Provincial Party Standing Committee works with Binh Son Refining and Petrochemical Joint Stock Company

(Baoquangngai.vn) - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council Bui Thi Quynh Van chaired a working session with Binh Son Refining and Petrochemical Joint Stock Company (BSR) on the production and business situation in 2024 and the first quarter of 2025; the production and business activities, investment and development strategy of the company in the coming time.

Attending the working session on the afternoon of April 24 were Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Dang Ngoc Huy; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Hoang Giang; Deputy Secretary of the Provincial Party Committee Dinh Thi Hong Minh and other members of the Provincial Party Committee Standing Committee; representatives of the Standing Committee of the Provincial People's Committee Party Committee; departments, branches and leaders of BSR.

Reporting at the meeting, BSR Chairman of the Board of Directors Bui Ngoc Duong said that in the first quarter of 2025, Dung Quat Oil Refinery's production output reached 1.864 million tons, consumption output reached 1.724 million tons, and paid VND3,410 billion to the budget. The factory supplies over 30% of the country's gasoline and oil demand, and defense fuel.

In the coming time, BSR aims to be a company that possesses advanced, modern technology that is suitable for the energy transition trend and has the ability to compete in the region. The company has set out four pillars in its investment and development strategy: Petrochemical refining; chemicals, new materials; green transition and high-tech services through key projects with a total expected investment capital of 15 billion USD.

At the meeting, BSR leaders proposed that the province consider developing a comprehensive spatial and infrastructure plan that takes into account BSR's long-term development strategy, including seaport plans; raw material sources; infrastructure for roads, electricity, waste/wastewater collection and treatment systems; and clean land. BSR is considered the core of developing the National Oil Refinery and Energy Center in Dung Quat Economic Zone.

Regarding the Dung Quat Refinery upgrade and expansion project, BSR leaders proposed that the province have a specific mechanism to promptly organize auctions, approve and grant licenses for exploitation of fill material mines, in order to meet the project's site leveling construction progress from June 2025; consider and approve the 1/500 planning for an area of ​​41.01 hectares of the project, so that BSR has a basis to implement the next tasks of the project,...

Concluding the working session, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council Bui Thi Quynh Van emphasized that the activities of Dung Quat Oil Refinery are actively contributing to ensuring national energy security; contributing to the provincial budget, contributing to the socio-economic development of Quang Ngai, attracting investors to Dung Quat Economic Zone; creating stable jobs for local workers. The success of BSR is the success and pride of the province.

To achieve the goal of building a National Oil Refinery and Energy Center in Dung Quat Economic Zone, in which Dung Quat Refinery is the core factor, there needs to be close coordination between the province, BSR and the Ministry of Industry and Trade to carry out necessary tasks and procedures.

Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council Bui Thi Quynh Van delivered a concluding speech at the meeting.

Comrade Bui Thi Quynh Van hopes that BSR will continue to build a team of qualified engineers and workers to meet the requirements and tasks set forth. Continue to implement innovative activities in the enterprise, actively contributing to the effective operation of the factory.

The province always accompanies BSR in the process of operating Dung Quat Oil Refinery, ready to support in removing obstacles and difficulties for the company to develop. Request the Standing Committee of the Provincial Party Committee to direct the Provincial People's Committee and departments and branches to focus on resolving BSR's recommendations under the province's jurisdiction. At the same time, report to the Standing Committee of the Provincial Party Committee on the progress and results of the resolution according to a specific time frame. For recommendations under the central government's jurisdiction, the province will actively coordinate with BSR to report and request central ministries and branches to resolve.
