According to the decision, the delegation is responsible for inspecting the implementation of Circular 29/2024 under the direction of the Prime Minister. The inspection period is from February 20 to March 20.
Circular No. 29 on management of extra teaching and learning of the Ministry of Education and Training takes effect from February 14.
The notable point of Circular 29 is the regulation that no extra teaching or learning is allowed for primary school students, except for cases of training in arts, sports, and life skills; no extra teaching for students whose schools have organized 2 sessions/day.
Extra teaching and learning in schools must not collect fees from students and is only for 3 groups of students, who are the responsibility of the school: Students whose final semester study results are not satisfactory; students selected by the school to train excellent students and final year students who voluntarily register to review for entrance exams and graduation exams according to the school's educational plan.
The Ministry of Education and Training's viewpoint is to aim for schools that do not have extra classes or tutoring. Instead, after school hours of subjects according to the curriculum, students have time and space to participate in recreational activities, sports, fine arts, music, etc. to comprehensively develop their personality, lifestyle, and practice problem-solving skills.
Regarding regulations on extra teaching and learning outside of school, the new circular stipulates: Organizations and individuals organizing extra teaching and learning with fees from students must comply with relevant legal regulations such as: Business registration, declaration of activities, provision of relevant information to local authorities according to regulations of law; teachers teaching at schools are not allowed to teach extra teaching outside of school with fees from their students in class...
Previously, on February 7, Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 10/CD-TTg to the Minister of Education and Training and Chairmen of People's Committees of provinces and centrally-run cities on strengthening the management of extra teaching and learning activities.
The Prime Minister requested localities to strictly implement regulations on extra teaching and learning issued by the Ministry of Education and Training and strictly handle violations.
The Prime Minister also requested that the head of the Ministry of Education and Training regularly review and grasp information related to regulations on extra teaching and learning to promptly amend and supplement them, to ensure they are suitable for practice and meet the requirements set forth in the new situation.
