The location, boundary, and area of the land are determined in the Master Plan, scale 1/500 of the project to build the land use rights auction area in Van Loc 2 village, Xuan Canh commune, Dong Anh district, established by Ngoc Minh Construction Investment Consulting Joint Stock Company and completed in 2024, confirmed by the Dong Anh District Land Fund Development Center with Document No. 1579/TTQD-QL&PTQD dated September 4, 2024, appraised by the Dong Anh District Urban Management Department with Appraisal Report No. 176/BC-QLDT dated November 4, 2024 and confirmed to be consistent with the Detailed Planning at scale 1/500 of the residential area of Van Loc village, Van Thuong, Xuan Canh commune approved by the Dong Anh District People's Committee in Decision No. 7772/QD-UBND dated June 29, 2022, approved by the Dong Anh District People's Committee with Document No. 3151/UBND-QLDT dated November 11, 2024.
Of the total 11,342.1m2 of land, 5,106 m2 of residential land (including plots of land with symbols from LK13 to LK16) is for auction of land use rights. Form of land use: The People's Committee of Dong Anh district is allocated land by the State without collecting land use fees. The land use term is according to the investment project implementation term as prescribed. The land allocation method is land allocation through auction of land use rights to implement projects using land as prescribed in Article 125 of the 2024 Land Law. 6,236.1m2 of land for traffic, trees and connecting technical infrastructure (including plots of land with symbols CXNO, GT). Form of land use: The State allocates land without collecting land use fees; The People's Committee of Dong Anh district invests in building technical infrastructure in sync with the general infrastructure of the area according to the approved planning and assigns it to the management unit as prescribed.
The City People's Committee requests the Dong Anh District People's Committee to organize the construction of technical infrastructure according to the approved investment project to ensure the overall planning, synchronous connection of technical infrastructure and regional infrastructure. The Dong Anh District People's Committee is responsible for preparing and approving the Master Plan Drawing to ensure that there is no interlaced land area, and that land is used economically and effectively. Prepare a plan for auctioning land use rights to submit to competent authorities for approval and organize auctions of land use rights in accordance with the procedures prescribed by the 2024 Land Law, the 2016 Property Auction Law, decrees, circulars guiding the implementation and the City's current Regulations on Auction of Land Use Rights to allocate land with land use fees or lease land in Hanoi, ensuring compliance with legal regulations, publicity, transparency and efficiency.
