Coming to Ang Nua commune, Muong Ang district today, the small, narrow dirt roads of the past have been replaced by flat concrete roads connecting the villages; the ineffective rice and corn fields have been converted to grow coffee and lush green fruit trees. That change stems from the spread of the construction of new rural areas in the commune.

Ang Nua commune was recognized as meeting the new rural standards in 2016. To continue to maintain the commune meeting the new rural standards, the Party Committee and the commune government have developed specific plans for each year. Following the motto "easy to implement criteria first", since the commune was recognized as meeting the new rural standards, the criteria on "infrastructure investment" has always been focused on investment, construction and upgrading. People have agreed to contribute labor and money, donating thousands of square meters of land to build roads. Thanks to that, the road system from the district to the commune, the intra-village roads and the roads to the production areas and the inner fields have received investment attention; over 71% of the intra-village canals have been upgraded with concrete. The Women's Union and the Youth Union regularly propagate, guide and mobilize people to carry out movements to build green and clean villages such as: Decorating houses, cleaning village roads and alleys; lighting up the country roads; Collecting and treating waste, domestic wastewater and livestock waste... Thereby changing the appearance and life of rural mountainous areas.

The movements of house improvement and village road cleaning from Ang Nua new rural commune have spread to other communes in Muong Ang district. A typical example is Ang Cang commune which has learned and effectively promoted the "flower road" movement. In recent years, implementing the new rural construction program, along with implementing projects and programs, supporting hunger eradication and poverty reduction of the State, building infrastructure, the Party Committee and the communal government have regularly paid attention to building cultural life in residential areas; focusing resources on building cultural institutions (cultural houses, sports grounds, etc.). Calling for socialized resources, planting flowers on the road from the district to the commune center and the inner-village roads; assigning commune and village associations and unions to organize planting, care and protection. Up to now, Ang Cang commune has thousands of meters of "flower roads", contributing to achieving 9 criteria according to the set of criteria for new rural communes in the period of 2021 - 2025 in the province.

Ang Nua and Ang Cang are just two of the communes that have flexibly implemented the construction of new rural areas in the "easy to do first" way. Some communes have focused on implementing the Project on restructuring the agricultural sector, developing the rural economy; promoting the implementation of the One Commune One Product (OCOP) program; contributing to increasing people's income in a sustainable way. Currently, some communes with potential and advantages are implementing programs on developing rural tourism, digital transformation in building new rural areas...

The New Rural Development Program has a starting point but no end point; it requires the persistent and persistent implementation of the entire political system; the attention, leadership, and regular and close direction of Party committees and authorities at all levels; and the active participation of departments, branches, and organizations. Over the past years, the province has issued 58 documents (6 resolutions, 15 decisions, 11 plans, and 26 guidance documents) on the implementation of the New Rural Development Program.

In the next phase, the Provincial People's Committee has developed specific solutions in line with the local practical situation in building new rural areas. Continue to promote propaganda and mobilization work so that cadres and people are clearly aware of their role as the main subject in building new rural areas. Complete and improve the quality of essential and basic infrastructure systems in rural areas; focus on investing in village and hamlet level projects to directly improve people's living and production conditions, gradually perfecting the criteria for new rural communes. Effectively implement the OCOP Program in conjunction with promoting the implementation of the agricultural restructuring plan. At the same time, drastically implement solutions to speed up the progress to ensure 100% disbursement of the capital plan assigned to implement the Program. Diversify the mobilization of resources and synchronously implement management measures; strengthen the integration of capital sources to implement national target programs; prioritize support for poor households, ethnic minority groups facing many difficulties and having specific difficulties. Strengthening the protection of the rural environment and improving the environmental landscape; focusing on developing green - clean - beautiful village models as a premise for developing community tourism. At the same time, the province proposed that the Government have a support policy for communes after being recognized as meeting the NTM standards from communes in region II, III to region I to continue to enjoy the policies of region II, III for a few years after recognition to ensure social security in rural areas, especially for ethnic minority households and households that have just escaped poverty.
