Prime Minister requests immediate implementation of phase 2 of Dong Dang - Tra Linh expressway
On February 2 (the 5th day of Tet), Prime Minister Pham Minh Chinh led a working delegation to conduct a field survey and inspect the implementation of two expressway projects: Dong Dang - Tra Linh and Huu Nghi - Chi Lang.

Joining the Prime Minister in inspecting and surveying the construction sites of the two expressways were Deputy Prime Minister Tran Hong Ha, Minister of Transport Tran Hong Minh, Minister of Planning and Investment Nguyen Chi Dung, and leaders of ministries, branches, and localities.
Connecting the highway from Cao Bang to Ca Mau
The Dong Dang - Tra Linh Expressway project has a total length of 121 km, divided into 2 phases with a total investment of 23,000 billion VND. In phase 1, the Dong Dang - Tra Linh Expressway is invested with a length of more than 93 km, with a total investment of 14,114 billion VND.
The completed project will halve the travel time from Hanoi to Cao Bang and vice versa, promoting local and regional socio-economic development and ensuring national security and defense.
Regarding site clearance, up to now, Cao Bang and Lang Son provinces have basically completed site clearance according to the feasibility study documents, and the site has been handed over equivalent to 80% of the occupied area according to the technical design documents. The two provinces strive to hand over 100% of the site in the first quarter of 2025 for the project.
With the spirit of "overcoming the sun, overcoming the rain", "eating quickly, sleeping urgently" and working in "3 shifts", investors, project enterprises, and construction contractors mobilized 36 construction teams, 650 equipment, and 1,500 personnel, completing two mountain tunnel items. The planned output in 2025 is 4,905 billion VND.
During the Lunar New Year 2025, the project enterprise and contractors arranged 19 construction teams with 230 officers, engineers, workers and more than 200 machines and equipment to work throughout Tet.
At the meeting, the leaders of Cao Bang province proposed to soon implement phase 2 of the Dong Dang - Tra Linh Expressway Project under the PPP method, including a 13.5 km expressway connecting the Project to Ta Lung border gate and a 24 km expressway connecting to Cao Bang city.
After listening to the opinions of relevant ministries and branches, Prime Minister Pham Minh Chinh agreed in principle, requesting the urgent implementation of the Project Phase 2 under the PPP method with the same capital mechanism as Phase 1 to avoid waste, and assigned the ministries and branches to advise localities on how to implement it closely and effectively. At the same time, he agreed with the proposals on the implementation of the expressway connecting the project with Cao Bang City, the route connecting the project with Ta Lung border gate.
The Prime Minister assigned the Ministry of Finance and the Ministry of Planning and Investment to be responsible for allocating capital, and localities to consider businesses that have done well to continue implementing to ensure the goal of opening the expressway from Cao Bang to Ca Mau in 2025.
6 tasks for investors
After directly inspecting the projects and listening to reports, Prime Minister Pham Minh Chinh welcomed investors and contractors who have cooperated with other parties and promptly carried out procedures in a methodical manner.
The Prime Minister requested Deo Ca Group to continue to improve and upgrade modern technology to prepare for future projects, especially the high-speed railway project. At the same time, the Prime Minister emphasized that large enterprises should support and guide local enterprises to work together and develop together.
“The Deo Ca Group is requested to increase innovation to improve productivity, while ensuring 6 important criteria: labor safety, progress, quality, environmental sanitation, productivity and investment efficiency,” the Prime Minister directed.
At the Huu Nghi - Chi Lang Expressway Project, as of early February 2025, Lang Son province has handed over 392.15/557.82ha (equivalent to 70.32%), the accessible construction site within the handover scope is 355.58 ha/557.82ha (equivalent to 63.76%). At the project, contractors have mobilized 806 engineers and workers, 397 pieces of equipment, and organized 39 construction teams. The project enterprise aims to open the route in 2025, with an expected output of 4,623.53 billion VND.
In this project, Lang Son province proposed to increase the proportion of State budget capital participation to 70% of the total investment to increase the feasibility of the financial plan similar to the Dong Dang - Tra Linh Expressway Project, which also passes through an area with difficult socio-economic conditions. This creates a basis for TPBank to determine the time to sign a credit contract worth 2,500 billion VND for the Huu Nghi - Chi Lang Project.
The Prime Minister requested that if the state capital ratio in the Huu Nghi - Chi Lang project needs to be changed, the toll collection period should be reviewed and implemented in a public and transparent manner. Banks and investors need to work together to obtain credit capital for the project.
“It is necessary to determine that PPP projects must be implemented on the principle of harmonizing benefits and sharing risks, handling objective and practical problems, and ensuring people's interests. Regarding finance, I have assigned Deputy Prime Minister Ho Duc Phoc and Deputy Prime Minister Tran Hong Ha to study procedures related to project investment and report to the Prime Minister in February 2025,” the Prime Minister directed.
Regarding the Bac Giang - Lang Son Expressway Project, the Prime Minister assigned the Minister of Transport to include in the Project a report on solutions to problems for BOT projects to be submitted to the Government, and to consider reporting to the National Assembly at the May 2025 session.
The head of the Government also praised the spirit of working through Tet of project enterprises and contractors, ensuring good policies for workers. At the same time, he reminded the two localities and related parties to "do well and do better, improve management and control to avoid negativity and waste".
Also on the occasion of the beginning of spring, the Prime Minister and the working delegation visited, wished a happy new year, and encouraged contractors, officers and employees working at project sites to compete in labor production, determined to achieve the goal of opening the two projects in 2025 and completing them in 2026.
