This morning (February 18), information from the Ministry of Education and Training said: On December 30, 2024, the Ministry of Education and Training issued Circular No. 30/TT-BGDDT on the Regulations on Secondary School and High School Admissions. The Circular was developed to ensure the concretization of the provisions of the 2019 Education Law, in accordance with the practical situation in localities in the management and organization of secondary school and high school admissions. At the same time, it ensures consistency and consistency with the 2018 General Education Program, the current Secondary School and High School Continuing Education Program and related regulations on examinations, tests and assessments.
In Official Dispatch No. 10/CD-TTg dated February 7, 2025 on strengthening the direction of secondary and high school enrollment and management of extra teaching and learning activities, the Prime Minister requested the Chairmen of the People's Committees of provinces and cities to direct relevant agencies and units to prepare well the conditions for organizing secondary and high school enrollment to ensure transparency, practicality, efficiency, reduce pressure, and reduce costs for society.
Complete the announcement of the secondary school and high school admission plan for the 2025-2026 school year in February 2025 so that students, teachers, schools, and general education institutions can proactively prepare for admission. To date, many localities have announced the third exam subject for 10th grade admission for the 2025-2026 school year.
It is expected that in February 2025, all provinces and cities will announce the third exam subject according to the direction of the Prime Minister.
Regarding the implementation of management of extra teaching and learning when Circular No. 29 takes effect, the Ministry of Education and Training said: After Official Dispatch No. 545/BGDĐT-GDTrH, the Ministry of Education and Training will continue to grasp the situation from localities to issue further urging and directing documents, thereby helping the Departments of Education and Training have a basis for advising and directing implementation at the local level. At the same time, the Ministry of Education and Training will also have a number of other solutions to effectively manage extra teaching and learning.
First, administrative solution: Issue specific regulations to manage extra teaching and learning.
Second, professional solutions: Improve teachers' capacity and teaching methods, teachers' responsibilities; promote students' self-study ability; innovate testing and assessment work (testing, assessment, and entrance exams must be consistent with the content and requirements of the 2018 General Education Program; do not give questions outside the program content to ensure that students study according to the program, do not need to study extra to pass the tests and entrance exams); strengthen the connection between general education and university education.
Third, solutions to improve facilities and schools: There must be enough schools to ensure equal access to education for students; increase the number of schools and classes with two sessions per day.
Fourth, solutions to strengthen inspection and supervision: Strengthen inspection and examination by state management agencies at both central and local levels regarding compliance with regulations on management of extra teaching and learning; strengthen supervision by parents and the whole society over this activity.
In addition, to ensure the lives of teachers, in recent times, the Ministry of Education and Training has had many consultations and is continuing to consult on policies for teachers, including the draft Law on Teachers, if passed by the National Assembly in the near future, will also bring positive remuneration policies for teachers.
