Ministry of Construction determined to achieve 8% growth target, urges disbursement of investment capital |
Accelerating the implementation of social housing
At the Conference on the first quarter work review and deployment of key tasks for the second quarter of 2025 of the Ministry of Construction, Chief of Office of the Ministry of Construction Nguyen Tri Duc informed about the outstanding results of the industry in the first 3 months of the year.
According to Mr. Nguyen Tri Duc, the Ministry of Construction has demonstrated determination and timeliness in implementing the Resolutions and Conclusions of the Central Committee, the Politburo, the Secretariat, as well as projects under the Work Program of the Government, the Prime Minister and the Ministry in 2025. At the same time, the work of building and perfecting institutions and legal policies in the Construction sector has been promoted, along with strengthening the direction and administration of the Ministry's state management areas.
In particular, the Ministry of Construction has actively urged localities to implement the Project "Investing in the construction of at least 01 million social housing apartments in the period of 2021-2030". To date, the country has completed 103 projects with a scale of 66,755 apartments and there are 140 projects under construction with a scale of 124,352 apartments. The Ministry also focuses on coordinating with units and localities in implementing the Housing Support Policy for poor households, people with revolutionary contributions, relatives of martyrs, as well as the program to eliminate temporary and dilapidated houses.
Mr. Nguyen Tri Duc emphasized that by the end of the first quarter, the provinces had supported about 62,079 out of a total of 92,088 poor and near-poor households, reaching a rate of 67.4%. In addition, more than 16,000 houses had been handed over and more than 18,000 houses had started construction under the program to eliminate temporary and dilapidated houses.
In addition, the economic picture in the first 3 months of the year also recorded impressive growth in the transportation industry. Freight transport is estimated at nearly 716 million tons, an increase of more than 15%; goods turnover is estimated at 138 billion ton-km, an increase of approximately 9% over the same period in 2024. Seaway is the sector with the highest growth rate (more than 19%), followed by road (more than 16%), waterway (more than 12%), rail (more than 3%) and aviation (0.3%).
The passenger transport sector also witnessed double-digit growth. In the first quarter of 2025, it is estimated that more than 1,400 million passengers were transported, an increase of more than 17%; passenger turnover reached nearly 78 billion HK.km, an increase of nearly 15% over the same period last year. Railways had the highest passenger transport growth (more than 165%), followed by waterways (nearly 27%), roads (more than 16%) and aviation (more than 5%). Notably, sea passenger transport recorded a decrease of nearly 14% compared to the same period in 2024.
Urging progress of investment capital disbursement
According to Mr. Nguyen Tri Duc, based on the positive results achieved in the first quarter and previous years, the Ministry of Construction has set out many key tasks and targets for the second quarter of 2025. These tasks focus on institutional building, reviewing and rearranging staffing to meet work requirements, promoting disbursement of public investment capital, adjusting disbursement targets to strive to achieve 100% of the plan assigned by the Prime Minister in 2025.
At the same time, strengthen field inspections, promptly resolve problems in the implementation of projects, especially important national projects, key projects of the industry and projects scheduled to be completed on major holidays such as April 30, September 2 and in 2025.
At the conference, Minister of Construction Tran Hong Minh acknowledged and highly appreciated the efforts of all cadres, civil servants, public employees and workers in the industry in implementing the goals and tasks set out from the beginning of 2025.
To ensure the completion of the goals in the coming time, Minister Tran Hong Minh requested heads of units under the Ministry to focus on effectively implementing the plans and tasks assigned for the second quarter and the following quarters of 2025.
In particular, the Minister particularly emphasized the importance of developing legal documents in accordance with the program of the Government, the Prime Minister and the Ministry of Construction, ensuring both quality and progress. In addition, it is necessary to urgently review and complete the system of regulations, standards, unit prices and norms in the construction sector, especially regulations, standards, norms and unit prices related to the railway sector.
Minister Tran Hong Minh affirmed that the Ministry of Construction is determined to complete assigned tasks, contributing to the economic growth target of 8% or more in 2025, creating a solid foundation for achieving double-digit growth in the following years.
In that spirit, the Minister requested units to proactively develop legal documents to ensure quality and progress, continue to review, arrange and reallocate staff reasonably.
Regarding the disbursement of public investment capital, the Minister requested investors and project management boards to make efforts to speed up the progress, striving to disburse 100% of the 2025 plan of VND 83,746 billion. In particular, for the routes expected to be put into operation on April 30, it is necessary to promptly complete the acceptance, settlement and implementation of the warranty mechanism in accordance with regulations.
Minister Tran Hong Minh emphasized that relevant units must urgently accelerate the disbursement of public investment capital, taking advantage of the current favorable time. In particular, for important traffic routes and infrastructures expected to be put into operation before April 30, acceptance and final settlement must be completed as soon as possible. In addition, strict implementation of the warranty mechanism in accordance with regulations was also emphasized to ensure the quality and long-term effectiveness of the projects.
