regulations, ensuring clear division of authority and responsibility between the Prime Minister, Deputy Prime Ministers, Ministers and Heads of ministerial-level agencies.
At the same time, promote decentralization, delegation of power, and enhance the responsibility of ministries and ministerial-level agencies, along with strengthening inspection, supervision, and control of power, ensuring a unified administrative apparatus that operates effectively and efficiently.
In addition, the Government will issue a decree stipulating the functions, tasks, powers and organizational structure of ministries and ministerial-level agencies.
Examining this content, Chairman of the National Assembly's Law Committee Hoang Thanh Tung said that the Standing Committee of the Law Committee approved the organizational structure plan of the Government for the 15th National Assembly term as proposed by the Government.
To continue completing the draft resolution dossier to be submitted to the National Assembly, the Standing Committee of the Law Committee proposed that the Government have a plan to implement the arrangement of the Government's apparatus to promptly carry out specific tasks as soon as the National Assembly passes the resolution.
"There are opinions suggesting that there should be a transition period from the date this Resolution takes effect so that the ministries and ministerial-level agencies can arrange time to prepare the necessary conditions before officially going into operation (possibly from March 15, 2025 according to the direction of the Central Steering Committee on summarizing Resolution No. 18)," Mr. Hoang Thanh Tung added.
