Additional 800 billion VND to build new Phong Chau bridge

On November 15, Permanent Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 1389 of the Prime Minister on adding 800 billion VND from the central budget reserve in 2024 to the Ministry of Transport to implement the investment project to build the new Phong Chau bridge on National Highway 32C, Phu Tho province.

The Permanent Deputy Prime Minister requested that based on the allocated capital level, the Minister of Transport arrange additional capital from the 2024 central budget reserve for the project, ensuring compliance with the provisions of the State Budget Law and relevant legal provisions.

At the same time, the Minister of Transport directed relevant agencies and units to urgently complete investment procedures and assign capital plans in accordance with regulations.

The Minister of Transport is also responsible for directing relevant agencies and units to use assigned reserve funds effectively, with quality assurance for the right purposes and users; to implement projects in accordance with legal regulations; and to prevent loss, waste, corruption, and negativity.

The Permanent Deputy Prime Minister requested the Minister of Transport to direct, inspect, and urge the acceleration of implementation progress, ensuring that the project must be completed by December 31, 2025 at the latest; and take responsibility as the head for the results of capital disbursement and project progress.

The Minister of Transport is fully responsible to the Government, the Prime Minister and relevant agencies for the content, data of reports and proposals, ensuring proper implementation of the provisions of the law on State budget, public investment and relevant legal provisions.

The Permanent Deputy Prime Minister assigned the Ministry of Planning and Investment and the Ministry of Finance to monitor and guide the Ministry of Transport in organizing the implementation and disbursement of the additional capital.

In case of detecting any allocation or use not for the right subjects or implementation not in accordance with the law, report to the Prime Minister to recover to the Central budget and review the responsibilities of the heads, organizations and individuals involved.

The implementation and disbursement time of the 2024 central budget reserve capital will be supplemented no later than December 31, 2025 in accordance with legal regulations; in case of not fully using it, the remaining 2024 central budget reserve capital will be canceled.

According to a report from Phu Tho province, the construction site of the new Phong Chau bridge is expected to be at the old Phong Chau bridge location (km18+300 National Highway 32C).

According to the design, the total length of the route is about 1,000 m (the bridge is about 393 m long, the approach and connecting roads are about 600 m long); the total width of the bridge is 21.5 m, including 4 lanes for motor vehicles, 2 lanes for non-motor vehicles, a median strip, a safety strip and a bridge railing.

Access and connection roads are upgraded and expanded to the standard of grade III plain roads (design speed 80 km/h).

Total investment is expected to be about 865 billion VND.
