According to the plan of the Provincial People's Committee, in the period of 2025-2029, Binh Thuan has 23 rural clean water supply projects focusing on implementing the safe water supply plan. One of the goals is to provide stable water supply, maintain sufficient pressure, continuity, sufficient quantity, ensure clean water quality, contribute to improving the quality of life and protecting human health.
According to the data of the Ministry of Index as of the end of 2023, the total number of centralized clean water supply projects (CTCNTT) in rural areas in the province is 54 projects, of which 54/54 projects are operating sustainably (reaching 100%). After investment, CTCNTT are all assigned to specialized units for management and exploitation, so that investment efficiency is promoted and water supply is stable. In the coming time, in order to clearly define tasks and responsibilities, as a basis for directing and supervising rural clean water supply units to focus on making and organizing the implementation of safe water supply plans for each centralized clean water supply project in rural areas, the Provincial People's Committee has approved the rural safe water supply plan for the period 2025-2029.
The objective of this plan is to implement safe water supply in rural areas to detect, prevent, minimize and eliminate risks of unsafe water supply from water sources, water collection, treatment and storage systems and water transmission and distribution systems to customers. On the other hand, detect, prevent, minimize and eliminate risks of unsafe water supply. Specifically, the plan of the Provincial People's Committee sets out that in the period from 2025 to 2029, 50% of concentrated rural clean water supply systems (works) with a capacity of 100 m3/day and night or more will have a safe water supply plan established and implemented. The average clean water loss rate is 15%, water supply service is continuous, with enough pressure 24 hours a day.
Regarding the solution to implement the safe water supply plan, the Provincial People's Committee has proposed the organization of establishment, approval, implementation, inspection and evaluation of the safe water supply plan for each concentrated rural clean water supply project. At the same time, implement the control and response process in case of incidents in concentrated rural water supply projects. Along with that, arrange to mobilize and integrate resources, invest in renovating, repairing and upgrading damaged and degraded water supply projects to fully and continuously supply and ensure the quality of clean water to serve the daily needs of the people, especially in areas with difficult water sources, remote areas. Manage the assets of infrastructure of concentrated rural water supply projects.
Manage the exploitation, use and protection of water resources by measures to strengthen the management, use water effectively, save water resources, and protect water quality. At the same time, strictly handle violations of waste discharge, water pollution, and illegal exploitation and use of water resources. Have plans to exploit other water sources to replace in case of pollution incidents of exploited domestic water sources. Invest in the construction, repair and upgrading of large-scale, synchronous, inter-commune and inter-district centralized clean water supply works, connecting with urban water supply systems in suitable places to ensure effective and sustainable operation of the works; prioritize the use of water sources from irrigation systems, reservoirs, and dams for domestic water supply. Encourage and apply scientific advances in investment in construction, production, management, and supply of clean water in rural areas to ensure quality and safety, reduce water loss rates, and promptly respond to and handle incidents...
According to the Provincial People's Committee, the budget for implementing the provincial safe water supply plan is implemented according to the principle that for water supply units with correctly calculated water prices and all reasonable costs: it is included in the cost of clean water production according to the provisions of Circular No. 44/2021/TT-BTC of the Minister of Finance stipulating the price framework, principles, and methods for determining the price of clean water for daily life (Circular No. 44). For water supply units that do not have prices or have prices that have not been correctly calculated and all reasonable costs are included: Urgently develop and establish a clean water price plan according to the provisions of Circular No. 44, complete the price plan according to regulations.
