2025 is the first year to organize the high school graduation exam according to the 2018 General Education Program and is also the first year that universities enroll the first class of students graduating from the new Program.

Dr. Vo The Quan said that it is necessary to create a synchronous mechanism connecting high school and university in organizing training, career guidance, graduation exams and admission in a scientific, flexible, appropriate and effective manner.

With the 2018 General Education Program, each student will study 6 compulsory subjects, 2 compulsory educational activities, and 4 elective subjects. Thus, the choice of subjects and the choice of subject clusters lead to a very diverse study program for students. This is the purpose of the 2018 General Education Program, aiming to develop students' qualities and abilities to meet the needs of future careers in society.

Dr. Quan said, looking back at the history of graduation exams and university entrance exams from 1976 - 2014, students nationwide took university entrance exams in 4 groups: Group A (Math, Physics, Chemistry); Group C (Literature, History, Geography); Group B (Math, Chemistry, Biology); Group D (Math, Literature, Foreign Language).

Meanwhile, the current percentage of students taking the graduation exam with a combination of social subjects is 64%, and the combination of natural subjects is 36%. This is a warning fact about the lack of synchronization between graduation exams and university admissions that needs to be addressed.

From 2025, the High School Graduation Exam will follow the 2018 General Education Program, in which students will receive career guidance from grade 10 with the main purpose of considering graduation and serving as a basis for university admission.

The exam plan is said to reduce pressure on students by reducing the number of subjects from 6 to 4 (Math, Literature, 2 optional exams), creating 36 exam subject combinations, increasing pressure on exam organization nationwide with more than 1 million candidates.

Graduation recognition has also changed when evaluating the learning results of 3 years of high school accounting for 50% and exam results accounting for 50%. This is considered a comprehensive assessment of students' abilities in all 3 years of high school.

Should narrow down the graduation exam combination

According to Dr. Quan, to achieve the goal of graduation exam results that both assess the quality of new general education and create a basis for university admission, there must be a synchronous connection. Universities and high schools need to coordinate synchronously to guide students in choosing careers from the beginning of grade 10.

Universities should choose the traditional admission subject combinations A (Math, Physics, Chemistry); B (Math, Chemistry, Biology); C (Literature, History, Geography); D (Math, Literature, Foreign Language) because these are 4 broad combinations that meet the training needs of the fields of Natural Sciences, Engineering, Technology/Economic Sciences/Health Sciences/Social Sciences - Humanities/Language Sciences.

“The history of Vietnamese education over the past decades has shown that these four traditional combinations are reasonable, reflecting the minimum, basic requirements for choosing a broad range of university majors. In each narrow specialized field, higher requirements can be placed on a certain subject. For example: If recruiting for Mathematics Education/Bachelor of Mathematics, Mathematics can be assigned a coefficient of 2; if recruiting for Chemistry Education/Bachelor of Chemistry, Chemistry can be assigned a coefficient of 2…”, he said.

In addition to the two compulsory subjects (Math, Literature), elective subjects should be Physics, Chemistry, Biology in the field of Natural Sciences and History, Geography, Foreign Languages, and Economic and Legal Education in the field of Social Sciences.

With these subjects, 4 graduation exam combinations can be formed (A: Math, Literature, Physics, Chemistry; B: Math, Literature, Chemistry, Biology; C: Math, Literature, History, Geography; D: Math, Literature, Foreign Language, Economic and Legal Education) corresponding to 4 traditional university exam blocks A (Math, Physics, Chemistry); B (Math, Chemistry, Biology); C (Literature, History, Geography); D (Math, Literature, Foreign Language)

Candidates choose 1 of the 4 above combinations to take the exam. Independent subjects have equal value, 2 subjects cannot be combined into 1 combination exam.

With that plan, the number of graduation exam subject combinations will be only 4 and will be more convenient than the current 36 combinations. Organizing the exam and preparing exam questions will be very complicated and difficult when implemented in practice for more than 1 million students nationwide.

In addition, with that plan, high schools have the conditions to organize focused learning and career guidance for students, ensuring the quality of graduation exams. Universities using graduation exam results for admission have a more abundant source of admission, the admission process is also more streamlined, of better quality and efficiency. Resolving the current problem of imbalance between the source of admission for Natural Sciences and Social Sciences (currently skewed towards Social Sciences, while the demand for Natural Sciences is high).

Another advantage is that it will create synchronization and effective connection of vocational-oriented general education, linking with university admissions according to a wide range of occupations, creating opportunities to adapt to the rapid changes of occupations in the future when artificial intelligence has a deep and wide impact on the economy and social life, many new occupations will be formed and old occupations will disappear.

He said that in the upcoming revision of the University Admissions Regulations, in addition to giving universities the right to actively recruit students, the Ministry of Education and Training should also provide guidance for schools in choosing a combination of subjects for admission that is suitable for the training organization at the high school level, maintaining the stability of the 4 traditional university entrance exam blocks as the main ones, ensuring the synchronization and connection from high school to university and college admissions of the entire education system.
