Accordingly, the list of Projects and funding for implementing the Supporting Industry Development Program 2025 (Program) is approved in the appendix attached to this Decision. This Decision takes effect from the date of signing.
The responsibilities of the Department of Industry (Ministry of Industry and Trade) include managing, monitoring and inspecting the implementation of the project by the host units; approving detailed budget estimates for the implementation of the project by the host units.
Signing project implementation contracts and liquidating project implementation contracts with the host units; in case of project adjustment, supplementation or implementation of the project during the implementation of the Program, the Department of Industry is responsible for reviewing, approving or proposing approval according to the Program's regulations.
Organize the implementation of acceptance and evaluation of project implementation results; payment and settlement of project implementation costs in accordance with current regulations for presiding units not under the Ministry of Industry and Trade (project implementation costs are provided through the budget account of the Department of Industry).
In addition, the responsibility of the Department of Planning, Finance and Enterprise Management (Ministry of Industry and Trade) is to settle the project implementation budget, which is chaired by administrative and public service units under the Ministry of Industry and Trade, in accordance with current regulations.
Regarding the responsibility of the unit in charge, implementing the project in accordance with the regulations on planning, organizing implementation and management of the Supporting Industry Development Program and current regulations, ensuring economical and effective use of funds.
Report periodically or upon request of the Program management agency, provide complete documents and accurate information on the project implementation status; promptly report to competent authorities on issues and problems arising during the project implementation process (if any).
Coordinate and facilitate the Program management agency to conduct inspection work in accordance with regulations.
Regarding implementation, the Ministry of Industry and Trade assigns the Chief of the Ministry's Office, Director of the Department of Industry, Director of the Department of Planning, Finance and Enterprise Management and Heads of relevant units to be responsible for implementing this Decision.
