The set of indicators for directing, operating and assessing the quality of service for people and businesses in performing administrative procedures (TTHC) and public services (DVC) in the electronic environment according to Decision No. 766 of the Prime Minister includes 5 component indicators: Publicity, transparency; progress, results of settlement; digitalization of records; provision of online public services; satisfaction level. According to this set of indicators, by December 23, 2024, Quang Nam province achieved 84.2 points (good), ranking 16/63 provinces and cities.
The number of files resolved before and on time increases.
In 2024, Bac Tra My district continues to lead the ranking of the Administrative Reform Index (PAR) of the People's Committees of mountainous districts. This is the third consecutive year the district has maintained this position.
Mr. Do Duc Manh - Deputy Office of the People's Committee of Bac Tra My district shared that in the general results of administrative reform, administrative procedure reform was identified by the district as one of the important tasks, creating a driving force to promote local socio-economic development.
At the One-Stop Department of Bac Tra My district, there are currently 2 officers, civil servants and 3 postal staff participating in receiving and handling administrative procedures. In 2024, the district will deploy a "DPS Kiosk" to help people save time in handling administrative procedures.

“By 2024, 80% of administrative procedures arising at the district one-stop-shop will be digitized; the rate of online records will reach 71.6%. The district has deployed the use of electronic receipts to collect fees and charges on the electronic one-stop-shop software system.
When carrying out administrative procedures, people and businesses do not have to provide information, papers and documents that have been accepted when successfully carrying out administrative procedures. During the year, the rate of files resolved in advance and on time at the district level reached 97.5%, and at the commune level reached 95.7%," said Mr. Manh.
According to the report of the Provincial Public Administration Service Center (HCC) in 2024, the reception and settlement of administrative procedures in the province has many positive changes, creating peace of mind and satisfaction for organizations and individuals when coming to perform administrative procedures.
Notably, the number of administrative procedures returned on time and before the deadline has increased over the years. The number of administrative procedures submitted online and paid online has increased. Overdue district level records
The results of receiving and handling administrative procedures at one-stop-shop departments at all levels have positive contributions from Quang Nam Provincial Post Office.
According to the report, Quang Nam Provincial Post Office is arranging 93 employees (17 at the provincial level, 57 at the district level, and 19 at the commune level) to participate in receiving administrative procedures at the Provincial Public Service Center and the one-stop department at the district and commune levels.
In 2024, postal staff received 94,118 applications at the Provincial HCC Service Center (of which online applications accounted for 92.3%). At the district-level one-stop-shop, the post office received 125,106 applications (of which online applications accounted for 65.1%).
Assessing the work of receiving and handling administrative procedures in 2024, the Provincial Public Service Center also pointed out many limitations that need to be overcome; including the high rate of late filings at the district level.
According to Mr. Truong Hong Giang - Deputy Director of the Department of Home Affairs, the rate of overdue records higher than 6% has greatly affected the results of administrative reform at the district level in 2024. Accordingly, during the year, there were 4 districts ranked only "average" in administrative reform (Que Son, Thang Binh, Phu Ninh, Duy Xuyen), due to the rate of overdue administrative procedure records being over 5%.
Mr. Le Ngoc Quang - Deputy Chief of Office of the Provincial People's Committee, Director of the Provincial Public Service Center, said that the high rate of overdue records at the district level has objective reasons, but is mostly due to subjective errors of the units. That is, the staff receives the input on the system but does not continue to process it, leading to hanging on the system and overdue, even though the records have been resolved.
Issue letters of apology and explanation when handling late and incomplete records according to regulations. In particular, late administrative procedure records are mainly concentrated in the land sector of the district-level land registration office branch and the fields of natural resources - environment, finance - planning of the district-level specialized departments.
The main reason is that the specialized department enters the documents but does not process them or processes them slowly, the coordinating agencies have not been configured and completed in the processing process, leading to late documents and being stuck on the system.
To overcome the limitations in receiving and handling administrative procedures, the Provincial Public Service Center requests the Department of Information and Communications to coordinate with relevant units to complete and thoroughly handle the problems and recommendations of departments, branches, sectors and localities regarding the Provincial Administrative Procedure Handling Information System.
Ensure the system is connected and synchronized with the central ministries and branches; accurate statistics, synchronized with the National Public Service Portal and operates smoothly, information security, serving people and businesses.
In addition, to encourage people to use online public services in handling administrative procedures, the province needs to select groups of administrative procedures that are directly related to people, essential, and frequently arisen to focus on implementing online reception of the entire process, regardless of administrative boundaries, ensuring substance, convenience, timeliness, and efficiency; promote cashless payment of fees and charges, provide personal digital signatures, and install digital payment applications...
As of December 23, 2024, the total number of administrative procedures being received at the Provincial Public Service Center and the one-stop-shop units at the district and commune levels is 1,927 procedures. The total number of public services configured on the Provincial Public Service Portal is 1,772 public services (954 full public services and 818 partial public services); 1,113 online public services have been integrated into the National Public Service Portal.
From December 15, 2023 to December 14, 2024, the total number of administrative procedure records received at the provincial, district and commune levels in Quang Nam province was 390,402 records. The rate of administrative procedure records resolved on time at the 3 levels was 99.76%, 93.92% and 98.31% respectively.
