Chau Doc - Can Tho - Soc Trang Expressway under urgent construction as sand arrives

(Dan Tri) - Up to now, about 100,000m3 of sand has been brought to component project 2 (Can Tho section) of the Chau Doc - Can Tho - Soc Trang expressway. Sand sources are continuously distributed, contractors are excited to rush construction.

Speaking to Dan Tri reporter, Mr. Dang Hoang Vinh, Project Management Director, Expressway Management Board under Can Tho City Construction Investment Project Management Board, investor of component project 2, said that from the start of construction (June 17, 2023) to April 10, 2024, the sand mine was just handed over to the contractor. For more than a month now, over 37km of construction works under component project 2, the bidding packages have been busy being implemented. The contractor mobilized many equipment and machinery such as concrete mixing stations, rollers, bulldozers, pile drivers... to simultaneously deploy bridge and road construction projects. Mr. Truong Vu Thang, Commander of Package No. 13, Dat Phuong Group Joint Stock Company, said that the construction volume of the package includes 8km of bridges and roads, including 6 bridges on the route. "From the time the items were deployed until now, there are always about 50 engineers and workers working continuously in the erratic weather, sometimes sunny, sometimes rainy, to speed up the progress," said Mr. Thang. Mr. Huynh Cong Thao (50 years old, from Bac Lieu) has been working on the project for many months now, saying that he is in charge of constructing the bridge foundation. Work starts from 7am to 11am, and in the afternoon from 1pm to 5pm. "Recently, the weather has been erratic. The workload is heavy, but my fellow workers and I still encourage each other to work hard to speed up the progress for the contractor because this is a key project of Can Tho as well as the Mekong Delta region. This is the first time I have worked on such a large project, so I am very proud," Mr. Thao said. Workers connect pipes to prepare for sand pumping, filling foundations, and making service roads... Since the sand arrived at the construction site, human and material resources have been increased to ensure construction progress. According to the investor of component project 2, the Chau Doc - Can Tho - Soc Trang expressway section in Can Tho is using sand from Binh Phuoc Xuan commune (Cho Moi district, An Giang). On April 10, the sand mine was started and handed over to Dinh An Group Company Limited (the project contractor) for exploitation to serve the construction package of the project. The total volume allowed to be exploited from Binh Phuoc Xuan mine in 1 year, 8 months and 23 days is about 3.3 million m3. Of which, the first year of exploitation is nearly 1.9 million m3 and the second year (8 months and 23 days) is nearly 1.4 million m3. The sand is scooped up by the dredgers onto the barges, then measured and weighed according to the correct procedures and processes before being handed over to the contractor. Speaking to Dan Tri reporter, Mr. Phan Thanh Liem, Manager of Binh Phuoc Xuan sand mine, said that there are 4 dredgers operating at the mine, with a capacity of 5,000m3/day. The mine operates from 7am to 5pm. The sand mining process is very strict and is always under the control and supervision of the authorities. In addition, a camera system is installed in the mining area to monitor all sand mining activities. Each barge is equipped with a GPS to monitor the movement process, ensuring that "no sand boat goes astray". In addition to sand mining, the contractor must also renovate and restore the environment, such as reinforcing the eroded road section on the right bank of Binh Phuoc Xuan commune. During the mining process, regularly monitor the erosion progress. In case of riverbank erosion, mining activities must be stopped immediately and remedial measures must be taken; mining can only be resumed after the problem has been resolved.
The Chau Doc - Can Tho - Soc Trang Expressway Project Phase 1 has a total length of 188.2km, passing through 4 provinces and cities: An Giang, Can Tho, Hau Giang and Soc Trang. The starting point connects to National Highway 91 in Chau Doc city (An Giang) and the end point intersects with Nam Song Hau National Highway, connecting to Tran De port access road (Soc Trang), with a total investment of 44,691 billion VND. The entire route is expected to be completed and put into use in 2027. Of which, Component Project 2 (Can Tho) is more than 37km long, with a total investment of 9,845 billion VND. The project's construction needs 7 million m3 of sand, the sand mine in An Giang provides about 2.4 million m3, leaving a shortage of 4.6 million m3, which will be compensated by sea sand. Previously, on May 12, Prime Minister Pham Minh Chinh and the working delegation inspected the expressway. Here, the Prime Minister requested the Secretary of the City Party Committee and Chairman of the People's Committee of Can Tho City to directly meet and dialogue with households, explain and respond to the legal and legitimate rights of affected people; and completely complete the site clearance work in May.
