According to Resolution 32/2007/NQ-CP of the Government on some urgent solutions to control traffic accidents and congestion, from January 1, 2008, the circulation of expired cars, farm vehicles, and 3- and 4-wheeled homemade vehicles will be suspended. In case of intentional violation, the vehicle will be confiscated, sold as scrap, and added to the public fund.
Up to now, for the 16th year, all kinds of farm vehicles and homemade 3- and 4-wheel vehicles are still circulating on the road.
Homemade car causes tragic accident
At around 5:30 a.m. on January 12, Mr. NTN (22 years old, residing in Thanh Xuan district, Hanoi) was driving a motorbike with license plate 29AA-044.XX on Trinh Van Bo street (Nam Tu Liem district). Approaching the traffic light pole numbered T2/51, Mr. N's motorbike collided with a three-wheeled vehicle without a license plate, dragging a bundle of iron (including 180 iron bars of diameter 12, nearly 12m long) driven by Mr. D.VT (from Yen Y Yen, Nam Dinh) in front.
The traffic accident caused Mr. NTN to die on the spot.
Previously, on the afternoon of December 25, 2023, at Km1842+500 Ho Chi Minh road (section through Duc An village, Thuan An commune, Dak Mil district, Dak Nong province), a traffic accident occurred between a tractor and a motorbike, causing 1 death.
At the time of the accident, Mr. TXT (39 years old, residing in Dak Mil district) was driving a tractor on Ho Chi Minh road, in the direction of Dak Nong - Dak Lak.
The tractor arrived at the above location and collided with a motorbike driven by Mr. HQB (66 years old, residing in Dak Mil district) traveling in the opposite direction. The collision caused Mr. B. to fall onto the road and die on the spot.
Nearly a month ago, on November 7, at the 3/2 intersection (Ward 10, District 10, Ho Chi Minh City), a woman riding a motorbike collided with a cyclo driven by a man around 65 years old, carrying many materials and iron bars. This woman died on the spot.
Use homemade car because the road is too small?
Having been a rickshaw driver for more than 10 years, Mr. Nguyen Van Tho (residing in Dan Phuong district, Hanoi) said that he himself is aware that driving a homemade vehicle is unsafe but has no alternative means of transportation.
"I transport industrial wood panels. On long trips, I carry more than a dozen panels, on short trips, only a few panels. If I hire a car to transport them, the cost would be too expensive. In addition, many times I have to deliver to small alleys in central districts of Hanoi, where cars cannot enter," said Mr. Tho.
Also working as a homemade vehicle driver for many years, Mr. T. (residing in Nam Tu Liem district, Hanoi) said that 100% of the stores selling construction materials have to use tractors and 3-4 wheel vehicles to transport goods.
"The typical customers of small construction material stores are individuals and construction projects in small alleys. Using a tractor to transport them is more convenient," said Mr. T.
According to Mr. T., this type of farm vehicle can carry 1 - 2m3 of sand, the investment cost is about 20 - 30 million VND/vehicle, each store only needs 2 - 5 vehicles to serve customers.
Mr. T. hopes that the authorities will research a mechanism for these types of vehicles to operate to ensure traffic safety because the people's demand is very high.
Handling of farm vehicles and homemade vehicles faces many difficulties
As the leading district in handling farm vehicles and homemade 3- and 4-wheel vehicles in Hanoi, Thanh Xuan District Police encountered many difficulties when handling drivers of these vehicles.
Lieutenant Colonel Dinh Tuan Thanh, Chief of Thanh Xuan District Police, said that drivers of these vehicles try every way to avoid authorities.
"There are drivers who turn around and run away when they see the police or react harshly and delay with officers and soldiers on duty. In the spirit of the rule of law, we initially persuade them to understand the provisions of the law and resolutely handle them," said the Chief of Thanh Xuan District Police.
Also facing many difficulties in handling homemade vehicles, Lieutenant Colonel Pham Van Chien - Captain of Traffic Police Team No. 6 (Hanoi Traffic Police Department) said that because the value of these vehicles is not large, many violators are willing to abandon their vehicles, causing the temporary storage area to be overloaded.
"In the process of handling these types of vehicles, traffic police officers and soldiers have difficulty determining the origin of the vehicles because most of the vehicles are assembled and modified from many different vehicles," said Lieutenant Colonel Pham Van Chien.
