
Currently, in Dien Bien Phu City, there are 24 key projects being implemented, of which 8 projects are invested by Dien Bien Phu City People's Committee and 16 projects of the province and city must carry out site clearance work.
According to the assessment of the People's Committee of Dien Bien Phu City, the land acquisition and clearance work for most key projects is behind schedule. The main obstacles in the land acquisition and clearance work are that many households under the approved compensation plan have not received money, many households have not had their plans approved; some households have to be re-measured and re-registered. The reason is due to difficulties in verifying the origin of the land. Many households have complicated land use origins, the measurement and registration maps are incorrect, so they have to request adjustments many times.
Mr. Tran Van Long, Director of the Land Management Center of Dien Bien Phu City, said: Good coordination is a prerequisite to speed up the progress of land acquisition and clearance for projects. In recent times, the coordination work has always been closely and resolutely directed by the Provincial People's Committee, adjusting policies to help the City People's Committee have a basis for implementation and removing bottlenecks in land acquisition and clearance for projects. The City Party Committee and People's Committee of Dien Bien Phu City have established 10 working groups to verify the origin of land; assets attached to land; status of residential land and housing; personal information of land users; propaganda work, mobilizing people to agree with the province's policies and guidelines to serve the land acquisition and clearance work. When the working groups go to the grassroots level, project investors always send staff to participate in performing tasks related to land acquisition and clearance work. In addition, for difficulties and problems beyond its authority, the City People's Committee has sent a document requesting provincial departments and branches, especially the Department of Natural Resources and Environment, to support and guide implementation.
As of October 6, the Traffic Road Project connecting key economic zones in the dynamic economic zone along National Highway 279 and National Highway 12 (Dynamic Road Project) still has 36 households that have not yet developed a compensation plan for land acquisition due to problems with the career conversion policy according to Decision No. 10/2020 of the Provincial People's Committee; 42 households whose parents have passed away, and whose children are currently directly engaged in agricultural production, have not received support for career conversion because they have not completed inheritance procedures before land acquisition. After the People's Committee of Dien Bien Phu City reported, the Provincial People's Committee issued Decision No. 11/2023 adjusting a number of policies in Decision No. 10/2020. Up to now, policy problems in the Dynamic Road Project have been resolved.
Mr. Nguyen Minh Tuan, Deputy Director of the Provincial Traffic Project Management Board, said: For the Dynamic Road Project, the investor always closely coordinates with the People's Committee of Dien Bien Phu City and the People's Committee of Dien Bien District; specialized departments, and local authorities in the implementation of site clearance work. Determining site clearance work as the top priority, the Board always accompanies and coordinates with local authorities and relevant agencies, even outside of office hours, on weekends or in the evening.
Currently, people in the project area basically agree on the project implementation policy but still have questions about land prices and accompanying policies. Regarding land prices, the People's Committee of Dien Bien Phu City has directed working groups to coordinate with the authorities of communes, wards and investors to organize propaganda and mobilization so that people understand and agree. Regarding some policies that have encountered problems, the People's Committee of Dien Bien Phu City has submitted and asked for opinions from the Provincial People's Committee. Up to now, the Provincial People's Committee has basically resolved and adjusted them, thereby promptly removing policy "bottlenecks".
The Project to restore technical infrastructure of the airport bypass connecting the road to Thanh Hung commune and the road to Thanh Luong commune (Dien Bien district) is one of three important infrastructure restoration projects under the Dien Bien Airport Expansion Investment Project. The project affects 61 households and 1 organization. Up to now, after many efforts, 59/61 households have handed over the land, while 2 households have not yet handed over with a total area of 378.5m2 (accounting for 2.3% of the total area).
Mr. Nguyen Viet Sang, Director of the Project Management Board of Dien Bien Phu City, said: This is the result of close and persistent coordination between the investor, the People's Committee of Dien Bien Phu City and Dien Bien District, and the construction contractors. The relevant agencies have assigned leaders and staff in charge of the project's site clearance work, and together went to the grassroots to carry out the task regardless of administrative time and days. In the coming time, the investor will continue to coordinate with the People's Committee of Dien Bien District to speed up the site clearance progress, and promptly appraise and approve the remaining compensation plan to hand over to the construction contractor.
In order for site clearance work to have positive changes, contributing to speeding up the progress of key projects, it is necessary to have drastic participation and close coordination of authorities at all levels, departments and related units; attaching responsibility to the heads in site clearance work.
