Nearly 4,000 temporary and dilapidated houses need to be demolished.
Implementing the direction of the Prime Minister, on the afternoon of October 18, Minister Nguyen Van Thang chaired an online meeting with the localities of Binh Thuan and Ninh Thuan on the situation of production, business, construction investment and import and export in the area.

Compared to the previous two meetings with the two provinces, Minister Nguyen Van Thang assessed that the new content at this meeting was the participation of localities in implementing Official Dispatch No. 102 dated October 6, 2024 of the Prime Minister on promoting the elimination of temporary and dilapidated houses nationwide (Official Dispatch 102).
Appreciating the efforts of the Party Committee, government and people of the two provinces: Ninh Thuan and Binh Thuan in implementing social security work, however, according to Minister Nguyen Van Thang, the need to eliminate temporary and dilapidated houses is still very large.
Emphasizing that the goal of eliminating 100% of temporary and dilapidated houses for people by 2025 is an important task, the Minister requested the two provinces to actively implement solutions and closely coordinate with the Ministry of Labor, Invalids and Social Affairs (MOLISA) as the leading agency to provide timely guidance.
"During the implementation process, localities need to make recommendations to the Central Government on problems, and on the other hand, proactively allocate resources. Statistical data must also ensure accuracy to meet efficiency and progress," Minister Nguyen Van Thang requested.

Previously, at the meeting, Mr. Le Huyen, Vice Chairman of Ninh Thuan Provincial People's Committee, said that, implementing the Prime Minister's direction, the province is directing the Department of Finance to preside over and coordinate with relevant departments and branches to research and advise on the establishment of a National Fund to join hands to eliminate temporary and dilapidated houses for poor and near-poor households; the Department of Construction is researching and advising on the development of a Project to eliminate temporary and dilapidated houses for poor and near-poor households.
"Regarding construction needs, in the two years 2024 - 2025, the whole province plans to support 1,948 houses. Of which, 1,653 new houses will be built and 295 houses will be repaired. The total estimated cost is more than 205 billion VND.
Up to now, Vinh Phuc province has supported Ninh Thuan province with 70 billion VND to eliminate temporary and dilapidated houses for poor and near-poor households in 2025," Mr. Huyen shared.
On the side of Binh Thuan province, Mr. Phan Van Dang, Vice Chairman of the Provincial People's Committee, said that the review results showed that in the two years 2024 - 2025, the whole province plans to support 2,045 houses (1,069 new houses, 976 houses repaired).
"The total cost of implementation is about 200 billion VND. The province hopes that the Central Government will consider supporting the province with at least 50% of the cost to implement the program to eliminate temporary and dilapidated houses," Mr. Dang suggested.
Paying special attention to the issue of resources for implementation, according to Mr. Nguyen Le Binh, Deputy Chief of the National Office for Poverty Reduction (Ministry of Labor, Invalids and Social Affairs), Prime Minister's Official Dispatch 102 promotes the spirit of "self-reliance". Local grouping is also carried out to have appropriate support levels.

"In the 4 classified local groups, Binh Thuan province is in the 2nd group (localities self-balancing resources).
In addition, according to the conclusion of the competent authority, the support level for new house construction is 50 million VND/household, and for repair support is 25 million VND/household. Localities need to accurately review the needs to have a reasonable plan to mobilize resources," said Mr. Binh.
Sharing more, Mr. Ha Quang Hung, Deputy Director of the Department of Housing and Real Estate Market Management (Ministry of Construction) said that, implementing Official Dispatch 102, the Prime Minister has directed to eliminate all temporary and dilapidated houses nationwide from now until 2025, ministries, branches and localities simultaneously implement 3 programs: Support housing for people with revolutionary contributions; Support housing for national target programs; Eliminate temporary and dilapidated houses for subjects not covered by the above two programs.

Regarding the housing support program for people with revolutionary contributions, on October 7, 2024, the Ministry of Construction submitted a report and draft decision to the Prime Minister to promulgate preferential levels and allocate central and local budget capital to be issued in October 2024 so that the Ministry of Finance has resources to allocate to localities.
"Regarding housing support programs under national target programs, currently, there are 2 national target programs with housing components.
In particular, in the national target program to support sustainable poverty reduction, there is project 5, Ninh Thuan is the subject of the program. According to the project proposed by the province, it is 795 households, currently, 469 households have completed it," said Mr. Hung.
Series of problems are about to be resolved
Regarding the proposal of the People's Committee of Binh Thuan province on guiding the unified source of funding (regular expenditure or public investment) to establish, appraise, approve and adjust technical and specialized planning, Mr. Trinh Duc Trong, Director of the Department of Infrastructure and Urban Development (Ministry of Planning and Investment) said that, based on the results of reviewing the problems, the draft Law on Planning (amended) submitted to the National Assembly for consideration at the upcoming 8th session clearly stated that the source of funding for planning implementation is public investment capital and career capital.

Regarding Ninh Thuan province's proposal to add resources to invest in coastal roads, Mr. Trong said that according to the plan, the responsibility to mobilize resources to invest in coastal roads belongs to the locality.
"Local authorities need to consider and report specific difficulties so that the Ministry can synthesize and propose balancing the central budget in the medium-term public investment plan for the central budget for the 2021-2026 period," said Mr. Trinh Duc Trong.
The two provinces of Ninh Thuan and Binh Thuan need to make more efforts and try harder to contribute to the successful implementation of the GDP growth target of over 7% in 2024 set by the Government. There needs to be specific solutions in the last months of the year such as: increasing import and export growth, attracting investment, especially promoting public investment disbursement.

At the meeting, the local proposal to reduce licensing procedures for some simple common construction materials (split stone, filling materials, construction sand, clay, etc.) was also proposed as a solution.
According to Mr. Nguyen Thach Dang, Deputy Director of the Department of Planning and Finance (Ministry of Natural Resources and Environment), the Ministry is currently coordinating with relevant parties to complete and submit the draft Law on Geology and Minerals at the 8th session of the National Assembly.

In particular, for the proposed group of common materials, the licensing process is not required according to the Law.
Relevant decrees will be adjusted to regulate the composition of documents, procedures, and time for handling procedures for common construction materials.
On the side of the Ministry of Transport, listening to the local recommendations, one of the important contents affirmed by Minister Nguyen Van Thang is that by June 2025 at the latest, the Thuan Nam interchange (Km 113+00) connecting with DT709 of the North-South expressway project, Cam Lam - Vinh Hao section, will be completed.
"Up to now, this item has completed the design and is in the process of approving the estimate. It is expected that the contractor selection and construction will begin at the end of 2024. The project will be completed in about 6 months," Minister Nguyen Van Thang shared.
According to the People's Committee of Binh Thuan province, in the first 9 months of 2024, the total provincial domestic product is estimated to increase by more than 6%; Industrial production index increased by nearly 9%; Export turnover is estimated at more than 695 million USD, an increase of more than 7%; Import turnover is estimated at 1,050 million USD, an increase of nearly 19% over the same period last year.
Disbursement of public investment capital plan for 2024 by October 6, 2024 reached VND 1,754 billion (reaching more than 34% of the plan).
In Ninh Thuan province, in the first 9 months of 2024, the total provincial product is estimated at 20,662 billion VND, an increase of 8%; Budget revenue reached 3,540 billion VND, an increase of more than 29% over the same period last year.
In contrast to the positive growth of tourism services, the import-export sector continued to face difficulties. Export turnover reached more than 73.6 million USD, down more than 9.6% over the same period.
By the end of September 2024, the province's disbursement output reached more than 62% of the plan.
