Minister of Labor, Invalids and Social Affairs: Vietnam will be a pioneer country in social security

On July 21, in Thua Thien Hue, the Ministry of Labor, War Invalids and Social Affairs held a conference to review the first 6 months of the year and key tasks and solutions for the last 6 months of the year.

Speaking at the Conference, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung said that from now until October, the Ministry will advise the Central Committee to summarize the Resolution of the 5th Central Committee, 11th term on social policy and issue new policies and guidelines on social policy in 2030, with a vision to 2045.

Minister Dao Ngoc Dung emphasized that by 2030, Vietnam will be a pioneer in social security and employment.

The Minister also emphasized the need to improve the capacity to forecast labor supply and demand and build a stable, sustainable, inclusive, modern, flexible and integrated labor market.

The Minister also stated that in 2022-2023, the market will fluctuate very quickly, due to one reason being that workers are "job hopping". Therefore, it is necessary to accurately forecast supply and demand in conjunction with training and development issues, closely monitor the situation, and proactively regulate the labor market.

Of which, 3 issues of breakthrough and strategic nature will be selected.

First of all, it is necessary to quickly form and develop a proper labor market, and the labor market will be one of the five basic markets of the market economy.

Second, eliminate temporary housing for the poor. By 2025, 100,000 houses for the poor must be fundamentally resolved. By 2030, the project will be completed, the whole country will have no more poor people, temporary housing, and 1 million low-cost apartments will be created for people in difficult circumstances.

Third, focus on core issues, the foundation of the social security mechanism, social policies focusing on health and education.

According to the report of the Ministry of Labor, War Invalids and Social Affairs, the Labor, War Invalids and Social Affairs Sector, in the first 6 months of the year, the sector continued to make efforts to organize the implementation of the Ordinance on Preferential Treatment for People with Revolutionary Contributions.

The whole industry has fully and promptly implemented the regular subsidy policy for more than 1.1 million beneficiaries, with a budget of about 14,000 billion VND in the first 6 months of the year, subsidizing 100 billion VND for 2,332 people...

Activities to repay gratitude and mobilize social resources to care for the lives of people with revolutionary contributions have been promoted. The lives of people with revolutionary contributions and their relatives have been constantly improved and enhanced.

Regarding poverty reduction policies, the National Target Program on sustainable poverty reduction and social assistance are directed to be effectively implemented.

In 2023, the budget for implementing the program allocated from the central budget is more than 12,000 billion VND, the local budget is more than 900 billion VND. In the first 6 months of the year, more than 1,800 billion VND has been disbursed, the local budget source is more than 81 billion VND.

In addition, vulnerable groups and people in difficult circumstances are also cared for, have access to, and benefit from social welfare policies, healthcare, education, vocational training, and job search to stabilize their lives.

Ensure that 100% of social protection beneficiaries are eligible for monthly social allowances; 100% of people affected by natural disasters, floods, and hunger receive timely emergency assistance; no one goes hungry.

Along with that, programs and projects on child protection and care. Guidance for ministries, branches and localities on gender equality, for the advancement of women, research and completion of policy development on drug addiction treatment; prevention and control of prostitution and prevention and control of human trafficking are also given attention.

At the conference, representatives of units and localities discussed and proposed solutions to strengthen monitoring of developments in the labor and employment situation, social security issues, expand coverage and develop subjects participating in social insurance and unemployment insurance.

The labor market still has an imbalance between supply and demand.

According to the report of the Ministry of Labor, War Invalids and Social Affairs, the socio-economic context in the first 6 months of the year had many difficulties, but the labor market was generally relatively stable, with indicators still showing slight growth.

Specifically, the labor force aged 15 and over is 52.3 million people, an increase of 867 thousand people compared to the same period in 2022.

The unemployment rate of working-age laborers in urban areas was 2.71%. The number of employed laborers was 51.2 million, an increase of more than 900,000 people compared to the same period last year. The labor structure continued to shift positively.

Localities have also stepped up disbursement of loans to create jobs. Nationwide, 95,000 businesses have registered to establish new businesses and resume operations, higher than the number of businesses that withdrew from the market during the pandemic.

The activity of sending workers to work abroad has recovered positively, increasing more than 1.5 times compared to the same period in 2022. The average income of workers is 7 million VND/month, an increase of 7.6% over the same period last year.

However, reality shows that the current labor market is not developing sustainably, there is still an imbalance between labor supply and demand, and uneven development between regions, areas, and economic sectors.

The mechanism of connecting supply and demand and self-balancing of the market is still weak. The unemployment rate of young people is still high. The quality of labor is still limited.

Social insurance coverage tends to increase slowly. Job loss and job cuts cause workers to withdraw social insurance at one time to increase.
