In order to motivate the local collective economy to grow, in recent times, the People's Committee of Huong Hoa district has focused on directing, continuing to improve and effectively maintain the operation of the Steering Committee for Innovation and Development of Collective Economy and the support team; promulgating operating regulations, developing key work programs, directing and coordinating implementation to achieve the set goals and plans.
The district actively promotes the construction of new rural areas, focusing on consulting and supporting cooperatives, attaching importance to strengthening cooperatives in difficulty, reviewing and accurately assessing the quantity, quality and efficiency of cooperative operations... ensuring compliance with criterion No. 13 on production organization, contributing to meeting the criteria for communes to reach the new rural finish line. Directing specialized departments to coordinate with the People's Committees of communes and towns to continue to promote and disseminate the Law on Cooperatives 2023, especially newly established cooperatives.
Continue to implement policies to support loan interest rates; support the development of collective economy, cooperatives, and cooperative groups. In addition, the district directs specialized departments to promptly answer questions from cooperatives and cooperative groups; guide procedures to access preferential loans for production development; procedures to promote, introduce and develop products to increase the value of goods; propose to implement policies to support the development of collective economy (KTTT) stipulated in Resolution No. 68/2022/NQ-HDND, dated October 18, 2022 of the Provincial People's Council for cooperatives in the area.
The district currently has 23 cooperatives operating with a registered charter capital of over 75.8 billion VND, including: 17 cooperatives in the agricultural sector; 6 non-agricultural cooperatives. Of which, 12 cooperatives are eligible for scoring and classification: 2 good cooperatives, 5 fair cooperatives, 5 average cooperatives.
Most of the cooperatives are small in scale, their main activities are to help and support each other in production and life such as exchanging production experiences, supporting seeds, capital, techniques, information and product consumption... which have contributed to the economic restructuring, increasing income, reducing poverty in the locality and are the premise for developing into cooperatives. Agricultural service cooperatives in the area have well performed some key service stages serving the production of members; linked activities with scientific units, enterprises...
Non-agricultural cooperatives have many favorable signals due to stable markets, bringing high economic efficiency, improving the quality of passenger service, creating prestige for members and cooperatives.
In general, cooperatives have expanded and improved the quality of their operations, such as promoting the supply of seeds, materials, and technical measures for households producing in the direction of intensive and specialized farming such as rice, vegetables, fruits, and aquatic products, linking to find markets and outlets for products... Thereby contributing to the construction of new rural areas and creating jobs for workers, bringing stable income to people...
In addition to the achieved results, the cooperative economy in Huong Hoa district is currently facing many difficulties. The internal capacity of cooperatives is still weak, lacking highly qualified human resources. The management and operation of cooperatives and cooperative groups are confused, the economic management level and market understanding of the cooperative and cooperative group management team are still limited, most of them have not been trained.
The development of plans and directions for production and business activities is not suitable and has low efficiency; the expansion of business forms towards multi-industry is not proactive; there are no forms of joint ventures and associations with cooperatives, organizations and enterprises. The scale of cooperatives is small, with few members, lack of capital, and there is no connection in production and business activities to form a chain of links in commodity production, especially cooperatives in the agricultural sector. Some newly established and operating cooperatives initially encountered many difficulties and their effectiveness has not been evaluated...
To continue to create momentum for development in Huong Hoa, the central government needs to have more preferential policies for cooperatives and cooperatives to access capital to develop production in the fields of agriculture, forestry and fishery. Relevant levels and sectors promptly and effectively implement the policies stipulated in Decision No. 3011/QD-UBND dated November 24, 2023 of the Provincial People's Committee on approving the Program to support the development of cooperatives in Quang Tri province for the period 2023 - 2025.
Attracting young workers to work at cooperatives; implementing policies to support loan interest rates, support construction, issue safe production certificates, support trade promotion funds, find product consumption markets for products with registered trademarks, product quality; land allocation, land lease; credit incentives; access to cooperative development support funds; social insurance.
Every year, localities need to maintain funding support and create conditions for cooperatives and cooperatives to participate in trade promotion, seminars, and fairs to introduce typical products and goods to the market; as well as support the building of brands, trademarks, origin of goods, geographical indications, etc.
