Participating in the working delegation of the Ministry of Natural Resources and Environment are: Leaders of the Department of Land, Department of Planning and Land Resources Development, Department of Land Data and Information Registration, Department of Legal Affairs, Ministry Inspectorate, and Ministry Office.
On the side of Quang Binh province, there were: Chairman of the Provincial People's Committee Tran Thang; Permanent Vice Chairman of the Provincial People's Committee Doan Ngoc Lam; leaders of a number of departments and branches under the Provincial People's Committee; leaders of the People's Committees of districts, towns and cities.
Speaking at the opening of the meeting, Deputy Minister of Natural Resources and Environment Le Minh Ngan emphasized that the State management of land is clearly stipulated in the 2024 Land Law and the decrees guiding its implementation. Immediately after the law took effect, the Prime Minister directed the Ministry of Natural Resources and Environment to coordinate with ministries, branches and localities to implement the law nationwide. This meeting aimed to grasp the implementation of the Land Law in Quang Binh province as well as the difficulties and problems arising in the process of implementing the law.
Reporting on the summary of state management of land in Quang Binh province since the 2024 Land Law took effect, Mr. Tran Van Khuong - Deputy Director of the Department of Natural Resources and Environment of Quang Binh province said that after the 2024 Land Law was passed by the National Assembly, the People's Committee of Quang Binh province issued many documents directing and urging departments, branches, sectors, People's Committees of districts, cities and towns to advise on the deployment and implementation of the 2024 Land Law.
The Provincial People's Committee has paid attention to and directed the dissemination of laws on land, housing, and real estate business in the locality through posting on the province's electronic news page; the Department of Natural Resources and Environment and the Department of Construction have widely consulted the affected subjects and combined the dissemination of new contents of newly issued Laws; through state management activities in the fields of land, housing, and real estate business to disseminate and propagate the provisions of the Land Law, Housing Law, and Real Estate Business Law.
At the working session, leaders of Quang Binh Provincial People's Committee and representatives of departments, branches, sectors, People's Committees of districts, cities and towns raised a number of difficulties and problems arising in the process of implementing the Land Law such as adjusting land price lists, issuing conditions, procedures and appraisal procedures for land allocation without auctioning land use rights to individuals; land use planning for each plot of land; the process of assigning land use rights auctions is still confusing; a number of other contents need more specific guidance from the Ministry of Natural Resources and Environment for localities to promptly and effectively implement.
Deputy Minister of Natural Resources and Environment Le Minh Ngan and representatives of specialized units under the Ministry of Natural Resources and Environment provided specific answers and responses based on the promulgated Laws and Decrees and Circulars guiding their implementation to clarify the difficulties and problems that Quang Binh province is facing.
Concluding the conference, Deputy Minister of Natural Resources and Environment Le Minh Ngan thanked the leaders of Quang Binh Provincial People's Committee for arranging time for the working group and the province to have a frank and effective working exchange. The working session was of great significance, helping to create consensus and unity in understanding; creating favorable conditions for localities in the process of implementing and issuing documents related to the land sector.
Deputy Minister Le Minh Ngan said that the Land Law is a law that affects many different subjects in society, in all aspects of socio-economics, national defense and security, environmental protection, and sustainable development. Regarding Quang Binh province, in recent times, the Provincial People's Committee has been active and proactive in directing the drafting of legal documents, disseminating land law, as well as preparing conditions for the implementation of the Land Law.
Deputy Minister Le Minh Ngan hopes that in the coming time, the People's Committee of Quang Binh province will continue to strengthen the direction of the Department of Natural Resources and Environment of Quang Binh province and related departments and branches to coordinate, speed up the progress of building and issuing documents guiding the implementation of the Land Law according to their authority, helping to remove difficulties for people and businesses, speed up the disbursement of public investment capital. At the same time, it is necessary to focus resources on perfecting the organizational apparatus in the land sector so that the implementation of the Land Law is timely and effective.
Speaking at the end of the working session, Chairman of the Quang Binh Provincial People's Committee Tran Thang thanked Deputy Minister Le Minh Ngan and the working delegation of the Ministry of Natural Resources and Environment for clarifying many issues that remained unresolved in the implementation of land laws in the province. The Chairman of the Provincial People's Committee hopes that the Ministry of Natural Resources and Environment will continue to pay attention to Quang Binh province in the process of implementing the law in the future, helping the province to effectively promote land resources for local socio-economic development.
