Dienbien.gov.vn – On the morning of April 24, the delegation of Vice Presidents of the National Assembly of the Lao People's Democratic Republic, led by Senior Lieutenant General Xun Von - Luong Bun Mi, member of the Central Committee of the Lao People's Revolutionary Party, Vice President of the National Assembly of the Lao People's Democratic Republic, visited and worked in Dien Bien province.

Overview of the working session.

Receiving and working with the Lao National Assembly delegation, on the side of Dien Bien province, there were comrades: Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Provincial Party Committee; Mua A Son, Standing Deputy Secretary of the Provincial Party Committee; Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Giang Thi Hoa, Vice Chairman of the Provincial People's Council; Pham Duc Toan, Standing Deputy Chairman of the Provincial People's Committee; representatives of the leaders of 4 districts bordering the northern provinces of Laos, including: Dien Bien, Muong Cha, Nam Po, Muong Nhe. Attending the working session were representatives of the National Assembly's Committee on National Defense, Security and Foreign Affairs, leaders of the International Relations Department of the National Assembly Office; representatives of the Ministry of Foreign Affairs and leaders of Military Region 2.

In an atmosphere of solidarity and friendship, Senior Lieutenant General Xun Von - Luong Bun Mi, Vice Chairman of the National Assembly of the Lao People's Democratic Republic, members of the Lao National Assembly delegation and leaders of Dien Bien province discussed the results of cooperation between the provinces of Northern Laos and Dien Bien province. Accordingly, the two sides shared experiences in supervising the implementation of agreements of the People's Council, contributing to maintaining security and stability in the border area, promoting cooperation between Dien Bien province and the provinces of Northern Laos. The two sides also informed and shared the results of implementing the Resolutions of the two countries Vietnam - Laos, including the very important task of implementing the arrangement and streamlining of the apparatus of the two countries.

Speaking at the working session with the delegation, Comrade Tran Quoc Cuong, Secretary of the Provincial Party Committee, emphasized: In recent times, the friendly and cooperative relationship between Dien Bien province and the provinces of Northern Laos has been constantly strengthened, consolidated and achieved positive results. Dien Bien province and the provinces of Northern Laos have carried out many friendly cooperation activities in various fields, contributing practically to strengthening and consolidating the great friendship and special solidarity between Vietnam and Laos. In order for the cooperation activities to be increasingly practical and effective, contributing more to the common construction and development of the two sides, Comrade Tran Quoc Cuong, Secretary of the Provincial Party Committee, requested the Vice Chairman of the Lao National Assembly to pay attention to directing and supporting the provinces of Northern Laos together with Dien Bien province to strengthen exchanges and cooperation on a number of contents: Propagating and educating people to preserve and promote the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos and between Dien Bien province and the provinces of Northern Laos in particular. Create favorable conditions for delegations of departments, branches, sectors, socio-political organizations of the province, and localities of Dien Bien province to exchange, interact, and learn experiences in areas of interest to both sides. Promote people-to-people exchanges, cultural, medical, educational, economic and social exchanges, especially among the younger generation. Strengthen the direction of functional forces to improve the effectiveness of coordination work; regularly exchange information, professional and technical experiences, etc.

Comrade Le Thanh Do, Chairman of the Provincial People's Committee, informed about the socio-economic development situation of the province at the working session.

At the meeting, Mr. Le Thanh Do, Chairman of the Provincial People's Committee, informed about some outstanding results of the socio-economic development and national defense and security of Dien Bien province in recent times. At the same time, he informed about the results of friendly cooperation activities in the fields of economy, culture - society, national defense and security and people's foreign affairs implemented by Dien Bien province and 5 provinces of Northern Laos (Phong-Sa-Ly, U-Dom-Xay, Luang-Pha-Bang, Luang-Nam-Tha and Bo-Keo). In the economic field, the total import-export turnover of goods, services and border trade activities between Dien Bien province and the 3 provinces of Phong-Sa-Ly, U-Dom-Xay, Luang-Pha-Bang from August 2022 to present, is estimated at over 140 million USD, of which imports from Laos reached over 50 million USD. Dien Bien province continues to provide technical advice to implement agricultural and forestry production models in districts and agricultural and forestry technology transfer centers in Phong-Sa-Ly, U-Dom-Xay, Luang-Pha-Bang provinces with a total budget of 2.49 billion VND... Regarding culture and society, every year Dien Bien province supports scholarships for students in 3 provinces of Northern Laos (Phong-Sa-Ly, U-Dom-Xay, Luang-Pha-Bang), each province sends 30 cadres and students to study at full-time college level at vocational schools in Dien Bien province and university level at Tay Bac University; supports training in intermediate political theory (training scale of 15 people/course); fosters and provides practical training for cadres and civil servants in 3 provinces of Northern Laos, 30 people/course/year...

Regarding national defense and security, the two sides have increased bilateral patrols, border protection, and coordinated in handling security issues such as drugs, illegal immigration, and judicial assistance. Law dissemination and building a peaceful and stable border are also emphasized. In terms of people-to-people diplomacy, the two sides have promoted exchanges and "village-to-village" twinning, strengthening solidarity in border communities.
