Hundred billion bridge becomes rice drying place because there is no access road

Bridge No. 3 crosses the Dak Bla River connecting Vinh Quang commune and Nguyen Trai ward (Kon Tum city). The bridge is over 330m long and 12m wide.

With a total investment of more than 121 billion VND, the project is invested by Project Management Board 98 (currently the Project Management Board for Investment and Construction of Traffic, Civil and Industrial Works of Kon Tum Province) . The bridge was built in 2019 and completed at the end of 2021. But since then, the bridge has become a place to dry rice.

Bridge to rice drying ground

According to observations by Giao Thong Newspaper reporters, because the bridge has been completed but there is no road, this place has become a rice drying ground for people living along the Dak Bla River.

In addition, vehicles (mainly trucks carrying agricultural products, sugarcane, materials, etc.) still travel across the bridge via the old road through the residential area. For both sides of the approach road, the construction unit has constructed the concrete part but has not completed it. Some of the steel is rusted, and the sharp iron bars sticking out are very dangerous.

Ms. Le Thi Kim Phung (Phuong Quy 1 village, Vinh Quang commune) said that before, when the authorities measured, the road leading to her small shop was 2.5m wide, losing half of her house. However, until now, there has been no compensation, and the road has not been built. Now, she wants to repair her house but does not dare because she does not know when the road will be built.

"We hope to receive compensation and start building the road as soon as possible. If this continues, it will affect people's lives. We want to repair and rebuild it, but we can't," said Ms. Phung.

According to Ms. Tran Thi Ngoc Anh (56 years old, Phuong Quy I village, Vinh Quang commune), the delay in construction of the road leading to bridge No. 3 affects people's lives and makes them feel insecure about doing business. In particular, recently, many trucks carrying sugarcane and materials have passed through every day, causing dust and pollution, affecting people's lives and activities.

Land compensation price not agreed

On May 22, the project investor representative said that the total land area to be recovered for the road project is 7.37 hectares/101 households and 1 church. Of which, Vinh Quang commune has 53 households with a total affected area of ​​2.5 hectares. However, the compensation plan in this area has not been approved.

As for Nguyen Trai ward, there are 48 households and 1 organization/4.84ha, the City People's Committee has approved the compensation plan for 45 households/6.62 billion VND/4.51ha. Currently, 35 households have been paid/5.62 billion VND/3.98ha, while 10 households have not received compensation due to low compensation prices and disagreement on the scope of land exploitation. The number of households that have not approved the plan is 3 households and 1 organization/0.33ha.

Mr. Tran Van Phuc, Vice Chairman of Nguyen Trai Ward People's Committee, said that people want compensation to be implemented properly, and at the same time, hope that the project will be implemented soon to serve traffic and stabilize people's lives.

The fact that the road leading to bridge No. 3 has not yet been cleared and constructed has significantly affected people's lives, Mr. Phuc added.

Regarding the issue of the bridge being completed nearly 3 years ago but the approach road has not been implemented, Mr. Phung Van Long, Deputy Head of the Project Management Department, said: The Project Management Board requested the Kon Tum City People's Committee to direct the relevant agencies to have a direction to completely handle the resettlement site to speed up the compensation and site clearance work.

"For households that do not agree on the compensation price and support for land and housing, we request the Kon Tum City People's Committee to pay attention and direct the Nguyen Trai Ward People's Committee to coordinate with the Project Management Board and the Land Fund Development Center to propagate and mobilize people to agree and hand over the site soon," said Mr. Long.
