(CLO) In 2025, the Ministry of Construction set out a plan and task to complete an estimated number of social housing apartments of over 100,000 units.
According to the Ministry of Construction, in the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers", the country aims to develop 130,000 apartments by 2024.
Despite efforts to implement the project and many solutions to remove obstacles and difficulties, the results of social housing development in the past year have not met expectations. Specifically, the whole country has only completed 21,000 units, equivalent to more than 16% of the plan.
According to a summary of reports from localities, from 2021 to present, 644 social housing projects have been implemented nationwide with a scale of over 580,100 units.
Of which, the number of completed projects is 96 projects with a scale of more than 57,600 apartments; the number of projects that have started construction is 133 projects with a scale of more than 110,200 apartments; the number of projects that have been approved for investment policy is 415 projects with a scale of more than 412,200 apartments.

The implementation of the preferential loan package of 120,000 billion VND for social housing is also very limited. Up to now, only 36/63 provincial People's Committees have issued documents and announced projects eligible for preferential loans on the electronic information portal. Of these, only 16 projects have signed credit contracts with a total credit commitment of 4,200 billion VND, with outstanding debt of 1,727 billion VND.
Previously, in a report sent to the Prime Minister in September 2024, the Ministry of Construction said that the development of social housing in the two special urban areas of Hanoi and Ho Chi Minh City is still slow, less than 40% of the target despite the huge demand. Some localities have a need for social housing but it is unclear how far the implementation plan has been implemented, such as Thai Nguyen, Ninh Binh, Nam Dinh, Quang Binh, Thua Thien Hue, Bac Lieu, Ca Mau... Among these, many localities have not yet started any projects.
In addition to difficulties in developing social housing, the Ministry of Construction also said that the construction industry is currently facing many challenges. Although the industry's growth in 2024 is the main driver for the overall growth of the economy, it depends heavily on the recovery of the real estate market, the progress of removing obstacles, and the implementation of public investment projects.
The implementation of the Program for drafting legal documents and projects of the Ministry still has some tasks that are behind schedule, some tasks are postponed or withdrawn from the program; the system of norms, unit prices, standards and regulations is still slow to be completed, not keeping up with the development of science and technology and practical requirements.
In addition, the work of project appraisal, design, and cost estimates still has many documents that do not meet the prescribed time; inspection, examination, supervision, and control of construction investment, planning management, and architecture are still limited; the control of the process of adjusting local construction planning in some localities is not strict; urban management is still unprofessional in some places; and the resources of the city itself and resources from society for urban development have not been well promoted and exploited.
Faced with this situation, recently, Prime Minister Pham Minh Chinh signed Official Dispatch No. 130 on urging focused direction and timely removal of difficulties and obstacles to promote the implementation of social housing projects.
The Prime Minister requested ministers, heads of ministerial-level agencies, government agencies, provincial and municipal Party Committee Secretaries, and chairmen of provincial and municipal People's Committees to continue effectively implementing key solutions and tasks to promote decentralization, decentralization, reform, and minimize administrative procedures, creating favorable conditions for businesses to participate in investing in social housing development, and for beneficiaries to access social housing.
Carry out administrative procedures for land allocation, site clearance, construction investment, and selection of investors for social housing projects in a streamlined manner, ensuring speed, convenience, publicity, and transparency.
Regarding planning and land allocation for the development of social housing and workers' housing, the Prime Minister requested reviewing and supplementing urban planning and industrial park planning, ensuring sufficient land for the development of social housing, including workers' accommodation and housing for the people's armed forces.
Along with that, it is necessary to strictly implement regulations on reserving land for workers' accommodation in industrial parks and 20% of residential land invested in technical infrastructure in commercial housing projects and urban areas to invest in developing social housing according to housing laws.
