The land of the Hoa Lien - Tuy Loan expressway project (Hoa Vang district, Da Nang city) has basically been handed over, only a few households are still stuck.
Basic completion of GPMB
According to the Ho Chi Minh Road Project Management Board (project investor), up to now, Hoa Vang district has almost completed handing over the site for the project.
Representatives of the Ho Chi Minh Road Project Management Board reported to the leaders of the Da Nang City Party Committee about the land clearance problems and construction progress of the Hoa Lien - Tuy Loan expressway.
However, in reality, there are still about 0.57km of expressway (related to 12 households) and 1.2km of service roads and cross-roads (related to 58 households) that have not been constructed.
The reason is that assets have not been recovered, houses have not been demolished, people have not received compensation and support money, and have not been allocated resettlement land...
Besides, local authorities are currently implementing procedures to build 3 resettlement areas to serve the project's site clearance work.
Regarding technical infrastructure along the route, there are currently 2 power lines and transformer stations in Hoa Son and Hoa Nhon communes that have not been relocated.
Mr. Le Thanh Binh, Deputy Director of the Ho Chi Minh Road Project Management Board, said that the Hoa Lien - Tuy Loan Expressway project has more than 11km of main route and 20km of service roads. According to the city's planning, these service roads are also large in scale.
The Hoa Lien - Tuy Loan expressway site has been basically handed over.
When there is sufficient land and favorable weather, the main expressway will be completed and open to traffic on August 31, 2025, as directed by the Prime Minister. According to the contract, the entire main route and service roads will be completed by December 31, 2025.
Regarding stone materials for the project, Mr. Binh said that currently, in general, only Truong Ban quarry (in Hoa Son commune) meets the quality requirements. Therefore, the investor requested the city leaders to direct relevant units to complete legal procedures to increase the capacity of the quarry, giving priority to the project.
Construction is smooth, efforts are being made to bring the project to completion on schedule
According to Mr. Ta Gia Manh Hung, Director of the Hoa Lien - Tuy Loan Expressway Project, on the second day of Tet, contractors mobilized machinery and workers to start constructing the highway surface. However, in the following days, there was heavy rain, so the road surface had to be temporarily suspended to switch to the foundation construction.
Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, visited and encouraged the investor and contractor of the Hoa Lien - Tuy Loan expressway.
Currently, contractors are mobilizing 28 construction teams with dozens of locomotives and hundreds of workers working along the route.
Up to now, construction at critical points such as Hoang Van Thai overpass and Nguyen Tat Thanh overpass has been going smoothly.
Accumulated output to date has reached more than 252 billion/859 billion VND, reaching 41.04% of contract value.
The total land acquisition capital allocated by the Ministry of Transport in 2025 is nearly 480 billion VND to complete all items of the land acquisition sub-project, mainly the value of implementing 3 resettlement areas of the project.

Regarding the work of site clearance for the remaining locations, the Ho Chi Minh Road Project Management Board also requested the leaders of Da Nang to direct the People's Committee of Hoa Vang district and the Site Clearance Board of Hoa Vang district to speed up the actual arrangement of resettlement land and payment to households.
At the same time, there is a solution to require people to demolish their houses, recover their assets or organize enforcement to hand over clean land to the project in February 2025.
On the morning of December 5, Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, inspected the progress of site clearance and construction of the Hoa Lien - Tuy Loan expressway project (Hoa Vang district, Da Nang city).
At the inspection, Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, directed Hoa Vang district and related units to promptly complete procedures to invest in the construction of resettlement areas, speed up compensation and site clearance progress to hand over clean land to investors and contractors to ensure project progress.
The Hoa Lien - Tuy Loan expressway section is 11.47km long, passing through 3 communes of Hoa Lien, Hoa Son, Hoa Nhon of Hoa Vang district (Da Nang city).
In the phased phase, the project is invested with a scale of 4 complete lanes, roadbed width of 22m, road surface width of 14m, design speed of 80km/h.
In the completed phase, the project will have a scale of 6 lanes, a roadbed width of 29m. The total investment is more than 2,100 billion VND. According to the plan, the project will be completed in 2025.
The project has 11 bridges, 8 underpasses, 62 culverts of various types and a service road on both sides of the highway over 20km long.
The project is invested by the HCM Road Project Management Board, and the supervising consultant is the Road Engineering Center 3.
The construction contractor is a joint venture of Truong Son Construction Corporation - CTGT 5 Construction Corporation - JSC and 17 LLC.
