Sharing experiences in rescue and relief in Myanmar

On April 4, the rubble of the Jade City Hotel, Poke Ba Thiri town, Naypyidaw capital (Myanmar), was the focus of rescue efforts as the scene was very difficult and at least 3 victims were trapped there.

During the day, 5 international rescue teams arrived at the area following the tactics set out by the Vietnamese Ministry of Public Security to carry out the rescue mission.

Previously, at a meeting of 16 international rescue teams in Myanmar, Colonel Nguyen Minh Khuong, Deputy Director of the Fire Prevention, Fire Fighting and Rescue Police Department, Head of the rescue team of the Ministry of Public Security of Vietnam, presented methods and tactics to carry out the rescue mission and received agreement and high appreciation from other international working teams.

Because the remaining building of the hotel could collapse at any time, to ensure the safety of the search and rescue work, officers and soldiers of the Vietnamese Ministry of Public Security had to plan meticulously, digging and turning over each layer of soil, bricks, etc. The foreign aid teams were very surprised to see officers and soldiers of the Vietnamese Ministry of Public Security placing half-drinking water bottles in many locations in preparation for digging.

At the same time, the foreign aid teams were more impressed when they were told that this was a practical experience drawn from the rescuers of the Vietnam People's Public Security. The scene of a high-rise building collapse is often very large, and the modern vibration testing equipment that the team brought with them is limited in quantity. The upside-down water bottles above are both readily available and quick to set up, thus effectively promoting vibration warning.

It has been 6 days since the working group of the Vietnam People's Public Security received the mission of rescue and relief in the earthquake in Myanmar. Up to now, 7 victims have been found and rescued by officers and soldiers of the Vietnam Public Security. In order to be able to carry out the task as well as rescue operations quickly and promptly, in addition to the rescue and relief experience of each officer and soldier, the support of technical means also contributes significantly.

Senior Lieutenant Duong Van Linh - Fire Prevention, Fire Fighting and Rescue Police (Ministry of Public Security of Vietnam) said that using hydraulic pliers and chainsaws can break large concrete blocks and slabs but almost does not cause vibrations... The quick, smooth movements of the pliers cause the concrete to crumble, creating favorable conditions for soldiers to approach the scene, rescue victims, and at the same time, minimize the risk of secondary collapse... This hydraulic pliers is called the "god of war" by soldiers in this rescue campaign in Myanmar.

Mr. Soe Myint Tun, from the Myanmar Rescue Team, said: "Many countries have sent rescue teams to Myanmar to deal with the consequences. Among the rescue teams, I see that the rescue team of the Vietnamese Ministry of Public Security is very strong with full equipment and you have actively supported us in the past days. The valuable experiences shared by the delegation of the Vietnamese Ministry of Public Security have been highly appreciated by international friends."

What particularly impressed international friends was the high level of discipline among the Vietnamese People's Public Security soldiers. Every morning before leaving for the scene, Colonel Nguyen Minh Khuong organized a formation of 26 members of the delegation to summarize the previous day's work experience, plan combat strategies and assign tasks for the day. The gathering of the entire delegation to summarize each morning demonstrated discipline, science and raised the soldiers' morale before going to the scene.

At the station of the Vietnamese Ministry of Public Security delegation, Myanmar people living nearby often come to share with friends from Vietnam, whom they clearly feel friendly and close like family.
